Statement of issue:
Transmitted for City Council's consideration is a request to enter into a Professional Services
contract, in the amount of One Hundred Fifty-three Thousand Nine Hundred Seventy-eight
Dollars ($153,978.00), with PCR Services Corporation for preparation of a Master
Environmental Impact Report for the Lowe's project located at the site commonly referred to
as the Rancho View School. The project site includes the 11.61-acre Rancho View School,
the 7.7-acre bus maintenance facility and the 6.3-acre area to the west from B Street to
Beach Boulevard. The total project area is approximately 25.61 acres. The term of the
agreement, upon approval by the City Council, will run for a period of time not to exceed
thirty-six (36) months.
Funding Source:
The funding source for this contract will be a Reimbursement Agreement between the City
and Lowe's HIW, Inc., the project proponent. Lowe's will deposit, with the City, funds in the
amount of One Hundred Fifty-three Thousand Nine Hundred Seventy-eight Dollars
($153,978.00). The planning Department will request these funds be appropriated into its

Recommended Action:
Motion to:
1. "Approve the Professional Services Contract between the City and PCR Services
Corporation, authorize expenditures in the amount of One Hundred Fifty-three
Thousand Nine Hundred Seventy-eight Dollars ($153,978.00), and authorize the
Mayor and City Clerk to sign."
Alternative Action(s):

Analysis:
A. Background:
On March 3, 1997, the City Council approved a contract with Planning Consultants Research
for preparation of Environmental Impact Reports -for the Crest view School Site and the
Rancho View School Site. The Ocean View School District (OVSD), as owner of the
properties, had an agreement with Arnel Retail Group, Inc. to develop a Wal-Mart store on
the Crest View School Site and a project to be determined on the Rancho View School Site.
During PCR's preparation of the EIR for the Crest View School Site, the Ocean View School
District rescinded its agreement with Arnel to develop the Rancho View School Site.
Subsequently, Lowe's HIW, Inc. has entered into an agreement with the Ocean View School
District to develop the Rancho View School Site as a Lowe's Home Improvement
Warehouse.
B. Proiect Descri tion:
The project site is commonly known as the Rancho View School Site and includes the bus
maintenance facility and the adjacent area to the west of the school from B Street to Beach
Boulevard. The total project area is approximately 25.61 acres. Lowe's is proposing
development of the 11.61-acre Rancho View School site (excluding the 7.7-acre bus

maintenance facility) with an approximately 159,300 square feet retail warehouse facility
along with a 9,000 square feet restaurant pad. The EIR will also analyze a conceptual plan
of development, consistent with the General Plan, of approximately 43,825 square feet of
commercial/office located on the adjacent 6.3 acres to the west from B Street to Beach Blvd.
A zoning map amendment is proposed to change the zoning from Public—Semipublic (PS) to
Commercial General (CG). The proposed amendment is required for the entire 19.31-acre
school site (including the bus maintenance facility) to make the zoning consistent with the
existing General Plan designation. Prior to the proposed development, a Master
Environmental Impact Report must be completed to assess any environmental
considerations and appropriate mitigation measures.
C. Scope of Work:
The Initial Study preparation will be used to define the Project Description for the proposed
25.61-acre project including the Lowe's Home Improvement Warehouse development
located on 11.61 acres, and the conceptual plan for an approximate 43,825 square-foot
commercial/office development located adjacent to and west from B Street to Beach Blvd.
PCR Services Corporation will be responsible for all studies and documentation necessary to
comply with the provisions of the California Environmental Quality Act (CEQA), as well as
conducting an impact assessment, development of mitigation measures, review for CEQA
adequacy, attendance at public meetings and hearings, responses to public comments,
coordination between City staff and the project team, and the preparation of a mitigation
monitoring plan necessary to prepare and adopt the document.
D. Consultant Selection Process:
Staff initially distributed a Request for Proposal to six (6) qualified planning consulting firms
in August 1996, to prepare an EIR for each of the two school sites. The following four (4)
firms responded to the request by submitting packages detailing their experience, expertise,
fee structure and scope of work for the project.

• Planning Consultants Research
Based upon the project approach, level of expertise and cost for services contained in their
written proposals, staff, with approval of the City Council contracted with PCR to prepare the
two EIR's. Although the initial portion of the contract concerning preparation of the Rancho
View School Site EIR was terminated, staff, after careful consideration determined that PCR
Services Corporation offers the best combination of experience, expertise, project approach,
and accessibility to meet the City's needs for the Lowe's project.

E. Staff Recommendations:
The key objective in undertaking this Master Environmental Impact Report is to analyze the
potentially significant environmental .impacts-of the proposed project and-identify mitigation
measures to reduce or eliminate these impacts. To realize these objectives, a Professional
Services Contract between the City and PCR Services Corporation will have to be entered
into. Staff recommends City Council approve the contract as drafted, approve the waiver for
an insurance deductible amount, as- recommended by the Settlement Committee, and
authorize the Mayor and City Clerk to sign.
Environmental Status:
Projects over which public agencies exercise ministerial authority, such as this agreement
contracting for the preparation of a Master Environmental Impact Report, are categorically
exempt from the California Environmental Quality Act pursuant to Section 15300.1.

LOWE'S HOME IMPROVEMENT WAREHOUSE PROJECT
THIS Agreement is made and entered into this 21st day of August
2000, by and between the City of Huntington Beach, a municipal corporation of the State of
California, hereinafter referred to as "CITY," and PCR Services Corporation, a California
corporation, hereinafter referred to as "CONSULTANT."
WHEREAS, CITY desires to engage the services of a consultant to prepare a Master
Environmental Impact Report for the Lowe's Home Improvement Warehouse Project in the City
of Huntington Beach; and
Pursuant to documentation on file in the office of the City Clerk, the provisions of
the Huntington Beach Municipal Code, Chapter 3.03, relating to procurement of professional
service contracts have been complied with; and
CONSULTANT has been selected to perform said services,
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
1. SCOPE OF SERVICES
CONSULTANT shall provide all services as described in CONSULTANT'S
proposed dated June 16, 2000, a copy of which is attached hereto as Exhibit "A" and
incorporated by this referenced as though fully set forth herein. Said services shall sometimes
hereinafter be referred to as the 'PROJECT."

