Hopkins, PE, Director of Public Works SUBJECT: Approve and authorize execution of four Professional Services Contracts for As- Needed General Environmental Engineering Services with Geosyntec Consultants, Inc., Langan Engineering and Environmental Services, Inc., E2 Managetech, Inc. and Pacific Advanced Civil Engineering, Inc., each in the amount of$1,000,000 with three-year terms Statement of Issue: The Fire and Public Works Departments require professional environmental engineering services on an as-needed basis. To provide these services, four qualified firms have been selected. Financial Impact: Funds would be made available from currently budgeted programs. Additional City Council authorization will be requested for unbudgeted projects, as necessary. Recommended Action: A) Approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between the City of Huntington Beach and Geosyntec Consultants, Inc. for As-Needed Environmental Services;" and, B) Approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between the City of Huntington Beach and Langan Engineering & Environmental Services Inc. for As-Needed Environmental Services;" and, l C) Approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between the City of Huntington Beach and for E2 ManageTech Inc. for As-Needed Environmental A to Services;" and, D) Approve and authorize the Mayor and City Clerk to execute "Professional Services Contract Between the City of Huntington Beach and Pacific Advanced Civil Engineering Inc. for As-Needed Environmental Services." Alternative Action(s): Do not authorize one or more of the contracts and provide staff with alternative direction. Analysis: The approved Capital Improvement Program (CIP) exceeds $23 million in fiscal year 2012/13. The CIP is composed of various projects, the majority in the transportation, water, sewer and park improvements categories. Many projects require the services of an environmental HB -85- Item 4. - I Dept.ID FD13 003 Page 2 of 3 Meeting Date:4/1/2013 engineering firm to properly study, analyze, or design the project. Such on call services are established,prior to their need as not to delay an awarded project. Since 2002, it has been the Public Works Department practice to maintain three to five contracts for both planned projects and emergency response. In addition, the Fire Department also uses these services for development project related activities, such as review of environmental impacts, investigation of subsurface gas anomalies, etc. In such cases, the majority of the cost would be paid by the developer in accordance with the current fee schedule. These four firms will replace recently expired contracts. Typical environmental services include: • Prepare, assist and review preliminary environmental studies • Review and prepare documentation in aspects of water discharge permits from regulatory agencies • Investigate and provide mitigation plans for naturally occurring gas odor control, design of gas collection systems • Process, coordinate and obtain various regulatory permits for removal and disposal of hazardous waste materials • Analyze hazardous materials onsite • Monitor methane gas emissions at identified sites • Investigate, review, design and provide operation and maintenance of hazardous waste/materials management and soil remediation • Review third party reports and studies, and provide City staff with comments and recommendations In compliance with Chapter 3.03 of the Municipal Code, proposals were requested and fifteen (15) firms responded. Representatives from city departments ranked the proposals based on qualifications, experience and references. Upon final review, it was determined that Geosyntec Consultants, Langan Engineering & Environmental Services, Pacific Advanced Civil Engineering, and E2 ManageTech will best meet the needs of the city. Each of the proposed contracts is for a three-year term with an amount not to exceed $1 million per contract. It is not anticipated that there would be a situation where these contracts would actually reach that level in the next 3 years however we are recommending this level because it is possible one may depending on the projects they are awarded. The estimated expenditures for each of the three years of the proposed contracts, and their funding sources, may include: • $325,000— CIP (Prop 42, Gas Tax, Water Fund, Sewer Fund, General Fund) - • $280,000— Environmental/Water Quality Support Services ($250,000 General Fund) • $120,000— Development Project Services ($105,000 reimbursable, $15,000 General Fund) Approval of these contracts is recommended pursuant to City Council Resolution No. 2012-65, Section 8, which provides authorization for entering into professional service agreements for the completion of the Capital Improvement Program. FOR AS-NEEDED ENVIRONMENTAL ENGINEERING SERVICES THIS AGREEMENT ("Agreement") is made and entered into by and between the City of Huntington Beach, a municipal corporation of the State of California, hereinafter referred to as "CITY,"and Pacific Advanced Civil Engineering, Inc., a California Corporation hereinafter referred to as "CONSULTANT." WHEREAS, CITY desires to engage the services of a consultant to provide as-needed environmental engineering services; and Pursuant to documentation on file in the office of the City Clerk, the provisions of the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional service contracts have been complied with; and CONSULTANT has been selected to perform these services, NOW,THEREFORE, it is agreed by CITY and CONSULTANT as follows: 1. SCOPE OF SERVICES CONSULTANT shall provide all services as described in Exhibit "A," which is attached hereto and incorporated into this Agreement by this reference. These services shall sometimes hereinafter be referred to as the "PROJECT." CONSULTANT hereby designates Bruce Phillips, MS, P.E. who shall represent it and be its sole contact and agent in all consultations with CITY during the performance of this Agreement. 