NOTICE 'rO PROCEED No work , services , mat-orial , or equipment shall be pt rformed or furnished under this a(lreement, unless and until a nr)tice to proceed has been given t.o the CONTRAC-TOR by CI'ry . CI'Ty does not warrant that the work site wi 11 be available on the date the Notice to Proceed is issued . In event of a delay in commencement due to such unavailability , relief to the CONTRACTOR shall be limited to a time extension equal to the delay due to such availability . 5 7. Ratify the plans and specifications for the improvement of Bolsa Chica Street and authorize the Director of Riblic Works to solicit construction bids. ANA�.Yszs Based .on a resolution of request frarn the City, the improvements along Bolsa Chica Street from 760 feet north of Heil Avenue to Edinger Avenue are included as a joint project in the w1983-84 Orange County Arterial Highway Financing Program (NTP) . The scope of the mprwements, as described in the attached Administrative Agreement (see E,%hibit "A") , include renovating the existing travel lanes and constructing landscaped center island medians. The responsibilities of each agency and the means of funding the improvements are also disclosed in the agrems nt. A second item requiring Council approval is a standard Right-of-Way Certification attest- ing to the fact that all improvements will be within public right-of--way. The improve- ments for this project are within existing street right-of-way. Staff has reviewed the Pdninistrative Agreement and the Certification of Right--of-way and recemmeryds Council approval. The. plans, specifications and environmental clearance (Categorical Exemption) for this project are omiplete and, therefore, staff requests permission to solicit bids after final project approval by the County.
