AVERAGE VEHICLE RIDERSHIP(AVR)SURVEY ASSISTANCE
EMPLOYER PARTNERSHIP AGREEMENT
The Orange County Transportation Authority(OCTA)is committed to providing Orange County employers with a
comprehensive package of commuter benefits for their employees to reduce traffic congestion,increase mobility,
improve air quality and improve the quality of life in Orange County Three Share-the-Ride programs are available
to assist you in achieving these goals
Under the terms of this Employer Partnership Agreement,you agree to implement one or more of OCTA's Share-
the-Ride programs in exchange for OCTA's assistance in processing your annual transportation surveys and
calculating your Average Vehicle Ridership(AVR)at no cost to meet the requirements of South Coast Air Quality
Management District(SCAQMD) Rule 2202 OCTA will provide the guidance,tools,calculations and data for the
AVR reports you need to submit
In exchange,you agree to implement one or more of the following Share-the-Ride programs within six(6)months
of completion of your AVR Reports OCTA will assist you in providing your employees with ridesharing options
OCTA's Share-the-Ride Programs
1 Perk Pass Program
Offered through employers, our annual Perk Pass Program provides discounted bus passes that reduce
transportation costs and stress levels To qualify, a company needs only 10 or more bus-riding employees
2 Vanpool Program
A vanpool is a group of people with a similar origin,destination and schedule, who share the costs of
commuting and ride in a vehicle with seven or more seats The group divides the cost of the van, monthly
rental,gas,insurance and other costs among themselves OCTA provides set-up assistance and provides
subsidies of$400 a month per van
3 Metrolink Corporate Pass Program
Employers with ten or more Metrobnk riders can participate Many employers set up flexible spending
accounts for this transit expense and the program can potentially reduce payroll taxes
Benefits Offered with Share-the-Ride Programs
4 Guaranteed Ride Home Program
Guaranteed Ride Home(GRH)provides commuters who have commuted to work by bus, train, carpool,
vanpool,bike, or on foot with up to two FREE rides home per year when emergencies arise
Setting up a ridesharing program in exchange for OCTA's assistance with your AVR data processing is a win-win for
you and your employees,and OCTA looks forward to helping you with both Due to limited resources,however,if
none of the Share-the-Ride Programs listed above has been implemented within six(6)months of completion of
your AVR Reports,OCTA will not offer assistance with AVR calculations in the following year