2. CITY STAFF ASSISTANCE CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement. agree/surfneUprofessional svcs mayor 1 of 11 10/12 3. TERM, TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of CONSULTANT are to commence on L— Q , 20 0 (the "Commencement Date"). This Agreement shall automatically terminate three (3) years from the Commencement Date, unless extended or sooner terminated as provided herein. All tasks specified in Exhibit "A" shall be completed no later than three (3) years from the Commencement Date. The time for performance of the tasks identified in Exhibit "A" are generally to be shown in Exhibit "A." This schedule may be amended to benefit the PROJECT if mutually agreed to in writing by CITY and CONSULTANT. In the event the Commencement Date precedes the Effective Date, CONSULTANT shall be bound by all terms and conditions as provided herein. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT on a time and materials basis at the rates specified in Exhibit "B," which is attached hereto and incorporated by reference into this Agreement, a fee, including all costs and expenses, not to exceed one million Dollars ($1,000,000). 5. EXTRA WORK In the event CITY requires additional services not included in Exhibit "A" or changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such work only after receiving written authorization from CITY. Additional compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained. 6. METHOD OF PAYMENT CONSULTANT shall be paid pursuant to the terms of Exhibit "B." agree/surfnedprofessional sves mayor 2 of 11 10/12 7. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that title to all materials prepared hereunder, including, without limitation, all original drawings, designs, reports, both field and office notices, calculations, computer code, language, data or programs, maps, memoranda, letters and other documents, shall belong to CITY, and CONSULTANT shall turn these materials over to CITY upon expiration or termination of this Agreement or upon PROJECT completion, whichever shall occur first. These materials may be used by CITY as it sees fit. 8. HOLD HARMLESS CONSULTANT hereby agrees to protect, defend, indemnify and hold harmless CITY, its officers, elected or appointed officials, employees, agents and volunteers from and against any and all claims, damages, losses, expenses, judgments, demands and defense costs (including, without limitation, costs and fees of litigation of every nature or liability of any kind or nature) arising out of or in connection with CONSULTANT's (or CONSULTANT's subcontractors, if any) negligent (or alleged negligent) performance of this Agreement or its failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its officers, agents or employees except such loss or damage which was caused by the sole negligence or willful misconduct of CITY. CONSULTANT will conduct all defense at its sole cost and expense and CITY shall approve selection of CONSULTANT's counsel. This indemnity shall apply to all claims and liability regardless of whether any insurance policies are applicable. The policy limits do not act as limitation upon the amount of indemnification to be provided by CONSULTANT. 9. PROFESSIONAL LIABILITY INSURANCE CONSULTANT shall obtain and furnish to CITY a professional liability insurance policy covering the work performed by it hereunder. This policy shall provide coverage for CONSULTANT's professional liability in an amount not less than One Million Dollars agree/surfneYprofessional svcs mayor 3 of 11 10/12 ($1,000,000.00) per occurrence and in the aggregate. The above-mentioned insurance shall not contain a self-insured retention without the express written consent of CITY; however an insurance policy "deductible" of Ten Thousand Dollars ($10,000.00) or less is permitted. A claims-made policy shall be acceptable if the policy further provides that: A. The policy retroactive date coincides with or precedes the initiation of the scope of work (including subsequent policies purchased as renewals or replacements). B. CONSULTANT shall notify CITY of circumstances or incidents that might give rise to future claims. CONSULTANT will make every effort to maintain similar insurance during the required extended period of coverage following PROJECT completion. If insurance is terminated for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two (2) years to report claims arising from work performed in connection with this Agreement. If CONSULTANT fails or refuses to produce or maintain the insurance required by this section or fails or refuses to