SECTION 5. IMI ES AND EXTRA WORK
(a) In the event of authorization, in writing by the
City Engineer of chaxges from the work as indicated or for other
written permiss:-on authorizing; additional work not contemplpted
herein, addi".ional compensation si.all be allowed for such extra
work, so long as the prior written approval of CITY is obtained.
(b) For all work performed pursuant to this agreement
CONSULTANT shall submit to City Enrineez ronthly invoices which
specify the area where work was completed and the asso,iated
time for completion to the City En ineer for approval. Work per-- `
formed at the request of Clrl"Y, which is in addition to that
specified it this agreement shall be designated as "EXTRA WORK"
on such monthly invoices.
SECTION 10. TERMINATIO14 OF CONTRACT
All work shall be done in a good and workmanlike mariner.

or without cause, and whether or not project is fully completed.
Any termination hereof, and any special instructions hereunder
from QITY shall be made through the Director of Public Works,
and in writing, which may be delivered in per<son to C0NSULTA14T
or through. the United States Po„tal Service. ILA the event tiiis
agreement is cancelled, all drawings, designs , specifications
and appurtenant data may be used by CITY without additional cost 1
to CITY. Shoup CITY decide to terminate this agreement for any
reason, COM;LTANT shall be entitled to payment for work completed
prior to written notification.
SECTION 11. SUBC0.3 'RACT0RS
This agreement is a personal service: contract and the
supervisory work hereunder sball not be delegated to any pe-
or entity without the consent of CITY.

Gentlemen:
The My of Huntington Beach is seeking proposals for the services of an energy consultant i
to study, evaluate and provide recommendations on how to reduce electrical costs at
various outdoor sports fields and recreatior:al building complexes. Specific items of
concern include:
1. Ths cost and feasibility of modifying or replacing existing lighting systems with
-tore efficient facilities.
2. Obtaining specific recommendations on how electrical consumption can be coin
metered or timer switched at each site or at a centralized location.
�. A viability analysis of alternate energy sources for selected sites including, but
not limited to, solar power, wind generators and passive heat collection/storage
systems.
4. IRoaucing the operational costs of running and maintaining water fountains at
tine City's Central Library facility.
The basic scope of the study includes field lighting facilities and indoor illumination
systerns. Exhibit A lists each site and prnv':'as data relevant to site location, t;ne of
existing lighting systern, ar,6 facility u�. Each site is to be studied im the premise that
electrical use can be redaced wiWhout dec3 eashig the time of oper?tion or level of service,
and that energy consumption can be controlled by coin metering and/or:.timer switch
faciiites. F rdings and recommendations for Brach site shall include approximate cost
savings and expenditure data.
The selection of a vonsultant for this project will be based on the following:

2. The approach of the consultant as expressed In the proposal.
3. Any suggestion or tolquo approaches to expadite the project.

not be decided on the basis of competitive bidding, it is desired that ymir fee be included
with your proposal. The City of Huntington Beach pref ,s to retain consultants on an
horrly basis up ^o a fixed maximum amount, therefore, it is requested that your fee be

STATEMENT OF ISSUE: k
On April 5, T982, the City Council approved the awarding of a contract to �
R.J.M. Associates, Inc. for an energy study at various outdoor sport fields
and recreational complexes.

RECOMMENDATION:
Authorize the Mayor and City Clerk to execute the attached architectural
services agreement with the firm of R.J.b Associates, Inc.
ANALYSIS:
Pursuant to Chapter 3.03 "Professional, Services" of the Municipal Code,
requests for proposals regarding an energy stud.- were distributed to
arch4..tectural firms listed on the City's professional roster.
Based on the contents of the proposals received, the firm of R.J.M. Associates,
Inc. was recommended to the CI.ty Cc,tnci 1.
On April 5, 1982 the City Council approved staff's recommendation and
authorized the preparation of an appropriate contractual document.
A contract, prepared by the City Attorney's office, formally approved by
the consultant and City staff is now ready for Council review and endorsement.
FUNDING SOURCE:
$8,105.00 Pa Acquisition & Development Funds.
ALTERNATIVE ACTIC'NS:
The energy study cannot be initiated until this contract is approved.