2. DESIGNATED CONTACTS
CITY shall assign a staff coordinator to work directly with CONSULTANT in the
performance of this Agreement.
CONSULTANT hereby designates Ms. Sally M. Salavea, who shall represent it
and be its sole contact and agent in all consultations with CITY during the performance of this
Agreement.
3. TPME OF PERFORMANCE
Time is of the essence of this Agreement. The services of CONSULTANT are to
commence as soon as practicable after the execution of this Agreement and all tasks specified in
Section 1 shall be completed no later than thirty-six (36) months from the date of this
Agreement. These times may be extended with the written permission of CITY. The time for
performance of the tasks identified in Section 1 are generally to be shown in the Scope of
Services on the Work Program/Project Schedule. This schedule may be amended to benefit the
PROJECT if mutually agreed by CITY and CONSULTANT.
4. COMPENSATION
In consideration of the performance of the services described herein, CITY agrees
to pay CONSULTANT a fee not to exceed One Hundred Fifty-three Thousand Nine Hundred
Seventy-Eight and no1100 Dollars (S153,978.00).
5. EXTRA WORK
In the event CITY requires additional services not included in Section 1, or
changes in the scope of services described in Section 1, CONSULTANT will undertake such
work only after receiving written authorization from CITY. Additional compensation for such
extra work shall be allowed only if the prior written approval of CITY is obtained.

b. METHOD OF PAYMENT
A. CONSULTANT shall be entitled to progress payments toward the fixed
fee set forth herein in accordance with the progress and payment schedules set forth in Section 1.
B. Delivery of work product: A copy of every memorandum, letter, report,
calculation and other documentation prepared by CONSULTANT shall be submitted to CITY to
demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on
any such product, CITY shall identify specific requirements for satisfactory completion. Any
such product which has not been formally accepted or rejected by CITY shall be deemed
accepted.
C. CONSULTANT shall submit to CITY an invoice for each progress
payment due. Such invoice shall:
1) Reference this Agreement;
2) Describe the services performed;
3) Show the total amount of the payment due;
4) Include a certification by a principal member of CONSULTANT's
firm that the work has been performed in accordance with the
provisions of this Agreement; and
5) For all payments include an estimate of the percentage of work
completed.
Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is
making satisfactory progress toward completion of tasks in accordance with this Agreement,
CITY shall promptly approve the invoice, in which event payment shall be made within thirty
(30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld.

If CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the
reasons for non-approval within seven (7) calendar days of receipt of the invoice, and the
schedule of performance set forth in Section 1 shall be suspended until the parties agree that past
performance by CONSULTANT is in, or has been brought into compliance, or until this
Agreement is terminated as provided herein.
D. Any billings for extra work or additional services authorized by CITY
shall be invoiced separately to CITY. Such invoice shall contain all of the information required
above, and in addition shall list the hours expended and hourly rate charged for such time. Such
invoices shall be approved by CITY if the work performed is in accordance with the extra work
or additional services requested, and if CITY is satisfied that the statement of hours worked and
costs incurred is accurate. Such approval shall not be unreasonably withheld. Any dispute
between the parties concerning payment of such an invoice shall be treated as separate and apart
from the ongoing performance of the remainder of this Agreement.
7. DISPOSITION OF PLANS, ESTIMATES AND OTHER_DOCUMENTS
CONSULTANT agrees that all materials prepared hereunder, including all
original drawings, designs, reports, both field and office notices, calculations, maps, memoranda,
letters and other documents, shall be turned over to CITY upon termination of this Agreement or
upon PROJECT completion, whichever shall occur first. In the event this Agreement is
terminated, said materials may be used by CITY in the completion of the PROJECT or as it
otherwise sees fit. Title to said materials shall pass to CITY upon payment of fees determined to
be earned by CONSULTANT to the point of termination or completion of the PROJECT,
whichever is applicable. CONSULTANT shall be entitled to retain copies of all data prepared
hereunder.

8. HOLD HARMLESS
CONSULTANT shall protect, defend, indemnify and save hold harmless CITY,
its officers, officials, employees, and agents from and against any and all liability, loss, damage,
expenses, costs (including without limitation, costs and fees of litigation of every nature) arising
out of or in connection with CONSL:LTANT's performance of this Agreement or its failure to
comply with any of its obligations contained in this Agreement by CONSULTANT, its officers,
agents or employees except such loss or damage which was caused by the sole negligence or
willful misconduct of CITY. CITY shall be reimbursed by CONSULTANT for all costs and
attorney's fees incurred by CITY in enforcing this obligation.
9. WORKERS' COMPENSATION INSURANCE
Pursuant to California Lahor Code Section 1861, CONSULTANT acknowledges
awareness of Section 3700 et seq. of said Code, which requires every employer to be insured
against liability for workers' compensation: CONSULTANT covenants that it will comply with
such.provisions prior to commencing performance of the work hereunder; and shall indemnify,
defend and hold harmless CITY from and against all claims, demands, payments, suit, actions,
proceedings, and judgments of every nature and description, including attorney's fees and costs
presented, brought or recovered against the CITY, for or on account of any liability under any of
said acts which may be incurred by reason of any work to be performed by CONSULTANT
under this Agreement.
CONSULTANT shall maintain workers' compensation insurance in an amount of
not less than One Hundred Thousand Dollars (S100,000) bodily injury by accident, each
occurrence, One Hundred Thousand Dollars (S 100,000) bodily injury by disease, each employee,
Two Hundred Fifty Thousand Dollars (S250,000) bodily injury by disease, policy limit.

CONSULTANT shall require all subcontractors to provide such workers'
compensation insurance for all of the subcontractors' employees. CONSULTANT shall furnish
to CITY a certificate of waiver of subrogation under the terms of the workers' compensation
insurance and CONSULTANT shall similarly require all subcontractors to waive subrogation.
10. GENERAL LIABILITY INSURANCE
In addition to the workers' compensation insurance and CONSULTANT's
covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY, a policy of
general public liability insurance, including motor vehicle coverage covering the PROJECT.
The policy shall indemnify CONSULTANT, its officers, agents and employees, while acting
within the scope of their duties, against any and all claims arising out of or in connection with
the PROJECT, and shall provide coverage in not less than the following amount: combined
single limit bodily injury and property damage, including products./completed operations liability
and blanket contractual liability, of$1,000,000 per occurrence. If coverage is provided under a
form which includes a designated general aggregate limit, the aggregate limit must be no less
than S1,000,000 for this PROJECT. The policy shall name CITY, its agents, its officers,
employees and volunteers as Additional Insureds, and shall specifically provide that any other
insurance coverage which may be applicable to the PROJECT shall be deemed excess coverage
and that CONSULTANT's insurance shall be primary.
Under no circumstances shall the above-mentioned insurance contain a self-
insured retention, or a`deductible" or any other similar form of limitation on the required
coverage.

