Funding Source: Appropriation from a Federal Highway Administration (FHWA) grant and matching funding from Orange County Transportation Authority (OCTA), Combined Transportation Funding Program (CTFP), Signal Improvement Program (SIP), and City matching funds from Measure M. Recommended Action: Motion to: 1. Approve the selection of Sarakki Associates for the System Manager for the 1-405 Multi-Jurisdictional Smart Corridor And Caltrans District 12 Intertie Project, AND 2. Approve the attached agreement with Sarakki Associates and authorize the Director of Public Works to expend $79,630 to cover the System Manager contract costs. Alternative Action(s): Motion to: Deny approval of the agreement and provide staff with direction in which to proceed. REQUEST FOR COUNCIL ACTION MEETING DATE: April 19, 1999 DEPARTMENT ID NUMBER: PW 99-24 Analysis: Project Background The City of Huntington Beach (as lead agency) has obtained funding to implement a multi- jurisdictional smart corridor project to relieve congestion in the 1-405 corridor. This will be accomplished through the use of video and communications technology that will monitor regional traffic flow of the i-405 (San Diego Freeway), SR-39 (Beach Boulevard), and heavily traveled local arterials. The other partner agencies are the Cities of Fountain Valley and Westminster. The money is approved and earmarked under Intelligent Transportation Systems (ITS) funds as part of Transportation Appropriation Bill (TEA — 21). Preliminary scope of work for the multi-jurisdictional project includes, but is not limited to, oversight and management of the following: • Design and installation of fiber optic cable to establish communication between Caltrans District 12 through the 1-405 and the City of Huntington Beach Transportation Management Centers (TMC). • Design and implementation of Graphical- User Interface (GUI) and integrated workstations in the Cities of Huntington Beach, Fountain Valley, and Westminster. This allows operation and control of video cameras that monitor traffic flow, enables coordination of local traffic signal system, promotes shared video and data information, and permits exchange of information with OCTA TraveITIP program. The TraveITIP program is a county wide traffic and traveler information system. • Design and implementation of a communication system intertie to exchange traffic and traveler information between Caltrans District 12 and the Cities of Huntington Beach, Fountain Valley, and Westminster. This will serve as the baseline system for future ITS projects and enhance inter-agency communication. Consultant Services Justification: Due to extremely large workloads, existing staff levels are not sufficient to allow the necessary training in traffic systems engineering, communications engineering, and computer systems engineering for staff to act as the System 'Manager. The selected consultant will have these abilities. WHEREAS, CITY desires to engage the services of a consultant for a the 1-405 Multijurisdictional Smart Corridor and Caltrans District 12 Intertie project in the City of Huntington Beach; and Pursuant to documentation on file in the office of the City Clerk, the provisions of HBMC Chapter 3.03 relating to procurement of professional service contracts has been complied with; and CONSULTANT has been selected to perform said services, NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows: 1. WORK STATEMENT CONSULTANT shall provide all services as described in the Request for Proposal, and CONSULTANT's proposal dated March 12, 1999 (hereinafter referred to as Exhibit "A"), which is attached hereto and incorporated into this Agreement by this reference. Said services shall sometimes hereinafter be referred to as "PROJECT." CONSULTANT hereby designates Venu Sarakki who shall represent it and be its sole contact and agent in all consultations with CITY during the performance of this Agreement. 2. CITY STAFF ASSISTANCE CITY shall assign a staff coordinator to work directly with CONSULTANT in the performance of this Agreement. 1 g:'agree%sarakkiO3'31;99 3. TIME OF PERFORMANCE Time is of the essence of this Agreement. The services of the CONSULTANT are to commence as soon as practicable after the execution of this Agreement and all tasks specified in Exhibit "A" shall be completed no later than two years from the date of this Agreement. These times may be extended with the written permission of the CITY. The time for performance of the tasks identified in Exhibit"A" are generally to be shown in the Scope of Services on the Work Program/Project Schedule. This schedule may be amended to benefit the PROJECT if mutually agreed by the CITY and CONSULTANT. 4. COMPENSATION In consideration of the performance of the services described herein, CITY agrees to pay CONSULTANT a fee not to exceed Seventy-Nine Thousand Six Hundred Thirty Dollars ($79,630). 5. PRIORITIES In the event there are any conflicts or inconsistency between this Agreement, the CITY's RFP, or the CONSULTANT's proposal, the following order of precedence shall govern: 1) Agreement, 2) the CONSULTANT's proposal, and 3) the CITY's RFP. 6. EXTRA WORK In the event CITY requires additional services not included in Exhibit "A," or changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such work after receiving written authorization from CITY. Additional compensation for such extra work shall be allowed only if the prior written approval of CITY is obtained. 