(hereinafter known as "TraveITIP'); and 15 WHEREAS, AUTHORITY has completed development of the TraveITIP system which i 16 requires a connection to the city's remote workstation at the city's Traffic Operations Center as a 17 means of collecting incident and planned event information as identified in attachments A and B of lg original Agreement, and 19 WHEREAS. CITY agrees to continue to provide AUTHORITY access to the city's remote 20 workstation in support of TraveITIP; 21 ; NOW, THEREFORE, it is mutually understood and agreed that the Agreement No C-0-0167 22 between the AUTHORITY and CITY is hereby amended in the following particulars only. 23 . Amendment No. 1 is required to extend the term of the current agreement for the TravelTip system. Funding Source: No funding is required for the amendment. Recommended Action: Motion to: Approve and authorize the Mayor and City Clerk to execute Amendment No. 1 to Cooperative Agreement No. C-0-0167 between Orange County Transportation Authority and City of Huntington Beach. Alternative Action(s): Do not approve and authorize the Mayor and City Clerk to execute Amendment No. 1 to Cooperative Agreement No. C-0-0167 between Orange County Transportation Authority and City of Huntington Beach. Failure to authorize approval of the amendment could jeopardize the receipt of future Intelligent Transporataion System (ITS) grant funding. The City currently has a tentative grant amount of more than $900,000 pending Federal approval and authorization. Analysis: The Orange County Transportation Authority has developed an Intelligent Transportation Systems (ITS) Master Plan for Orange County. A major element of that Master Plan is the TraveITIP system, an Advanced Traveler Information System. The City of Huntington Beach is a partner agency and will provide local transportation related information in support of the overall TravelTip system. 01-090 August 6 Hidusky(Amend TraveITIP Agree) -2- 7126101 1:04 PM &QUEST FOR COUNCIL AC&N MEETING DATE: August fi, 2001 DEPARTMENT ID NUMBER:PW 01-090 OCTA has received a federal grant to design and deploy this innovative computer system that will help Orange County residents and visitors plan their trips in and around the County. This project is one of the first of its Kind in the nation and it will allow travelers to receive information about: • Traffic congestion on freeways and selected surface streets throughout Orange County. ♦ Train or bus schedules and routes. ♦ Other events that may affect traffic conditions such as road construction projects or special events, including parades, street fairs or major sports events. ♦ Limited transit and auto trip planning capabilities based on existing traffic and road conditions. TraveITIP information will be provided to a variety of sources. The primary outlets will be an Internet website (www.traveltip.net), a highway advisory telephone system and kiosks strategically placed throughout Orange County. Other outlets may include radio and television reports. Traffic volume and average speed data from the Huntington Beach Traffic Signal Master System will be uploaded to the TraveITIP system for viewing by partner agencies and anyone accessing the TraveITIP system. Huntington Beach will be able to view similar data from the other agencies. The City Council approved the original agreement between Orange County Transportation Authority and the City of Huntington Beach for TravelTip on August 21, 2000. While completion of the project was anticipated by February 1, 2001, TravelTip has not yet been fully implemented. Amendment No. 1 extends the term of the original agreement by removing the February 1, 2001 completion date, thereby leaving the agreement in effect until terminated by either the City or by OCTA. Public Works Commission Action: Not required for an agreement, however, the Commission has supported the ITS project in past actions. Environmental Status: This project is categorically exempt pursuant to the California Environmental Quality Act, Section 1503 (c). Upon completion of PROJECT, or upon termination, AUTHORITY, at its own cost and 4 expense, without damage to CITY property, will remove all equipment installed as a direct result of s PROJECT- 6 G. All equipment produced or installed under this Agreement is the sole property of 7 AUTHORITY. 8 H. This Agreement may be amended at any time only by the mutual consent of the parties. 9 No amendment shall have any force or effect unless executed in writing by the parties. 10 I. A major element of that Master Plan is the TraveiT1P system. TravelTlP is an Advanced Traveler Information System currently under development at the direction of OCTA. OCTA has received a federal grant to design and deploy this innovative computer system that will help Orange County residents and visitors plan their trips in and around the county. Since TravelTlP is being developed using the National ITS Architecture as a guide, this project is one of the first of its kind in the nation. With this grant, Orange County joins a small network of American urban centers that have made a strong commitment to providing better traveler information to their residents and visitors. TravelTlP will allow travelers to receive information about: • Traffic congestion on freeways and selected surface streets throughout Orange County Train or bus schedules and routes • Other events that may affect traffic conditions such as road construction projects or special events such as parades, street fairs or major sports events • Limited transit and auto trip planning capabilities based on existing traffic and road conditions. TraveIT1P will receive its data from sources such as: • Caltrans and other local Transportation Management Centers • City Traffic Signal Master Controllers • Law enforcement agencies reporting incidents • Partner Agencies entering Advisories into the TravelTlP system via the internet or a dedicated TravelTlP workstation located at their facility TravelTlP information will be provided to a variety of sources and products. The primary outlets will be an Internet website (www.traveltip.net), a highway advisory telephone system and kiosks strategically placed throughout Orange County. Other outlets may include radio and television reports. OCTA will also be seeking other private sector participants that can disseminate TravelTlP information through other products or services such as pagers and other wireless handheld and in-vehicle devices. A major element of that Master Plan is the TraveITIP system. TraveITIP is an Advanced Traveler Information System currently under development at the direction of OCTA_ The City of Huntington Beach is a partner agency and is participating in the deployment of ITS components. OCTA has received a federal grant to design and deploy this innovative computer system that will help Orange County residents and visitors plan their trips in and around the county.