11. PROFESSIONAL LIABILITY INSURANCE
CONSULTANT shall furnish a professional liability insurance policy covering
the work performed by it hereunder. Said policy shall provide coverage for CONSULTANT's
professional liability in an amount not less than $1,000,000 per occurrence and in the aggregate.
A claims-made policy shall be acceptable if the policy further provides that:
A. The policy retroactive date coincides with or precedes the initiation of the
scope of work (including subsequent policies purchased as renewals or
replacements).
B. CONSULTANT will make every effort to maintain similar insurance
during the required extended period of coverage following project
completion, including the requirement of adding all additional insureds.
C. If insurance is terminated for any reason, CONSULTANT agrees to
purchase an extended reporting provision of at least two (2) years to report
claims arising from work performed in connection with this Agreement.
D. The reporting of circumstances or incidents that might give rise to future
claims.
12. CERTIFICATES OF INSURANCE
Prior to commencing performance of the work hereunder, CONSULTANT shall
furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the
foregoing insurance coverages as required by this Agreement; the certificates shall:
A. provide the name and policy number of each carrier and policy;
B. shall state that the policy is currently in force; and

C. shall promise that such policies shall not be suspended, voided or canceled
by either party, reduced in coverage or in limits except after thirty(30)
days' prior written notice, however, ten (10) days' prior written notice in
the event of cancellation for nonpayment of premium.
CONSULTANT shall maintain the foregoing insurance coverages in force until
the work under this Agreement is fully completed and accepted by CITY.
The requirement for carrying the foregoing insurance coverages shall not derogate
from the provisions for indemnification of CITY by CONSULTANT under the Agreement.
CITY or its representative shall at all times have the right to demand the original or a copy of all
said policies of insurance. CONSULTANT shall pay, in a prompt and timely manner, the
premiums on all insurance hereinabove required.
13. INDEPENDENT CONTRACTOR
CONSULTANT is, and shall be, acting at all times in the performance of this
Agreement as an independent contractor herein and not as an employee of the CITY.
CONSULTANT shall secure at its expense, and be responsible for any and all payment of all
taxes, social security, state disability insurance compensation, unemployment compensation and
other payroll deductions for CONSULTANT and its officers, agents and employees and all
business licenses, if any, in connection with the services to be performed hereunder.
14. TERMINATION OF AGREEMENT
All work required hereunder shall be performed in a good and workmanlike
manner. CITY may terminate CONSULTANT's services hereunder at any time with or without
cause, and whether or not PROJECT is fully complete. Any termination of this Agreement by
CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as

provided herein. In the event of termination, all finished and unfinished documents, exhibits,
report, and evidence shall, at the option of the CITY, become its property and shall be delivered
to it by CONSULTANT.
15. ASSIGNMENT AND SUBCONTRACTING
This Agreement is a personal service contract and the supervisory work hereunder
shall not be delegated by CONSULTANT to any other person or entity without the express
written consent of CITY.
16. COPYRIGHTS/PATENTS
CITY shall own all rights to any patent or copyright on any work, item or material
produced as a result of this Agreement.
17. CITY EMPLOYEES AND OFFICIALS
CONSULTANT shall employ no CITY official nor any regular.CITY employee
in the work performed pursuant to this Agreement. No officer or employee of CITY shall have
any financial interest in this Agreement in violation of the applicable provisions of the California
Government Code.
18. NOTICES
Any notice or special instructions required to be given in writing under this
Agreement shall be given either by personal delivery to CONSULTANT's agent (as designated
in Section 1 hereinabove) or to CITY's Director of Planning as the situation shall warrant, or by
enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United
States Postal Service, addressed as follows:

19. MODIFICATION
No waiver or modification of any language in this Agreement shall be -valid
unless in writing and duly executed by both parties.
20. CAPTIONS
Captions of the sections of this Agreement are for convenience and reference
only, and the words contained therein shall in no way be held to explain, modify, amplify or aid

21 SECTION HEADINGS.
The titles, captions, section, paragraph, subject headings and descriptive phrases
at the beginning of the various sections in this Agreement are merely descriptive and are
included solely for convenience of reference only and are not representative of maters included
or excluded from such provisions, and do not interpret, define, limit or describe, or construe the
intent of the parties or affect the construction or interpretation of any provision of this
Agreement.
22. INTERPRETATION OF THIS AGREEMENT
The language of all parts of this Agreement shall in all cases be construed as a
whole, according to its fair meaning, and not strictly for or against any of the parties. If any
provision of this Agreement is held by an arbitrator or court of competent jurisdiction to be
unenforceable, void, illegal or invalid or affect the remaining covenants and provisions of this

Agreement. No covenant or provision shall be deemed dependent upon any other unless so
expressly provided here. As used in this Agreement, the masculine or neuter gender and singular
or plural number shall be deemed to include the other whenever the context so indicates or
requires. Nothing contained herein shall be construed so as to require the commission of any act
contrary to law, and wherever there is any conflict between any provision contained herein and
any present or future statute, law, ordinance or regulation contrary to which the parties have no
right to contract, then the latter shall prevail, and the provision of this Agreement which is
hereby affected shall be curtailed and limited only to the extent necessary to bring it within the
requirements of the law.
23. DUPLICATE ORIGINAL
The original of this Agreement and one or more copies hereto have been prepared
and signed in counterparts as duplicate originals, each of which so executed shall, irrespective of
the date of its execution and delivery, be deemed an original. Each of the parties hereto shall
retain an originally signed copy hereof. Each duplicate original shall be deemed an original
instrument as against any party who has signed it.
24. IMMIGRATION
CONSULTANT shall be responsible for full compliance with the immigration
and naturalization laws of the United States and shall, in particular, comply with the provisions
of the United States Code regarding employment verification.
25. LEGAL SERVICES SUBCONTRACTING PROHIBITED
CONSULTANT and CITY agree that CITY is not liable for payment of any
subcontractor work involving legal services, and that such legal services are expressly outside
the scope of services contemplated hereunder. CONSULTANT understands that pursuant to

Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for
CITY; and CITY shall not be liable for payment of any legal services expenses incurred by
CONSULTANT.
26. ATTORNEY'S FEES
In the event suit is brought by either party to enforce the.terms and provisions of
this Agreement or to secure the performance hereof, each party shall bear its own attorneys fees.

27. ENTIRETY
The Agreement contains the entire agreement between the parties respecting the
subject matter of this Agreement and supercedes all prior understanding and agreements whether
oral or in writing. The foregoing sets forth the entire Agreement between the parties.

PCR is pleased to provide this scope of work and associated compensation to prepare a Master
Environmental Impact Report(EIR)pursuant to the California Environmental Quality Act(CEQA)
for the Lowe's Home Improvement Warehouse, as well as the adjacent 6.3 acre parcel proposed for
90,000 square feet of commercial/restaurant uses at the northeast corner of Beach Boulevard and
Warner Avenue in the City of Huntington Beach. The following provides the scope of work for the
required environmental documentation, and proposed fees,
SCOPE OF WORK
OVERVIEW OF APPROACH
PCR has developed a scope of work to provide environmental services to the City for the
preparation and processing of the Lowe's Home Improvement Warehouse and adjacent commercial
area Master EIR and supporring technical documents.- Key aspects of PCR's approach to providing
these services include the following:
• Legally-defensible EIR. The PCR Project Team will prepare a legally defensible Master EIR
consistent with the requirements of the California Environmental Quality Act (CEQA), the
CEQA Guidelines, and the City's policies and procedures for implementation of CEQA.
• Coordination with the City staf. The PCR Project Team will coordinate with and serve as ari
extension of City staff for the environmental review process. This will include the preparation
and distribution of all notices and documents for public review and the presentation of the
environmental analysis process for the project at public meetings and hearings.