7 METHOD OF PAYMENT A. CONSULTANT shall be entitled to progress payments toward the fixed fee set forth herein in accordance with the progress and payment schedules set forth in Exhibit "A." 2 g/agreeisarakkil03131199 B. Delivery of work product: A copy of every technical memo and report prepared by CONSULTANT shall be submitted to the CITY to demonstrate progress toward completion of tasks. In the event CITY rejects or has comments on any such product, CITY shall identify specific requirements for satisfactory completion. Any such product which has not been formally accepted or rejected by CITY shall be deemed accepted. C. The CONSULTANT shall submit to the CITY an invoice for each progress payment due. Such invoice shall: 1) Reference this Agreement; 2) Describe the services performed; 3) Show the total amount of the payment due; 4) Include a certification by a principal member of the CONSULTANT's firm that the work has been performed in accordance with the provisions of this Agreement; and 5) For all payments include an estimate of the percentage of work completed. Upon submission of any such invoice, if CITY is satisfied that CONSULTANT is making satisfactory progress toward completion of tasks in accordance with this Agreement, CITY shall promptly approve the invoice, in which event payment shall be made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be unreasonably withheld. If the CITY does not approve an invoice, CITY shall notify CONSULTANT in writing of the reasons for nonapproval, within seven (7) calendar days of receipt of the invoice, and the schedule of performance set forth in Exhibit"A" shall be suspended until the parties agree that past performance by CONSULTANT is in, or has been brought into compliance, or until this Agreement is terminated as provided herein. D. Any billings for extra work or additional services authorized by CITY shall be invoiced separately to the CITY. Such invoice shall contain all of the information required 3 gragree-sarakkii0361 f99 above, and in addition shall list the hours expended and hourly rate charged for such time. Such invoices shall be approved by CITY if the work performed is in accordance with the extra work or additional services requested, and if CITY is satisfied that the statement of hours worked and costs incurred is accurate. Such approval shall not be unreasonably withheld. Any dispute between the parties concerning payment of such an invoice shall be treated as separate and apart from the ongoing performance of the remainder of this Agreement. 8. DISPOSITION OF PLANS ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that all materials prepared hereunder, including all original drawings, designs, reports, both field and office notices, calculations, maps and other documents, shall be turned over to CITY upon termination of this Agreement or upon PROJECT completion, whichever shall occur first. In the event this Agreement is terminated, said materials may be used by CITY in the completion of PROJECT or as it otherwise sees fit. Title to said materials shall pass to the CITY upon payment of fees determined to be earned by CONSULTANT to the point of termination or completion of the PROJECT, whichever is applicable. CONSULTANT shall be entitled to retain copies of all data prepared hereunder. 9. HOLD HARMLESS CONSULTANT shall protect, defend, indemnify and hold harmless CITY, its officers, officials, employees and agents from and against any and all liability, loss, damage, expenses, costs (including without limitation, costs and fees of litigation of every nature) arising out of or in connection with CONSULTANT's performance of its services under this Agreement, or its failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its officers, agents or employee, except such loss or damage which was caused by the sole negligence or willful misconduct of the CITY. 10. WORKERS' COMPENSATION INSURANCE Pursuant to California Labor Code section 1861, CONSULTANT acknowledges awareness of section 3700 et seq. of said Code, which requires every employer to be insured 4 g:'agree%sarakkP 03%31,99 against liability for workers compensation; CONSULTANT covenants that it will comply with such provisions prior to commencing performance of the work hereunder. CONSULTANT shall maintain workers' compensation insurance in an amount of not less than One Hundred Thousand Dollars ($100,000) bodily injury by accident, each occurrence, One Hundred Thousand Dollars ($100,000) bodily injury by disease, each employee, Two Hundred Fifty Thousand Dollars ($250,000) bodily injury by disease, policy limit. CONSULTANT shall require all subcontractors to provide such workers compensation insurance for all of the subcontractors' employees. CONSULTANT shall furnish to CITY a certificate of waiver of subrogation under the terms of the workers compensation insurance and CONSULTANT shall similarly require all subcontractors to waive subrogation. 