In response to your letter of February 4, 1982, RJM Associates would
lik- to present the following resubmittal of the design proposal for the
"Energy Conservation Study".
RJK Associates for many years has maintained a good working relationship
=pith the city of Huntington Beach. We nave successfully completed several
engineering projects, including field lighting desig•. work for a number
of the city's athletic fields. In the past we have enjoyed working with
your Public Works Department on various projects, and h-•ve come to know
what you expect from a profession&.. engineering company such as ours.
Our company has an extensive background in performing a variety of energy
conservation studies. A partial list of our past energy conserv&tion
studies involving Mechanical, Electrical, and Solar Energy Systems is
presented in ,at'.achment A. In each of these studies we have been able to
recommend energy saving measures to our clients which would save them
substantial amounts of money in avoided utility costs. We can do the
same for the City of Huntington Beach.
RJM Associates has administered a variety of outdoor lighting projects,
which are listed in attachment B. The experience we have acquired from
these past projects has given us the needed expertise to perform quality
„a professional work for our clients in the future.
Our firm has reviewed the revised the scope of work for the proposed study
and have found it to be concise and complete. Our technical approach for
this study will be provided in two parts; lechanical and Electrical as
follows:
' ELECTRICAL
The energy saving concepts to be considered involving the electrical por-
tion of the study will include the initiation of an automatic ccntrol
system for the existing, park recreational -areas. The tennis, ,racquetball,

and basketball areas will cceept an automatic coin operator which, with
tre use of a relay and timeclock, will control not only designated
periods of play, but will also control overall hours of the day. The
coin operator will be -vailable to the public. This system will be in-
troduced on an individual coart basis which will ally-1 optimum energy
conservation through maximum lighting control.

minute "restrike" period to ignite and illuminate the camp. The dimming

MECHANICAL
In the mechanical portion of this study we will explore the possible alter-
natives to the present heating systems for the city gym and swimming pool.
All possible alternatives will be corki.dered and evaluated using life
cycle cost analysis. Our report will address both the advantages and dis-
advantages of installation, maintenance and expected energy savings.
STUDY R_FPORT
The .report will include a complete evalvarion of existing systems and how
the retrofit of modern, technical energy conservation methods, to include
prospectives for alternate energy sources, will interface with said systems.
A detailed cost analysis complete with actual retrofit costs and return-
on-investment calculations will also be provided for each site or facility.
And ,finally, a thorough discussion of proposed modifications will be set
forth to prepare a basis or design scope for future construction documents.
To provide a report that will be complete and yet condensed we propose
to include additional explanation through means of attached sketches, dia-
grams and photogiaphs,

Roger Richardson is the director of Engineering Services for the
Fountain Valley office. He coordinates all project work, and

takes an active roll in much of the electrical design work.
Mr. Richardson joined R3M Assoc%ltes in May of 1969, with an `
educational background in the field of architecture. He became
r directly involved in various architectural and mechanical projects, '
completing his sphere of engineering knowledge by obtaining exper-
tise in the electrical engineering field.
Mr. Richardson has been responsible for the preparation of complete
construction documents for several west coast governmental facil-
ities to include primary electrical, '.elephone, and communication
distribution mapping and master planning for various military
projects. He has worked on a major high rise hospital for the
federal government, a. high, rise regional headquarters facility for
a large utility company, and a vast amount of united States postal
facility work.
Other commercial projects he has been responsible for include,
specialized lighting designs for various schools gymnasiums and
mail processing facilities, providing high intensity discharge
d:;amiag for maximum energy conservation.
Mr. Richardson has detailed expertise in major remodel and expansion
type projects as well as new construction. His knowledge of arch-
itectural and electrical systems has ,been invaluable in dealing
with remodeling work in particular.