• Incorporation of Previous analyses. Where possible, the PCR Project Team will utilize previous
studies prepared for the City as the basis for the analyses in the Draft EIR. Additionally, the PCR
Project Team will utilize design studies and other information provided by the Applicant or the
City.
• Proactive, solution-oriented analysis. The PCR Project Team will work with the City to develop
solutions to environmenral issues and concerns that can be incorporated into the project design,

Task 1.0 Pro'ecr Initiation
Subtask 1.1 Project Initiation Meeting
Upon initiation of the contract to begin work, PCR will meet with City staff to discuss the
project and assure a mutual understanding of the project and scope of the environmental services to
be performed. The focus of this meeting will be: (1) to refine the project description and finalize the
scope of work and issues to be included in the Draft EIR; M.to confirm the tentative schedule for
the environmental review process, as received from the City, and set specific due dates for
deliverables; (3) to receive the list of related projects; (4) to conduct initial discussions with respect
to alternatives; and (5) to receive and review other information and documents which are deemed
appropriate by City staff and the applicant.
Subtask 1.2 Data Collection-and Review
The PCR Project Team will collect and review the existing environmental and design
documentation related to the proposed project, including the Lowe's Warehouse and the 90,000
square-foot commercial/restaurant pad,and the project site that have been prepared for the City and
the Applicant. PCR will evaluate this information to determine the extent of additional data or
studies required for the preparation of the Screencheck Draft EIR. The following information will
be required from the project development team or City staff in order to complete the scope of work
outlined above.
1. Base maps of the project area;
2. Existing land uses and zoning for each parcel contained within the project area;
3. Park and Recreation Plan or latest inventory of Park and Open Space in the City;
4. . Project design parameters; r.
5. A list of related projects to be included in analysis of cumulative impacts;
G. Studies prepared by theApplicant andlor their consultants for the project site as approved
by City staff(consisting of Phase I Site Assessment,Traffic Report,Geology/Soils Report,
Noise Report, Hydrology Report); and
7. Any other studies applicable to the project site.

Task 2.0 Project Scoping and Notice of Preparation
Subtask 2.1 Initial Study/Notice of Preparation
PCR will prepare an Initial Study which will include a Project Description,the City's version
of the current California Environmental Quality Act (CEQA) Environmental Checklist form, and
an explanation for the responses on the Environmental Checklist form. The Initial Study preparation
process will be used ro define, to rhd extent possible, the Project Description for the proposed project,
to include the proposed Lowe's Warehouse development located on 11.61 acres, and the City's
proposed 90,000 square-foot commercial development located on an adjacent 6.3 acres. The Initial
Study will also refine alternatives to the proposed project for purposes of the CEQA analysis based
on the Applicant's submitted application and project plans and information provided by the City and
discussed at the project initiation meeting. Additionally, the Initial Study preparation process will
be used to focus out of the scope of the Draft EIR environmental issues that will not have a
significant environmental impact as a result of the proposed project. Based on discussions wirh City
staff, it is assumed that the following environmental topics will be addressed in the initial study and
focused out of the Scope of the Draft EIR:
• Agriculture Resources
• Biological Resources
• Cultural Resources
• Mineral Resources ,
PCR will submit three.(3) copies of the draft Initial Study to:the City. Aber review'and
comment by City staff, PCR will prepare a final Initial Study for public distribution-. It is assumed
that fifty(50) copies of the Notice of Preparation (NOP)and Initial Study will be printed. PCR will
send fifteen (15) copies to the State Clearinghouse and thirty-five (35) copies will be distributed by
PCR via U.S. mail based on a mailing list approved by the City.
Subtask 2.2 Public Scoping Meeting
PCR will attend the public Scoping meeting anticipated for the proposed project. It is
anticipated that this meeting will occur after the NOPlInitial Study is released for public review,and
will be facilitated by MIG (refer to Attachment A for a copy of their complete proposal). The PCR

Project Team will assist and coordinate with the City in the discussion of the public facilitation
strategy for the workshop.
Task 3.0 Preparation of Draft EIR
Subtask 3.1 Preparation of Screencheck Draft EIR
The preparation of the Screencheck Draft EIR is proposed to be initiated at a meeting with
the City staff, the Applicant, and the PCR Project Team. The agenda for this meeting is proposed
to include: (1) refinement of the scope of work regarding the environmental topics and alternatives
to be included in the Screencheck Draft EIR and the most recent information concerning the
proposed project; (2) refinement of the schedule for the environmental review process and
identification of specific due dares for deliverables; (3)review of the format for the Screencheck Draft
EIR; and (4) identification of any additional information which may be required to complete the
preparation of the Screencheck Draft EIR. At its completion,PCR will submit ten(10) copies of the
first Screencheck Draft EIR and ten(10)copies of the Technical Appendices for review and comment
by the City Staff. After the incorporation of the revisions to reflect comments received, PCR will
submit two (2) copies of a revised second Screencheck Draft EIR for final review and approval.
The following outline provides the proposed organization and content of the Draft EIR
including the environmental issues that will be addressed. The order and titles of the environmental
topics reflect the current CEQA Environmental Checklist. This will allow for "tracing" of the
conclusions from the Initial Study, to the EIR, and through the Statement of Findings and Facts.

I. SUMMARY
A Summary will be provided to encapsulate the contents of the EIR, providing a quick
understanding of the proposed project's impacts. The Summary will identify and briefly discuss the
proposed project under consideration, the environmental impacts associated with the proposed
project's implementation, and the alternatives to the proposed project. The Summary will include
a cable identifying environmental issues focused out in the Initial Study, all of the environmental
topics evaluated in the EIR, conclusions regarding impacts, recommended mitigation measures; and
the level of significance after mitigation.