11. GENERAL LIABILITY INSURANCE In addition to the workers compensation insurance and CONSULTANT's covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY, a policy of general public liability insurance, including motor vehicle coverage covering the PROJECT. Said policy shall indemnify CONSULTANT, its officers, agents and employees, while acting within the scope of their duties, against any and all claims of arising out of or in connection with the PROJECT, and shall provide coverage in not less than the following amount: combined single limit bodily injury and property damage, including products/completed operations liability .and blanket contractual liability, of$1,000,000 per occurrence. If coverage is provided under a form which includes a designated general aggregate limit, the aggregate limit must be no less than $1,000,000. Said policy shall name CITY, its officers, and employees as Additional Insureds, and shall specifically provide that any other insurance coverage which may be applicable to the PROJECT shall be deemed excess coverage and that CONSULTANT's insurance shall be primary. 5 &gree!sarakkiiO3!3 1!99 12. PROFESSIONAL LIABILITY INSURANCE CONSULTANT shall furnish a professional liability insurance policy covering the work performed by it hereunder. Said policy shall provide coverage for CONSULTANT's professional liability in an amount not less than $1,000,000 per occurrence and in the aggregate. A claims made policy shall be acceptable if the policy further provides that: A. The policy retroactive date coincides with or precedes the professional services contractor's start of work (including subsequent policies purchased as renewals or replacements). B. CONSULTANT will make every effort to maintain similar insurance during the required extended period of coverage following project completion, including the requirement of adding all additional insureds. C. If insurance is terminated for any reason, CONSULTANT agrees to purchase an extended reporting provision of at least two (2) years to report claims arising from work performed in connection with this Agreement. D. The reporting of circumstances or incidents that might give rise to future claims. 13. CERTIFICATES OF INSURANCE Prior to commencing performance of the work hereunder, CONSULTANT shall furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the foregoing insurance coverages as required by this Agreement; said certificates shall: A. provide the name and policy number of each carrier and policy; B. shall state that the policy is currently in force; and C. shall promise that such policies shall not be suspended, voided or canceled by either party, reduced in coverage or in limits except after thirty days prior written notice; however, ten days prior written notice in the event of cancellation for nonpayment of premium. 6. g-agree:'sarakki 03%31 99 CONSULTANT shall maintain the foregoing insurance coverages in force until the work under this Agreement is fully completed and accepted by City. The requirement for carrying the foregoing insurance coverages shall not derogate from the provisions for indemnification of City by CONSULTANT under the Agreement. City or its representative shall at all times have the right to demand the original or a copy of all said policies of insurance. CONSULTANT shall pay, in a prompt and timely manner, the premiums on all insurance hereinabove required. 14. INDEPENDENT CONTRACTOR CONSULTANT is, and shall be, acting at all times in the performance of this Agreement as an independent contractor. CONSULTANT shall secure at its expense, and be responsible for any and all payment of all taxes, social security, state disability insurance compensation, unemployment compensation and other payroll deductions for CONSULTANT and its officers, agents and employees and all business licenses, if any, in connection with the services to be performed hereunder. 15. TERMINATION OF AGREEMENT All work required hereunder shall be performed in a good and workmanlike manner. CITY may terminate CONSULTANT's services hereunder at any time with or without cause, and whether or not PROJECT is fully complete. Any termination of this Agreement by CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as provided herein. 16. ASSIGNMENT AND SUBCONTRACTING This Agreement is a personal service contract and the supervisory work hereunder shall not be delegated by CONSULTANT to any other person or entity without the consent of CITY. 7 g/agree/sarakki103/31 i99 17. COPYRIGHTS/PATENTS CITY shall own all rights to any patent or copyright on any work, item or material produced as a result of this Agreement. 18. CITY EMPLOYEES AND OFFICIALS CONSULTANT shall employ no CITY official nor any regular CITY employee in the work performed pursuant to this Agreement. No officer or employee of CITY shall have any financial interest in this Agreement in violation of the applicable provisions of the California Government Code. 19. NOTICES Any notice or special instructions required to be given in writing under this Agreement shall be given either by personal delivery to CONSULTANT's agent (as designated in Section 1 hereinabove) or to CITY's Director of Public Works as the situation shall warrant, or by enclosing the same in a sealed envelope, postage prepaid, and depositing the same in the United States Postal Service, addressed as follows: TO CITY: TO CONSULTANT: Robert F. IMMIGRATION CONSULTANT shall be responsible for full compliance with the immigration and naturalization laws of the United States and shall, in particular, comply with the provisions of the United States Code regarding employment verification. 