furnish the CITY with required proof that insurance has been procured and is in force and paid for, the CITY shall have the right, at the CITY's election, to forthwith terminate this Agreement. Such termination shall not effect Consultant's right to be paid for its time and materials expended prior to notification of termination. CONSULTANT waives the right to receive compensation and agrees to indemnify the CITY for any work performed prior to approval of insurance by the CITY. 10. CERTIFICATE OF INSURANCE Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY a certificate of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverage as required by this Agreement; the certificate shall: agree/surfnet/professional Svcs mayor 4 of 11 10/12 A. provide the name and policy number of each carrier and policy; B. state that the policy is currently in force; and C. shall promise that such policy shall not be suspended, voided or canceled by either party, reduced in coverage or in limits except after thirty (30) days' prior written notice; however, ten (10) days' prior written notice in the event of cancellation for nonpayment of premium. CONSULTANT shall maintain the foregoing insurance coverage in force until the work under this Agreement is fully completed and accepted by CITY. The requirement for carrying the foregoing insurance coverage shall not derogate from CONSULTANT's defense, hold harmless and indemnification obligations as set forth in this Agreement. CITY or its representative shall at all times have the right to demand the original or a copy of the policy of insurance. CONSULTANT shall pay, in a prompt and timely manner, the premiums on the insurance hereinabove required. 11. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor herein and not as an employee of CITY. CONSULTANT shall secure at its own cost and expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses,if any, in connection with the PROJECT and/or the services to be performed hereunder. 12. TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and whether or not the PROJECT is fully complete. Any termination of this Agreement by CITY shall agree/surfnetlprofessionalsvcsmayor 5 of 11 10/12 be made in writing,notice of which shall be delivered to CONSULTANT as provided herein. In the event of termination, all finished and unfinished documents, exhibits, report, and evidence shall, at the option of CITY,become its property and shall be promptly delivered to it by CONSULTANT. 13. ASSIGNMENT AND DELEGATION This Agreement is a personal service contract and the work hereunder shall not be assigned, delegated or subcontracted by CONSULTANT to any other person or entity without the prior express written consent of CITY. If an assignment, delegation or subcontract is approved, all approved assignees, delegates and subconsultants must satisfy the insurance requirements as set forth in Sections 9 and 10 hereinabove. 14. COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 15. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the California Government Code. 16. NOTICES Any notices, certificates, or other communications hereunder shall be given either by personal delivery to CONSULTANT's agent(as designated in Section 1 hereinabove) or to CITY as the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United States Postal Service,to the addresses specified below. CITY and CONSULTANT may designate different addresses to which subsequent notices, certificates or agree/surfnedprofessional svcs mayor 6 of 11 10/12 other communications will be sent by notifying the other party via personal delivery, a reputable overnight carrier or U. MODIFICATION No waiver or modification of any language in this Agreement shall be valid unless in writing and duly executed by both parties. 19. SECTION HEADINGS The titles, captions, section, paragraph and subject headings, and descriptive phrases at the beginning of the various sections in this Agreement are merely descriptive and are included solely for convenience of reference only and are not representative of matters included or excluded from such provisions, and do not interpret, define, limit or describe, or construe the intent of the parties or affect the construction or interpretation of any provision of this Agreement. 20. INTERPRETATION OF THIS AGREEMENT The language of all parts of this Agreement shall in all cases be construed as a whole, according to its fair meaning, and not strictly for or against any of the parties. If any agree/surfnedprofessional svcs mayor 7 of 11 10112 provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be unenforceable, void, illegal or invalid, such holding shall not invalidate or affect the remaining covenants and provisions of this Agreement. No covenant or provision shall be deemed dependent upon any other unless so expressly provided here. As used in this Agreement, the masculine or neuter gender and singular or plural number shall be deemed to include the other whenever the context so indicates or requires. Nothing contained herein shall be construed so as to require the commission of any act contrary to law, and wherever there is any conflict between any provision contained herein and any present or future statute, law, ordinance or regulation contrary to which the parties have no right to contract, then the latter shall prevail, and the provision of this Agreement which is hereby affected shall be curtailed and limited only to the extent necessary to bring it within the requirements of the law. 21. DUPLICATE ORIGINAL The original of this Agreement and one or more copies hereto have been prepared and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of the date of its execution and delivery, be deemed an original. Each duplicate original shall be deemed an original instrument as against any party who has signed it. 22. IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 23. