Approve as recommended. k144 ' Statement of issue, Recommendation,Analysis,Funding source,Alternative Actions. Statal:ent of Issue.; In:an effort to help governmental agencies offset operational costs, the Coppertone Cempany has instituted a program to furnish trash receptacles fm-e for City beaches and parks.. A contract would be entered into whereby Coppertone wilt p'©vide and mainta-i trash repeptaca: ., for whatevry.°early period the City desires. Recommendation; Approve concept and authorize the preparation of an agreement with Coppertone and to amend subse^tion(d)of Section 9760.29 of the Ordinance Code. Analysis: Currently, the Beachand Park Maintenance Operations maintain seven hundred(700) 55-gallon a= trash receptacles, each with a life expectancy of three years. Institution c' Coppartone program would save the City 1.20 hours of iaLor and $6,500 in receptacle replacement and paint materials the first year and approximately 52,700 each year thereafter. Coppertone will pal-it the receptacles tan and include the wording"TAN, DON.tT LITTER -Coppertone"(see attached). This advertisement would remain on the receptacles for the life of the contract and the receptacles remain the property of the Cit,;st the end of the contract. This program is presently being conducted on the beaches in Los Angeles County: The Community Services C.,omm ssion, on December 12,,1979, recommended the City enter into a contract with Coppertone. There may be some criticism of the advertisement on City property, however, with today's fiscal restraints,,programs of this type are becoming necessary. A legal opinion from the Cite Attomey's office has been received regarding franchise trash can advertising which state, Subsection(d)of Section 9760..29 could be amended to clarify the Issue by adding the words"trash receptacles on publicly-operated beaches"between the words "placement" and"of"in the first sentence of the second paragraph and the words "trash ceptacteel again In the last sentence firs appropriate. In this way, the City could grant a franchise to a trash cen advertiser on the City bead~.s Funding Source; None, tlxem will.be no coist to 111, .City, Alternative Action: Lam.not.atcapt oppert;one"s proposal.