21. LEGAL SERVICES SUBCONTRACTING PROHIBITED CONSULTANT and CITY agree that CITY is not liable for payment of any subcontractor work involving legal services, and that such legal services are expressly outside the scope of services contemplated hereunder. CONSULTANT understands that pursuant to 8 g/ugree:sarakkiiNi07/99 Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for CITY; and CITY shall not be liable for payment of any legal services expenses incurred by CONSULTANT. 22. ATTORNEY'S FEES In the event suit is brought by either party to enforce the terms and provisions of this agreement or to secure the performance hereof, each party shall bear its own attorney's fees. 23. ENTIRETY The foregoing, and Exhibit"A": attached hereto, set forth the entire Agreement between the parties. Under the original TSM program the project was ranked number 2 from a list of 163 projects statewide. This will enable Sarakki Associates to fully understand the various project elements and execute to the expectations of the city, Caltrans District-12, FHWA and other partner agencies. The following sections provide in brief, details about Sarakki Associates understanding of the project and the approach methodology to successfully complete the project tasks within budget and schedule. w 2.1 Project Understanding This project is funded as part of the Transportation Efficiency Act for the 21 bl (TEA 21) Century funding program. Relevant city and state procedures have to be followed. After + talking to FHWA representatives, it is clear that the original scope of work outlined as part of the state TSM project is adequate and FHWA is satisfied. FHWA has also recognized that it is important to follow Caltrans Local Programs and Procedures manual for continuing with the earmarked project in cooperation with caltrans office of new technology division in Sacramento. i The primary objective of the proposed project is to enhance mobility and reduce recurring and non-recurring congestion in the 1-405/Beach Boulevard corridors. The City and Caltrans D-12 will exchange real time traffic and traveler information to enhance coordination and improve traffic operations during recurring and non-recurring congestion. The City is installing an integrated workstation and graphical user interface (GUI) to improve operational efficiency. • The City has several projects in the pipeline with an intention to implement them in phases, as funding becomes available. These projects include, but not limited to, the following: e Plans to establish an ITS master plan for integrating existing and future deployment + e Plans to replace existing controllers with the state-of-the-art 2070 controllers. Partial funding has already been approved by OCTA for this project. e Plans to upgrade the existing BI-Trans traffic control system to Windows-NT based system to improve traffic operations and enable a common open system platform to exchange control information with other agencies in the region including Caltrans. e Plans to install PCH advanced traveler information system for special event coordination, advanced warning display during emergency situations and planned closures and improved interface with TravelTlP project. e Plans to install larger readable road signs along selected routes to enhance visibility and driver comprehension. e Plans to improve signal pre-emption by fire department along major arterials. i City of Huntington Beach Proposal for System Manager Services 3/11/99 Page 3 Submitted by Sarakki Associates • The project, with the proposed communication fiber optic intertie and integrated workstation will allow Caltrans and the cities to mutually exchange real time traffic 41 information. This will enable the participating agencies to quickly respond to the incidents in a coordinated fashion and thus help reduce delay and congestion in the highest priority corridors. 2.1.1 Key Issues 6 The system manager will serve as a crucial link between the city, consultant, contractor and Caltrans (FHWA to a limited extent during initial stages) for the successful completion of the project within budget and schedule. The system manager should have a thorough understanding of traffic systems engineering, communications engineering and computer systems. The selected system manager not only understands the project goals, objectives and critical deadlines, but also assists the city • and the agencies to reach the project goals by acting as an extension to the City staff. It is important and critical that the selected consultant for the system manager understand and posses the following. 1. Understanding of city's ITS vision and goals and objectives including vision of its • master plan 2. Knowledge and Ability to obtain additional funding to deploy future ITS projects and understanding of federal guidelines for earmarked projects 3. Knowledge and experience of Caltrans District 12's Advanced Traffic Management System and operations. 