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. CONSULTANT understands that pursuant to agree/surfnedprofessional svcs mayor 8 of 11 10/12 Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for CITY; and CITY shall not be liable for payment of any legal services expenses incurred by CONSULTANT. 24, ATTORNEY'S FEES In the event suit is brought by either party to construe, interpret and/or enforce the terms and/or provisions of this Agreement or to secure the performance hereof, each party shall bear its own attorney's fees, such that the prevailing party shall not be entitled to recover its attorney's fees from the nonprevailing party. 25. SURVIVAL Terms and conditions of this Agreement, which by their sense and context survive the expiration or termination of this Agreement, shall so survive. 26. GOVERNING LAW This Agreement shall be governed and construed in accordance with the laws of the State of California. 27. SIGNATORIES Each undersigned represents and warrants that its signature hereinbelow has the power, authority and right to bind their respective parties to each of the terms of this Agreement, and shall indemnify CITY fully for any injuries or damages to CITY in the event that such authority or power is not, in fact, held by the signatory or is withdrawn. 28. ENTIRETY The parties acknowledge and agree that they are entering into this Agreement freely and voluntarily following extensive arm's length negotiation, and that each has had the opportunity to consult with legal counsel prior to executing this Agreement. The parties also acknowledge and agree that no representations, inducements, promises, agreements or warranties, oral or otherwise, agree/surfnet/professional svcs mayor 9 of 11 10/12 have been made by that party or anyone acting on that party's behalf,which are not embodied in this Agreement, and that that party has not executed this Agreement in reliance on any representation, inducement, promise, agreement, warranty, fact or circumstance not expressly set forth in this Agreement. This Agreement, and the attached exhibits, contain the entire agreement between the parties respecting the subject matter of this Agreement, and supersede all prior understandings and agreements whether oral or in writing between the parties respecting the subject matter hereof. 29. EFFECTIVE DATE This Agreement shall be effective on the date of its approval by the City Council. This Agreement shall expire when terminated as provided herein. STATEMENT OF WORK: (Narrative of work to be performed) CONSULTANT shall provide consulting services on an"as-needed" basis for water quality projects to be determined during the term of this agreement. During the term of this agreement,CITY may elect to solicit proposals from CONSULTANT. City shall issue task orders for each project based upon the scope of serices, work schedule, and fee proposal submitted to CITY for its review and approval. B. CONSULTANT'S DUTIES AND RESPONSIBILITIES: CONSULTANT's duties and responsibilities shall follow provisions specified in the City of Huntington Beach As-Needed Environmental Engineering Serivices Scope of Work shown in Exhibit A.1. Detailed services shall include but is not limited to the following scope of work shown in Exhibit A.2. Upon award and during the contract period, if CONSULTANT chooses to assign different personnel to the project, CONSULTANT must submit the names and qualificaitons of those staff to CITY for approval before commencing work. C. CITY'S DUTIES AND RESPONSIBILITIES: 1. Furnish scope of work request for each project assigned. 2. Furnish available record drawings and specifications to the CONSULTANT. D. WORK PROGRAM/PROJECT SCHEDULE: A project schedule will be developed for each project assigned by CITY. EXHIBIT A Exhibit A.1 City of Huntington Beach On-Call Environmental Engineering Services Scope of Work In general, the Consultant shall perform environmental engineering services on an "on call or as needed" basis for various projects assigned by the City. The scope of work for any one project may involve all phases of project development and may include but not be limited to the following: Water Quality ♦ Assist in reviewing and preparing documentations in various aspects of water discharge permits from applicable regulatory agencies; ♦ Assist in sampling of dry weather runoff at various storm drain systems that will divert runoff to local sanitation district; ♦ Perform commercial/industrial water quality inspections for compliance with latest NPDES regulations; ♦ Perform water quality testing and sampling; ♦ Assist in reviewing, evaluating, and recommending various storm water pretreatment systems and develop water quality