II. PROJECT DESCRIPTION
The Project Description will be composed of three subsections: Project Location and
Boundaries, Statement of Project Objectives,and Project Characteristics. The Project Location and
Boundary subsection will provide: a description of the size, location, and boundaries of the project
site;the location within the region relative to the City and adjacent jurisdictions;and the existing and
planned land uses on and adjacent to the project site. This description will be illustrated with maps
and figures, including regional and vicinity location maps.
The Statement of Project Objectives subsection will define the City's objectives for the
proposed project. These objectives will generally reflect planning,environmental,programmatic,and
socioeconomic goals. The Statement of Project Objectives will be utilized to establish the criteria for
the reasonable range of project alternatives evaluated within the EIR. It will also provide the basis
for any subsequent rejection of alternatives in the Statement Findings and Facts and/or the definition
of Overriding Considerations during the-decision-malting process.
The Project Characteristics subsection will provide a description of the proposed project
including: the proposed development including site preparation and improvements,circulation,and
construction methods;anticipated construction timeframes;and list of required discretionary actions
and approvals. The information will be illustrated with graphics and statistical information, as
appropriate.
III. GENERAL DESCRIPTION OF ENVIRONMENTAL SETTING
This section will provide an overview of the environmental setting for the proposed project
including:an analysis of the major environmental characteristics of the project site; the existing land
uses and activities in the surrounding area; and the past, present, and'reasonably foreseeable future
projects that will be addressed in 'the cumulative analysis for each environmental topic. This
information will be illustrated with graphics and statistical information, as appropriate.
IV. ENVIRONMENTAL IMPACT ANALYSIS
For each environmental issue analyzed, this section will include: Environmental Setting;
Project Impacts, including Thresholds of Significance; Cumulative Impacts; Mitigation Measures.-
and Level of Significance after Mitigation. As appropriate, the thresholds of significance in the
General Plan EIR will be utilized. The assessment of environmental impacts will be consistent with
CEQA, the CEQA Guidelines, and the City's requirements for implementation of CEQA. An

overview of the technical approach for the analysis of each environmental topic to be addressed in the
Draft EIR is provided below.
A. Aesthetics
PCR will evaluate the existing conditions on and in the vicinity of the project site with regard
to shade and shadow, reflective light, and nighttime illumination. The shade/shadows cast on-site
and off-site as a result of the proposed buildings will be evaluated. The changes in nighttime lighting
and glare from the use of reflective building materials and parked vehicles will be addressed with
respect to potential impacts to the adjacent residential neighborhoods and roadways. The potential
for the proposed project to degrade the existing visual character or quality of the project sire and the
adjacent area, including an analysis of the existing trees in relation to City tree guidelines, will be
discussed. Any City codes regarding signage will also be analyzed. PCR will evaluate the potential
project-specific and cumulative impacts of the proposed project. Mitigation measures will be
recommended in response to significant project impacts identified and the level of significance after
mitigation will be defined.
B. Air Quality
PCR will prepare an air quality analysis for the proposed project that will address the
following: regulatory setting, existing air quality conditions, short-term construction emissions,
regional mobile source emissions (using regional travel characteristic data obtained from the South
Coast Air Quality Managemenr-District(SCAQMD) and the EMFAC7F 1.1 emission factor model),
regional stationary source emissions,local mobile source emissions(utilizing the CALINE 4 model),
and conformity with the SCAQMD Air Quality Management Plan(AQMP). Emissions information
will be used to model predicted carbon monoxide (CO) at three intersections. All quantitative
analyses will be conducted in accordance with procedures ser forth by the California Air Resources
Board (CARB), the SCAQMD, and/or other agencies and-compared to the significance thresholds
established by such agencies or, in the case of CO, the 1-hour and 8-hour ambient air quality
standards. Assumptions regarding construction activities and ongoing operations of the proposed
project will be based on information provided by the City and the Applicant. Mobile source
emissions will be based on traffic information provided by the traffic consultant. PCR will evaluate
the project-specific and cumulative impacts of the proposed project. Mitigation measures will be
recommended in response to significant project impacts identified and the level of significance after
mitigation will be determined.

In addition, PCR has provided for optional air quality subtasks related to the preparation of
the Air Quality Technical Report, to be performed at the City's request. These optional-subtasks are
discussed later within this proposal letter under Optional Subcasks 7.2 and 7.3.
C. Geology and Soils
Utilizing the City-approved geotechnical study to be provided by the Applicant, PCR will
evaluate the potential for the proposed project to result in or expose people or property to geologic
problems. PCRwill define: the existing geo technical conditions on a_nd immediately adjacent to the
project site;the location of faults, areas of ground failure, and known and predicted effects of seismic
activity;areas of existing fill,excavations,or unstable slope or soil conditions;soil characteristics;and
existing or potential erosion. PCRwill evaluate the potential project-specific and cumulative impacts
of the proposed project. Mitigation measures will be recommended in response to significant project
impacts identified and the level of significance after mitigation will be defined.
D. Hazards.and Hazardous Materials
Utilizing the City-approved Phase I Site Assessment prepared by Golder, September 1999,
provided by the Applicant, PCR will evaluate the proposed project with respect to chemical and
physical hazards to the public or occupational health and safety that could potentially occur due to
construction activities or the ongoing operation of the proposed project. The assessment will include
a characterization of the existing conditions of contamination and any associated health risk
assessments. Based on an identified scenario,PCRwill evaluate the potential impact of the worst case
release of upset. Based on information provide by the Applicant, the potential hazards/risk of upset
assessment will consider: demolition of the existing elementary school facilities, including the
buildings,surface parking and six athletic fields. According to the draft project description provided
by the Applicant, the Phase I Site Assessment indicated asbestosis present in small amounts on the
school property. Additional information will be sought from the Applicant, the Fire Department,
the U.S. Environmental Protection Agency (EPA), Stace of California EPA, and SCAQMD with
regards to known or registered hazards and available plans. The regulations for the production, use,
storage, and transportation of chemicals will be defined. PCR will evaluate the potential project-
specific and cumulative impacts of the proposed project. Mitigation measures will be provided for
significant impacts that are identified and the level of significance after mitigation will be defined.

E. Hydrology and Water Quality
Utilizing the Cicy-approved Hydrology Analysis to be provided by the Applicant, PCR will
prepare an assessment of hydrology and water quality as a result of the proposed project. This will
include a discussion of the changes to surface drainage, the potential for an increase of exposure to
water hazards such as flooding related to the sire's proximity to the Orange County Flood Control
Channel,and changes to quantity or quality of surface water or groundwater. PCR will also evaluate
the availability of an adequate water supply for the proposed project and the potential for the
proposed project to result in a reduction of groundwater available for public water supplies. PCR will
evaluate the potential project-specific and cumulative impacts of the proposed project. Mitigation
measures will be recommended in response to significant project impacts identified and the level of
significance after mitigation will be defined.
F. band Use and Ranning
PCR will evaluate the proposed project's consistency with applicable plans and policies,
including the overall goals and policies of the City and County General Plans, and appropriate
regional plans. While the proposed project is anticipated to be consistent with the current land use
designations on the site,the project proposes a zone change from Public Semi-Public to CG-General
Commercial to allow for the proposed development. PCR will address the zone change and
conditional use permit, as well as land use compatibility including any potential land use conflicts `
and the loss of open space to urban uses. PCR will include a discussion of the general land use
patterns adjacent to the site,and address the land use compatibility effect of the proposed project on
the adjacent land uses. The change in land use patterns and potential impacts associated with the
proposed land uses will be assessed. PCR will develop mitigation measures for defined land use
impacts, as appropriate.
G. Noise
It is our understanding that the applicant has hired a consultant to prepare a noise assessment
for the proposed project. This report, as approved by City staff, shall be attached as an Appendix to
the Draft EIR and summarized within the EIR. PCR will conduct a peer review of the existing
documentation, and will review the noise guidelines and criteria from the City. Noise critical areas
immediately surrounding the project site and along roadways serving the project site will be discussed
and sensitive noise receptors will be identified. Short-term construction noise will be evaluated for
the activities that will occur on the project site. Long-term noise impacts from vehicular traffic and
project operations, will also be evaluated in terms of incremental change and comparison with the