4. Knowledge and experience of traffic control systems 5. Knowledge and experience of working on similar projects within the region 6. Knowledge and experience of Open Systems Protocols, Communications, TCP/IP protocols, regional and National System Architecture. 7. Knowledge of State TMC master plan and TMC-TMC communication protocols 8. Knowledge and experience of schedule and critical deadlines to meet guidelines • and obtain timely reimbursement such that City does not have to up front the money for long duration. 9. Sarakki Associates has successfully worked with several cities in Orange County that have almost similar scope of work. in addition, the staff of Sarakki Associates have actual experience in the following. • • The staff of Sarakki Associates wrote the functional and operational requirements for the Caltrans District-12's ATMS and the TMC. This enables Sarakki Associates to meet the District 12's communication and surveillance requirements for easy access of CCTV images from the City of Huntington Beach's planned integrated workstation. • • Sarakki Associates is currently working on OCTA's TraveITIP, a county wide traffic and traveler information system which will exchange traffic information with the City in the near future. Sarakki Associates is aware of the system modifications that will be needed for the information exchange. This will enable Sarakki Associates to • steer the consultant to achieve this goal. • Sarakki Associates staff are currently involved in the Southern California Priority corridor, Transit Probe and other projects as a sub-consultant. The staff of Sarakki Associates have actual computer programmers who use C++, JAVA and CORBA programming and interface tools. The staff is working on TraveITIP, Transit Probe and other high profile projects in Orange County. This enables Sarakki Associates to effectively direct and oversee the computer and system integrator consultant to achieve project goals and satisfy caltrans and regional system and architecture requirements. • Sarakki Associates has acquired unique knowledge and understanding of the state • and federal guidelines, reimbursement procedures, potential problem areas and critical deadlines having actually worked on similar projects with the cities of Mission Viejo, Buena Park, Irvine, Brea, Garden Grove and Santa Ana. The above unique and direct experience of Sarakki Associates wilt make us as one of the best qualified firm to serve as the City's System Manager for the 1-405 Multi- Jurisdictional smart corridor and Caltrans D-12 Intertie Project. In order to successfully implement the SR-57 Smart Corridor project within budget and schedule, it is important that the selected consultant not only has the knowledge and experience but also perform a quality job at every stage of the project. Sarakki Associates with its proactive and consensus building management techniques at every project stage, has successfully managed several ITS projects in the past to the satisfaction of the client. Since Sarakki Associates understands the critical deadlines, type of work to be performed and project deliverables, we will proactively manage the project to ensure timely project deliverables. Where it is necessary, we will prepare meeting minutes, so that important decisions taken on issues by the agencies is in writing. This is • particularly important when dealing with multi-agencies. Our software person will prepare equipment checklist for system integration efforts by the consultant to accept or reject proposed hardware and software. The checklist will conform to City and Caltrans requirements. We will also send reminders to the consultant and the agencies regarding the important draft and final deliverables. We will ensure that at no time, the • design effort will deviate from Caltrans requirements with out agreement from Caltrans. Our specific approach to completing the project to the satisfaction of the cities and Caltrans consists of providing timely and high quality services in the following tasks. Due to restrictions on number of pages, some tasks are grouped to save space. A brief description of our approach is given below. 0 Task 1. Development of Detailed Scope of Work (SOW), Budget and Schedule Within two weeks from notice to proceed, Sarakki Associates will prepare a detailed draft work scope, budget and schedule to procure the design consultant. The draft work scope will reflect the necessary tasks to be performed to design and deploy various 0 project elements. The SOW w411 cover at a minimum, the following: Draft SOW to develop a master plan of ITS infrastructure within the City of Huntington Beach. • Draft SOW to design and deploy communication subsystem for the existing and proposed ITS elements • . Draft SOW for design and implementation of an integrated workstation and a graphical user interface (GUI) for the operation of CCTV, CMS, traffic signals and future ITS elements within the city of Huntington Beach. Upon review by the City, Caltrans, FHWA, and other stake holders, Sarakki Associates will produce a final project scope, budget and schedule. It is important to outline the • following