best management practices; ♦ Provide routine wastewater odor control and monitoring; ♦ Manage, monitor, and develop wetland natural treatment systems; ♦ Assist in preparing and/or reviewing watershed action plan. In general, the consultant shall perform environmental engineering services on an "as- needed" basis for various projects assigned by the City. The scope of work for any one project may involve all phases of project development and may include but not be limited to the following: Monitoring and Inspections ♦ Perform maintenance, monitoring and inspections of City's facilities in accordance to requirements by various applicable regulatory agencies. ♦ Provide testing and sampling of various constituents and media. Studies and Reports ♦ Prepare reports and studies that utilize sound practical environmental engineering analysis and principles. ♦ Prepare documentations that comply with applicable regulatory agency requirements for permitting. ♦ Review P party reports and studies, and provide City staff with comments and recommendations. Grant Applications o Assist in preparing various grant applications to obtain additional sources of funding for various proposed City projects. Preliminary Engineering o Perform site investigation, prepare alternatives by providing recommendations and analyses that describes the advantages of each alternative, and prepare estimates of probable cost for each alternative. o Prepare preliminary plans, cost estimates, engineering details, and support calculations. Construction Documents 0 Prepare engineering calculations and designs, plans, specifications, cost estimates, and contract bidding documents. Permits o Assist in obtaining approvals from applicable regulatory agencies for environmental, and/or other permits as may be required. Bidding Stage o Assist the City in answering bidders' questions, attend pre-bid conferences and job walks, prepare addenda, and analyze bids. Its purpose is to openly discuss project objectives and expectations along with sources of current information. This session is held to assure the project team understands the City's objectives for the work. As part of-this process the project deliverables will be defined as well as identifying the external/internal stakeholders as well as any other constraints. This will be immediately followed by the defining the technical basis for our process, procedures and responsibilities for performing each area of the work. A detailed work plan will be developed that defines the required tasks the required tasks and processes involved to achieve the objectives and deliverables. A262 8 Preparation of Budget and Schedule A detailed work breakdown structure will be prepared and expanded into a task order budget and schedule based on the tasks outlined in the project scope of work. The schedule will portray a well-integrated plan with the tasks and sequence of work clearly and logically drawn out. The duration of each task, the resulting milestones, the deliverables and the overall time frame will be clearly identified. Submittal dates and City review periods or external agency review will also be included. The schedule will not only depict the most efficient flow of work, but also show how the various studies and design elements integrate together. Project Progress Monitoring PACE will use the MS Project scheduling system to continuously monitor project costs, labor, and progress. We will develop a conceptual milestone schedule based upon anticipated needs of the project and major task items. Progress reporting procedures will be determined for each project based on the nature and duration of the project in consultation with the City. For larger projects PACE will provide monthly progress reports. With each monthly progress report, PACE will submit an updated 4-week horizon schedule reflecting planned work. PACE will promptly notify City of any changes in anticipated project progress and will submit an update detailed project schedule to City. Design Management For design projects, our approach to the study and design development work will include the following basic elements; • Technical Guidance Document that defines the technical criteria and analysis procedures that govern the particular design ® A close,interactive relationship between the City and Project Design Team. ® Provide a cost-effective design which involves evaluating of different alternatives and performing feasibility assessment. • Intermediate technical milestone submittals ® Assurance that our analyses consider all the critical elements of the project to assure the success of all permit applications,as applicable. Quality Assurance I Quality Control Our team will ensure the quality and accuracy of deliverables through implementation of a Quality Assurance/Quality Control program that will be clearly defined in a quality control plan developed specifically for this project. The plan will include: 1. Use of internal technical peer review made up of technical experts to review recommendations developed by the project team. 2. Regularly scheduled project coordination meetings between City and our project manager and project engineers. 3. Formalized technical submittal checklists to ensure minimum requirements have been achieved. 