appropriate noise guidelines and criteria from the City. Existing and future noise levels will be
predicted for the roadway segments evaluated in the traffic study. The noise levels at off-site noisc
sensitive receptor locations and future on-site receptor locations will be predicted. PCR will evaluate
future noise levels associated with the location of development on the project site. Typical noise
sources include rooftop mounted mechanical equipment, parking lot operations, delivery and off-
loading activities, maintenance operations, refuse collection, and on-site vehicle movements.
Predicted noise levels will be compared with ambient noise data and appropriate noise criteria to
determine the noise impact. PCR will define the project-specific and cumulative impacts of the
proposed project. Mitigation measures will be recommended in response to significant project
impacts identified and the level of significance after mitigation will be defined.
H. Population and Housing
PCR will analyze the increase in'employment and the potential for the proposed project to
result in substantial population growth either directly or-indirectly. In addition, the associated
implications related to housing due to the increases in employment will be addressed. To define the
existing population characteristics, PCR will utilize demographic information provided by the City
and local and regional forecasts from the County and the Southern California Association of
Governments (SCAG). The discussion of the environmental setting for the proposed project will
define: local and regional population projections; existing population, employment, and housing
characteristics; and existing issues related to the balance of employment and housing in the region,
PCR will evaluate the potential proiect-specific and cumulative impacts of the proposed project.
Mitigation measures will be recommended in response to significant project impacts identified and
the level of significance after mitigation will be defined.
L Public Sarvices
PCR will prepare an inventory of existing public services and facilities that serene the project
site and vicinity. An analysis of the proposed project's impacts on the delivery of fire protection,
police protection, and other public services to the project site and the surrounding vicinity will be
provided. Additionally,PCRwill analyze the potential for the proposed project to result in an impact
due to an increase in demand for school facilities. PCR will utilize existing documentation and a
public services questionnaire sent to the service providers. Assessments of the adequacy of facilities
and levels of service will be based upon the judgment of the service provider. The following will be
defined: the existing levels of service, staffing, facilities, and equipment for the project site; service
requirements based on the location, type of land use, and improvements; and Fire suppression and
security measures to be provided. PCR will evaluate the project-specific and cumulative impacts of

the proposed project. Micigation measures will be recommended as required consistent with the
policies and programs of the service providers in response to significant project-specific and
cumulative impacts identified. The level of significance after mitigation will be defined.
J. Recreation
PCR will analyze the potential for the proposed project to result in an impact due to the loss
of recreation fields, which could potentially increase demand for recreational facilities in the City.
The impact analysis will address the definition of significance thresholds to determine impacts with
respect to the loss of recreation fields and the resulting changes to the levels ofservice at other existing
facilities. PCR will evaluate the potential project-specific and cumulative impacts of the proposed
project. Mitigation measures will be recommended as appropriate in response to significant project-
specific and cumulative impacts identified. The level of significance after mitigation will be defined.
K. Traffic/Circulation
WPA Traffic Engineering, Inc. is currently preparing a traffic study for the proposed project
in accordance with the City's Traffic Impact Assessment Preparation Guidelines and input from City
Traffic Engineering staff. This report, as approved by City staff,shall be attached as an Appendix to
the Draft EIR and summarized within the EIR. It is our understanding that the traffic study is
including an analysis of traffic factors related to the proposed project and would include evaluation
ofsignalizarion of the project access. Existing conditions would be Quantified to provide a basis for
the study. Estimates would be made of trips to be generated by the project and the ability of the
street system to accommodate these trips evaluated on a project buildout basis. It is anticipated that
A.M. and P.M. peals hour traffic counts would be required at a maximum of 11 locations.
Consideration would also be given to other approved projects in the study area, site access, and on-
sire circulation provisions. The PCR Project Team will summarize the City-approved traffic study,
including the identification of project-specific and cumulation impacts of the proposed project and
the recommendation of mitigation measures in response to significant project impacts identified.
The level of significance after mitigation will be defined.
L. Utilities and Service Systems
Based on City-approved information regarding the location and capacity of the utilities and
services systems provided by the Applicant, PCR will evaluate the potential for the proposed project
to result in impacts to the existing off-site and proposed on-site infrastructure systems, including
sewer, water, storm drainage, and solid waste disposal facilities. The adequacy of the existing and

proposed systems will be based upon information from the Applicant's engineer and utilities and
service systems questionnaires sent to the providers and information requested from the Applicant.
PCR will evaluate the project-specific and cumulative impacts of the proposed project. Mitigation
measures will be proposed in response to significant project impacts identified and the level of
significance after mitigation will be defined.
V. ALTERNATIVES
The Draft EIR will include an analysis of alternatives consistent with the requirements of
CEQA,the CEQA Guidelines,and PCR'sunderstandingofcurrencCEQApractice. Thealternatives
will be based on information discussed at the project initiation meeting and further refined by PCR
and City Staff as a result of the preparation of the Initial Study, comments received in response to
the NOP, and the conclusions of the environmental impact analysis prepared for the proposed
project. It is assumed that the following alternatives will be addressed: the "No Project/No
Development Alternative"; the "Development Based on Existing Zoning Standards Alternative"; a
"Design Alternative"; and an "Alternative Location." For each alternative, this section will provide
a description of the alternative, consideration of the alternative's feasibility in relationship to the
Statement of the Project Objectives, and a comparative analysis of the environmental impacts of the
alternative versus the impacts as a result of the proposed project. With the exception of the
traffic/circulation impacts as discussed above, the alternatives will be evaluated in a more qualitative
and comparative manner than the analysis described above for the proposed project. If required, the
evaluation of noise and•air quality impacts associated with the various alternatives will be presented
in terms of percent reduction of impact as compared to the proposed project.
VI. LONG-TERM IMPLICATIONS OF THE PROPOSED PROJECT
This section will provide the following CEQA-required analyses: (1) Relationship between. .
Local Short-Term Uses and Long-Tenn Productivity;and(2)Significant Irreversible Environmental
Changes. PCR will prepare an analysis which evaluates'the short and long-term considerations
implied in the committal of resources,both natural and man-made,when the project is implemented
versus the short-term and long-term socio-economic benefits derived from that commitment. PCR
will also prepare an analysis of significant irreversible changes which will consider the use of non-
renewable resources, commitments of future generations to proposed uses, and irreversible
environmental changes associated with the proposed project. The analysis will contain discussions
on such issues as conversion of school sites, development of infrastructure, fiscal impacts,
construction and operation impacts, and long-term demand of public services.

