SANTA ANA, pursuant to resolution No. 76-24 of its qq City Council, adopted on February 2, 1976, submi;:ted an application Y for a Federal Discretionary Grant Award Project under Section 301 � } (b) of the Omnibus Crime Contrcl and Safe Streets ,act of 1968, Public Law 90-351, as amended by Public Law 91-644, to be funded in v' part from monies made available pursuant to the Crime CC:ttrol, Ace of .1973, Public Law 9383, administered by the Office of Crimin�` l Justice Planning for the California. Council on Criminal Justice, to, continue a certain project designated as the Orange County Burglary PrevenLio i xndex. 2. the parties hereto have previously cooperated with other cities and agencies within the Country of Orange to establish a Burglary Prevention Index and bawe participated in the afore- mentioned Project by prior contractual arrangement,,;. 3. A Burglary Pre-:=lent.ion Index office has been 'estab- ,;_ lishea and will be located within the SA.NTA. ANA Police Department facilities to provide for timely, expeditious and concinubus S support to the Ora':tge Cout.zv Burglary Prevention Index members and interface with other law enforcement agencli•s in the area of burglary information collection, analysis, and distributioti. This r ontract will become operative if and w.hen the United States Department of Justice, Lwx Enforcemer<t Assistance Administrati,n, agrees to provide third--year funding to said Project, ,r II. The Director of Finance for SANTA ANA, as Financial Officer, shall, upon award of the grant resul':�ing fron said ap- plication, simultaneously establish especial trust fund designated for Orange County Burglary Prevention Index. Said trust fund shall w consist of funds derived from said federal funding and state buy- tea,, in, togethrtr with local hard cash 'matching funds in the amount. of nine thousand seven hundzed .and sixteen dollais ($9,716) , and -shall � y H_:: disbursed in a manner cc;ns?ste t with tare grant conoit ons. The Director of Finance shall provide the required accountability for M f the pr-ject, III. The SkN A ANA CrlL-t of Police, as Project Director, shall order and provide direction and make payment on behalf of P P Y � HUNTINGTON BEACH for services provided on the aforesaid c,rant and � that are reolaired in establishing the Burglary Prevention index office. Iv. HUNTINGTON BEACH agrees to depcsit with SANTA ARIA seven hundred ninety five dollars ($795.00) within ninety (90) days after execution of this agreement, to be EUNTINGTON WRACH°S pr,h rata share of the Burglary Prevention Index local bard cash matching funds. The foregoing funds shall be immediately returned to HUNTINGTON BEACH i-f said grant funding is not awarded- V. HUNTINGTON BEACH agrees to fulfill all duties as specified in the aforementioned application for grant award, which document and amendments thereto are hereby nc.orp)rated by reference as part of this contract.. VI, The Project Director and Financial Officer shall receive a.nd' uisburse project funds through the above trust account in accordance with a,"111 legal requirements for the accounting of funds under the Omnibus Crime. Control and Safe Streets Act of 1968 and any amendments thereto, VII. SANTA ANA, s;iall. caune the Financial off ices to reimburse HUNTINGTON BEACH for any portion of its pro-rata contribution re-raining unexpended at the completion of the Project. 'III. Said monies shall be used by the Cuoxdi ator's Office in. ordcv to fulfill the major pxolect ebjectives : which include, but are not limited to the following 71 (a) Expand the data processing cavabi.lities of the system as they pertain to burglarly prevention and the appreTension function of law enforcement by providing on--line data input and retrieval to all regional police agencies, (b) Integrate, on a regional basis, related burglarly information; i.e. , phone reports, field contacts, officers daily logs, etc._, in order to c� provide correlation betcieen major data sources as they pertain to the crime of burglarly, ' (c) Provide tactical, planning information in the form of statistics and reports for distribution of police patrol units for the Trost effective burglarly prevention and apprehensions �t. 1v Each participating city and agency, with the exception of Santa .Ana, will contribute a pro rata share of the Nine 'thousand Four gundred Forty Four bellar ($9,94t.00) fund to be provided by the participants. The shares may be readjusted as the number ,of participants varies. Said funds shall be returned within thirty (30) days in the evert that the grant is terminated for any reason. At this time all Orange County agencies are ; participating in tie program and contribute their pro-rated share 'I of the hard cash ,catching funds. The contribution required by the grant for the City of Wmtington Beach is 1,213.90{ Tlie Orange County Burglary Index program provides a computerized file, indexing reports pertainingto burglary, stolen and recovered property and property under observation or pawned. The Index also assists in the coordination of mayor bu.rs;laiy investigations thro-ugr�- out the county as well as serving as an information gathering.., indexing and disseminating agency for all related information. The Index has been used as .a resource during the past year on several occasions where arrests have been made. Monies for this program ar,, available under Account 332570, grant matching funds. Since it is 'beneficial to the City of Huntington Beach to continue r our association with this program, it isrequested that the City Council. approve Resolution No. 4140. You wits s note that the sum of money involved, which has been budgeted for this purpose, is $58•7,40 You will further note that a grant of $120,000 Estill be received from the Federal Government and a $10 000 grant from the State Government.
