These have been withdrawn from the vaults relocated in the adjacent first floor hallway, and are thus. available for inspection. These records appear to have outlived their usefulness and are all morn than 5 years old. They date from 1925 through the ensuing years. All are believed to fall -:within -the provisions of Government Code No. 34090 which authorizes destruction of City Records. This statute . . requires that approval of the City Attorney and final action by the Clty Council be taken with respect to records proposed for destruction under the statute. In addition vie suggest that the list be furnished to interested department heads (i .e. Police, Treasurer) for concurrence as to retention or disposal as suggested. In this list and others to follows record series numbered 1-13 are of j a miscellaneous type. Th sey which originated in various departments contain a minimum of material of permanent retention value which material should be withdrawn so that the predominant remainder can be considered for destruction. We suggest that this data be set aside f temporarily so that it can be evaluated at a later date and its dispo- sition be specified in a final list. This material covers a span from 1928-1958 most of which is expected} upon examinations to be discarded. y In addition, we are identifying miscellaneous police records as 1-P. They too should be set aside temporarily and evaluated by the responsi- ble department for handling in like manner. Correspondence from. various departments of a miscellaneous type is also identified by the symbol ' a 1-3-r . In like manners these also are to be set aside for future evalua- tion (screening) . Please note that only one such item (1-37) is included in this list on the first page. Finally, no additional records should be sent by departments to the vault as such would confuse and complicate the present phase of the program. Prepare an index to Minute book on Legislative History cards. Each topic of Council action to be recorded in chronological sequence with reference to Mlrute Book Volume and page. 2. Place pacers in file folder. , identified by topic, directly related to the Legislative History Ca, d. Legislative history Car(, and folder will be filed in numeric sequence. 7 ` 3. Prepare necessary cross reference indexes to be filed in alphabetical sequence. These indexes will be made up for definition of topics, names of places, city usace of prop- erty, or names of persons as needed to quickly identify and ` .� locate information, �. bull papers from present "Correspondence" files, estimated as three draviers at present, and file ;ender topic of legislation. !t! 5. Pull papers from .present file drawers designated as "Sub- `1` } divisions, Annexations, " "County" and "Record Destruction and Control, " as may be needed to complete Legislative folders. { 6. Minute Index shall begin with Minutes of first Council Meeting of January 1960 and cover all meetings to completion of project, not later than Council Meetina of December 1961 - or not; to er.- ceed a period of two year' s Minutes. ' n Papers to be removed from files under items #4 and #t5 shalt be only those related to Minutes to be indexed and shall cover the same time period, i.e. , January 1960 to December 1961. Any papers predating this period shall rer,aln "as is" under present file system except as they may fall within general recommenda- tlons under item ##6. The work is to be done in the order specified , i.e. , beginning with the prep- aration of the Legislative History Card, pulling and filing of papers, cross t reference Indexes to complete the Minute Index. The project will progress with the current. Minutes and old Minutes. The City Clerk •uilI assign a clerk for four hours of each day to work with ' the Remington Rand Organizer. This will allow the clerk to have a complete uraerstanding of the Minute Index and related files. Even though this is a simple system, practice is required to gain skill , therefore the clerk who is ' to be responsible for the system should work with the Remington Rand Organize-. ? The City will. also furnish any necessary clerical assistance to do routine typing and labeling of files. The typing can be done by a temporary clerk. We estimate that a period of approximately 1- weeks will be needed to complete r the work outlined. This estimate is based upon our inspection of the records and prior experience in the installation of h!inute Indexes. We are submitting this outline for discussion and will prepare a cost estimate ' after our conference with the City Clerk and City Manager.