VII. GROWTH INDUCING IMPACT OF THE PROPOSED PROJECT
This section will provide the following CEQA-required analyses: (1) How the Project Could
Foster Growth; and (2) How Cumulative Development Could Foster Growth. PCR will evaluate
the project-specific and cumulative growth-inducing impacts of the proposed project. Buildout of
the proposed project represents a change in land use. The growth inducing impacts of the proposed
project, in conjunction with other past, present, and reasonably foreseeable future projects will be
discussed. Potential sources of growth inducement chat will be considered include substantial long-
term employment opportunities,ancillary growth resulting from increased population,and extensions
of infrastructure. In addition this section will discuss the proposed project's consistency with City
policies in regards to growth.
VIII. PERSONS CONTACTED, REFERENCES, AND PREPARERS
This section will provide lisrs of the individuals responsible for or consulted during the
preparation of the Draft EIR and technical studies. A list of-the references used in the preparation
of these documents will also be provided.
Subtask 3.2 Preparation of Draft EIR
Subsequent to the City's review of the revised second Screencheck Draft EIR, PCR will
prepare the Draft EIR. PCR will print sixty-five copies (estimated at 300 pages each) of the Draft
EIR and sixty-five 65 copies (estimated at 300 pages each) of the Technical Appendix. PCR will
transmit the fifteen (15) copies of the Draft EIR and Technical Appendices to the Scare
Clearinghouse and distribute fifty(50) copies of the documents for public review via U.S.mail based
on a mailing list approved by the City. PCR will prepare the Notice of Completion (NOC) for
transmittal with the Draft EIR.

Task 4.0 Preparation of Response to Comments/Final EIR
Subtask 4.1 Preparation of Response to Comments/Screencheck Final EIR
Based on discussions with the City, PCR will prepare a Response to Comments document
which will respond to all written comments received from agencies, interest groups,and individuals
during the 45-day public review period for the Draft EIR. In addition, PCR will prepare an errata
with revisions to the Draft EIR based on information received during the public review period and
provided in the Response to Comments document. Three (3) copies of the draft Response to
Comments document and an errata to the Draft EIR will be submitted to the City Staff for review
and comment. Based on comments received, PCR will prepare a final Response to Comments
document and compile the documents that will comprise the Screencheck Final EIR. Thirty-five
(35) copies and one (1) photo-ready copy of the final Response to Comments document will be
provided to the City. PCR, in coordination with the City, will provide the Response to Comments
document to commenting agencies for review prior to action being taken on the proposed project.
Subtask 4.2 Preparation of Certification Documents
PCR will work with the City staff to prepare a draft of the required certification documents.
These documents will consist of a Statement of Findings and Facts in Support of Findings and, if
required, a Statement of Overriding Considerations, PCR will submit three (3) copies of the draft
of these documents to the City for review and comment. Based on comments received, PCR will
revise and submit these documents to the City for distribution to the appropriate parties.
Subtask 4.3 Preparation of Final EIR
After action is taken on the project and the EIR is.certified as complete and final, PCR will
prepare and submit one (1) reproducible Final EIR to the City. PCR will prepare for review by the
City, the Notice of Determination (NOD) and will file the NOD with the appropriate agencies.
The cost estimate associated with completion of Task 4.0 Preparation of Response to Comments/Final EIR assumes
that responses within the scope of work and budget as proposed consist of explanations or clarifications of the data
contained in the draft EIR. Provisions of new analysis on issues,alternatives,or substantial project changes are not
provided for in this scope and budget. Additionally,PCR has budgeted for response to a maximum of 40 comment
letters. Response to comment letters above this amount will require a budget augment.

Task 5.0 Preparation of Mitiggdon Monitoring Pro ram
PCR will prepare a Draft Mitigation Monitoring Program (MMP) for submittal to the City
for review and comment. The NIMP will contain a compilation of the mitigation measures provided
in the Draft EIR,listed by impact category,with agency monitoring and enforcement responsibility
and monitoring phase identified for each measure. The MMP will be prepared consistent with the
City's required format. The MMP will be finalized at a time in the environmental process that is
determined to be appropriate by City staff.
Task 6.0 Attendance at Meetings and_Hearin s
Per conversations with City staff,it is our understanding that PCRwill attend one (1)project
initiation meeting,one(1)public meeting,facilitated by MIG,to address the scope of the Draft EIR,
one (1) public meeting during the 45-day public review period for the Draft EIR, also facilitated by
MIG, ten (10) additional meetings with City staffand Applicant,and a maximum of four(4) public
meetings and hearings. PCR will attend additional meetings on a time and materials basis.
Task Z.0 Oytir anal Tasks
Suhtask 71 Tree Survey and Report
While PCR has budgeted for the analysis of biological issues on the project site (anticipated
to be focused out within the Initial Study),it is anticipated that the City may require the preparation
of a tree survey and report. PCR has a number of highly qualified consultants on reserve that could
be drawn upon to complete such study at the City's request. The tree survey would be performed
entirely in the field. The trees will be individually evaluated and a number assigned to each tree on
the map. The survey would gather limited physical information on the tree, specifically the trunk-
diameter,estimated height and spread. The focus would be on their current condition. -Because the
potential for preservation depends on the ability to control the root systems of these trees, the
underground parts of the tree will be considered. Pictures will be taken of significant tree features,
especially potential limb hazards. The report will list the notable information for each tree,with the
survey keyed to the project map. If preservation is feasible, a preservation plan would be prepared.
The plan will discuss construction protection measures and root mitigation. More specific
recommendations would be made in light of subsequently identified sire development issues. The
potential scope of work is considered an optional study not included in our base proposal price.

Subtask 7.2 Construction Dispersion
To satisfy the requirements of the New CEQA Handbook, if requested by the City,PCR will
perform a refined dispersion analysis of the particulate impacts on local schools and other sensitive
receptors using currently accepted SCAQMD and School District modeling protocols. PCR will
then work with the project proponent to develop both construction scheduling/phasing and
mitigation to reduce project related construction particulate impacts.
Subtask 7.3 Diesel Particulate Health Risk Assessment
If requested by the City, PCR. will provide a single screening level risk assessment to
determine potential health risks associated with diesel particulate emissions associated with the
project. This analysis will follow USEPA, CARB, and SCAQMD protocols for preparation of a
screening level risk assessment. This task is intended to solely quanrify the risks associated with diesel
particulate emissions associated with the project. If the risk assessment shows an excess cancer risk
in greater than 1-in-1-million,then a more detailed risk assessment may be required,which is outside
the scope of this proposal. This scope of work will consist of the following sub-tasks:
1) Estimate diesel particulate emissions using EMFAC7F.
2) Use ISCST3 to generate diesel particulate concentrations consistent with USEPA,CARB,
and SCAQMD guidance.
3) Use the predicted diesel particulate concentrations to provide a screening level risk
assessment.
4) The methodology and results of the screening level risk assessmentwill be included within
the Air Quality section of the EIR.
PROJECT SCHEDULE
The PCR Project Team proposes that the scope of services can be completed in an
approximate nine-month time frame as defined in the project schedule provided below. Prior to
finalization of a project schedule, PCR will work with City staff'to define work efforts that can-be
conducted concurrently or review time that can be shortened to reduce the overall time frame for the
completion of the EIR and related documentation.