4. Independent review of each technical work product before its submission to City. 5. Bi-monthly performance assessments from the City. Progress Reporting I Tracking Another key element of the overall schedule includes the progress reporting method. PACE utilizes an integrated schedule and budget monitoring method which involves a graphical expression of actual progress and cost expenditures in relationship to planned schedule and expenditures. This expression of project status is developed through an analysis of data including both computerized cost isolation accounting data and the status of each drawing and specification section. With this tool, the Project manager has an updated and current report of planned versus actual schedule and budget status. The consultant team will attend and chair Project Management Team (PMT) meetings with City, stakeholders, and other appropriate local agencies to discuss the work objectives, schedule and progress to date, budget issues and concerns, and other related items in order to resolve issues promptly and to stay on schedule and within budget. This meeting format was used effectively in similar projects through the use of Action Item Matrices (which identified issues and responsible parties) and detailed,timely meeting minutes. 110 A262 9 P p. re P Schedule and Budget Control Adherence to the project schedule is achieved by managing the project through a continuous analysis of staffing requirements and production cost/schedule monitoring. Taking into account the information contained in the detailed production schedule and transforming it into staffing requirements results in a staffing requirements plan. During the Final Design Phase, we will employ time-tested techniques of drawing and scope control management. Upon resolution and incorporation of any City review comments on the design, the PACE Team will follow the City's standards for 60%, 90%, and Final Design completion by discipline, and we will design to the cost standard developed in the PDR. Each drawing will be tracked separately in our monthly Drawing Status Report and cost and schedule progress by discipline will be updated. Internal variance thresholds will allow the project team to identify potential issues and to prepare workarounds before they impact the progress of the overall project. External thresholds will be used to ensure timely notification to City of issues requiring their assistance. Coordination and Communication with Public Agencies and Stakeholders We have found that communication is the key element through the project process in order to avoid design roadblocks. The degree and type of communication required for each project varies, but communication with internal and external stakeholders is a common theme for all projects. Separate "partnering" techniques can be implemented at the very beginning of the,project that includes relevant agencies and stakeholders. Initial meetings would establish a memorandum of understanding among all team members agreeing on the importance project, mutual goals and objectives, and a commitment to fostering cooperative teamwork to resolve local issues in a timely manner. Subsequent monthly meetings will promote the communication and coordination needed to keep on track in achieving these goals. Other effective techniques we have employed on public works projects include stakeholder participation will be provided at two different levels which include: (1) a general forum with the Workgroup meetings of all interested stakeholders, and (2) a smaller focused Technical Steering Committee, which can assist in technical review, local input, project background, guidance, and specialized technical information. In addition, we have the resources to generated education and outreach through (1) promotional materials, (2)newsletter and local media, and(3)dedicated project website. If more involvement is required then a Public participation Plan is developed specifically for the project which requires the community outreach which defines the process through which the community and agency can participate in meaningful and effective ways. Five critical aspects of public involvement as targeted as part of our typical approach would include: (1) identifying stakeholders, (2)consensus building, (3)early involvement, (4)circle of influence, and (5)closure. Expectations of City Staff and Specific City Tasks City will be expected to provide (1) dear definition of the project objectives and deliverables, (2) assist in defining the different project stakeholders, (3) providing baseline technical data and the ability to research the City project database, (4) assist in community involvement and outreach, (5) contracts with the different City departments, (6) involvement with the different City political leaders, (7) environmental documentation and permitting. Anticipated Subconsultant Work Efforts—Commercial/Industrial Inspections Commercial/Industrial facilities are regularly inspected to verify compliance with stormwater regulations. These inspections are not typically conducted by stormwater designers, and thus are not a service provided by PACE. PACE will arrange a qualified, local subcontractor to provide stormwater inspections of commercial and industrial facilities, and we will assist as needed to schedule inspections.