BUDGET
The following provides a not-to-exceed budget estimate for the preparation of the Draft EIR
and air quality technical documentation. The total budget for these tasks as described in the scope
of services and included within the cost estimate spreadsheet identified as Attachment B to this
proposal, is $146,298 including PCR staff hours, air quality technical support and studies, MIG

KEY QUALIFICATIONS
Pat McLaughlin heads the Southern California office of MIG and also directs the finws
transportation and management practice.She has over 20 years'experience in planning,
organization development and management,with special emphasis on the public sector,
including public transportation.Her transportation planning work has focused on local,regional
and state transportation project planning,including environmental review,ADA and paratransit
planning,community project visioning and joint development.
She has extensive experience in small and large group facilitation and consensus-building around
major infrastructure projects,development of community-based land use and transportation
projects,community-based and specialized transportation planning,environmental clearance of
large-scale transportation projects,innovative project development,organization systems design,
strategic planning,project management and developing and leading multidisciplinary reams.
Ms.McLaughlin is currently leading several community consensus and outreach projects for
public transportation agencies and municipalities,including the Southern California Association
of Governments'Regional Transportation Plan,the Los Angeles County Metropolitan
Transportation Authority Long Range plan and General Plan,Design Guidelines and Zoning
Code updates as well as deparanental consensus workshops for the City of Pasadena.Other
consensus and outreach projects.include the Azusa General Plan,the La Canada Flintridge
Specific Plan,and communitymput and visioning workshops for the Riverside County
Integrated Plan.
Ms.McLaughlin's other recent projects include: conducting the Joint RTA/Pace Financial Study
and Business Plan Design;consensus-building and technical assistance for the Southern
California Association of Governments (SLAG)Regional Transportation Plan(RTI')and
organizational development projects for the Metropolitan Water District of Southern California;
the Pace bus system in Suburban Chicago;Access Services,Inc.and the Bay Area Rapid Transit .
District(BARD.She has also assisted Caltrans with several projects to implement the Calnans
Strategic Plan.
Ms.McLaughlin is experienced as both a member of an executive team and as an internal and
external consultant to executive management and boards of directors.She has had extensive

leaders.She is a founding member of the Board of Directors for the California Alliance for
Advanced Transportation Systems(CARTS)and is active in transportation research and policy at

Mark Sillings has over 15 years of experience in transportation and management consulting.He
has utilized his project management expertise to coordinate the implementation of complex; '
multi year programs and research studies.His transportation planning work has focused in the
areas of transportation demand management and air quality improvement,including managing
the evaluation of research studies designed to measure the effectiveness of various strategies for
reducing vehicle trips and eliminating vehicular emissions.He has also developed and
implemented marketing programs to encourage increased usage of alternative transportation
services.
Mr.Sillings currently serves as Project Manager for the Los Angeles County MTXs Long Range
Transportation Plan update,outreach and consensus for the Southern California Association of
Governments Regional Transportation Plan,the County of Riverside Integrated Plan.;and the .
City of Long Beach Strategic Plan.Mr.Sillings recently designed'and implemented performance
improvement studies for the Los Angeles County MTA-He managed a three-year,$360,000
evaluation of transportation demand management demonstration projects designed to reduce,
drive alone commuting.Applied performance improvement skills including stakeholder analysis,
coalition-building and team development,program design and management,training and group
facilitation,counseling,research and data analysis,and program monitoring.He also used '
planning and team-building skills to turn around a S 126,000 project that required revitalization.
He helped to improve working relations with the client,federal agencies funding the study,and
other consulting firms on the study team.The resulting collaboration succeeded in documenting
innovations by transit agencies seeking more effective ways to respond to changes in their
marketing,operating,and regulatory environments.
In addition to his transportation planning work,Mr.Sillings has expertise in organizational
consulting and facilitation. He has assisted clients in the private,public,and non-profit sectors to
shape organizational goals and priorities,identify desired changes,and develop strategies for
achieving long-term goals.He also facilitated discussions within a statewide task force seeking to
improve coordination between agencies responsible for congestion management and air quality
improvement.He has provided strategic planning,program design,and marketing services to
Transportation Management Associations seeking to develop more market-oriented services and
sustainable revenue sources.
Mr.Sillings has also designed.and conducted training courses to improve organizational or.
program performance.He developed and implemented corporate training to improve

maintenance facility) with an approximately 159,300 square feet retail warehouse facility
along with a 9,000 square feet restaurant pad. The EIR will also analyze a conceptual plan
of development, consistent with the General Plan, of approximately 43,825 square feet of
commercial/office located on the adjacent 6.3 acres to the west from B Street to Beach Blvd.
A zoning map amendment is proposed to change the zoning from Public—Semipublic (PS) to
Commercial General (CG). The proposed amendment is required for the entire 19.31-acre
school site (including the bus maintenance facility) to make the zoning consistent with the
existing General Plan designation. Prior to the proposed development, a Master
Environmental Impact Report must be completed to assess any environmental
considerations and appropriate mitigation measures.
C. Scope of Work:
The Initial Study preparation will be used to define the Project Description for the proposed
25.61-acre project including the Lowe's Home Improvement Warehouse development
located on 11.61 acres, and the conceptual plan for an approximate 43,825 square-foot
commercial/office development located adjacent to and west from B Street to Beach Blvd.
PCR Services Corporation will be responsible for all studies and documentation necessary to
comply with the provisions of the California Environmental Quality Act (CEQA), as well as
conducting an impact assessment, development of mitigation measures, review for CEQA
adequacy, attendance at public meetings and hearings, responses to public comments,
coordination between City staff and the project team, and the preparation of a mitigation
monitoring plan necessary to prepare and adopt the document.
D. Consultant Selection Process:
Staff initially distributed a Request for Proposal to six (6) qualified planning consulting firms
in August 1996, to prepare an EIR for each of the two school sites. The following four (4)
firms responded to the request by submitting packages detailing their experience, expertise,
fee structure and scope of work for the project.

Based upon the project approach, level of expertise and cost for services contained in their
written proposals, staff, with approval of the City Council contracted with PCR to prepare the
two EIR's. Although the initial portion of the contract concerning preparation of the Rancho
View School Site EIR was terminated, staff, after careful consideration determined that PCR
Services Corporation offers the best combination of experience, expertise, project approach,
and accessibility to meet the City's needs for the Lowe's project.