in the scope of work, budget and schedule document. Oversee contractor and consultants work and coordinate system hardware and software elements to ensure a compatible working system. This is one of the key tasks of a system manager. It is important that the system manager oversee the consultant and the contractor such that one does not blame the other when the project is not completed or implemented according to schedule. Hence it is important that the tasks of design and implementation be clearly delineated such that there is no confusion or finger pointing. One such example is termination of fiber optic cables at the TMC. Sarakki Associates has several years of experience in avoiding such situation by clearly specifying the tasks of design consultant and contractor. Our years of experience will enable the city to avoid conflicts, design flaws, • and budget overruns. Sarakki Associates will ensure timely completion of the project without delays to the satisfaction of the City, Caltrans, FHWA and other partnering agencies. Sarakki Associates will use the same seven evaluation criteria given in the system manager RFP. Deliverables: Prepare evaluation matrix to score proposals and rank consultants Tasks 4-10 and 13: Review consultants PS&E work and oversee consultant's work -- Develop System Acceptance Test Plans, etc., Because of the twenty page limitation, approach to every task can not be explained in detail. However, Sarakki Associates will assure the city, that it will proactively seek to complete each task within schedule and budget to the satisfaction of all the stakeholders including Caltrans D-12 • and FHWA. Sarakki Associates will play an active role with both the design consultant and the contractor for the successful implementation of the project. Sarakki Associates will oversee the consultant design efforts, both in terms of field infrastructure (PS&E) and computer system architecture, and will ensure that the design and construction will conform to various agency standards and the original spirit and scope of the project. In addition, Sarakki Associates will prepare an acceptance test checklist for the final system acceptance after the implementation of computer and communication systems. Our system engineering staff will train the appropriate city personnel to efficiently operate the new system. Sarakki Associates will play an active role holding regular meetings with the stakeholders, so that the key decisions can be taken quickly and without delay to complete the project within the budget and schedule. Deliverables: PS&E: Draft and Final reviews, System Acceptance Test Results, Personnel Training and materials, Review of Draft System Architecture and Preliminary Design Reports • Task 11. Draft and Final Memorandum of Understanding (MOU) and Standard Operating Procedures (SOP). Within the context of 1-4051Beach Boulevard smart corridor project, there will be common ITS elements such as CCTV, CMS and other ITS field devices that will be shared between the City of Huntington Beach and Caltrans District 12. It is necessary to establish MOU and SOP for a smooth operation during • critical times/emergencies. A Memorandum of understanding is a mutual, non-binding gentleman's agreement between the city of Huntington Beach (other cities may be involved) and Caltrans District-12 to operate the 1-405/Beach Boulevard corridor in coordinated fashion to achieve project goals and objectives. A standard operating procedures and strategies document lays out typical operational • procedures to be followed by the agency personnel during incidents such as major City of Huntington Beach Proposal for System Manager Services 3/11/99 Page 9 Submitted by Sarakki Associates • • accidents, breakdowns, freeway closures, hazardous spills and rush hour traffic. The objective is to.- * minimize the impact of freeway incidents on traffic flow on the city street network • minimize or prevent further loss due to secondary accidents on the road way system Sarakki Associates will prepare standard operating procedures consistent with Caltrans District - 12 G-2 expert system software nomenclature. This is particularly important so that all the involved_ agencies, including emergency services such as fire and ambulance, CHP and other operational personnel refer to the same incident in a standardized fashion. In addition, given the city offices close between 5:00 PM-7:00 AM and Caltrans TMC operates on 24 hours/day - 7 days/week basis, after hour operations and understanding is a necessity. Sarakki Associates, based on their experience with the cities of Mission Viejo, Brea, Placentia and Anaheim, and with Travinfo in the Bay • Area, will prepare a draft SOP for the project partners review. A final SOP will be prepared incorporating the comments. The SOP will become an attachment to the MOU. Deliverables: Draft MOU and SOP Strategies document Final MOU and SOP Strategies document • Tasks 12, 14 and 15. Coordination with Caltrans District 12 and Caltrans Head Quarters for progress payments, Final Project Reports and Others. These are continuous and on-going tasks through the duration of the project. In order to get Caltrans project acceptance and reimbursement, specific local and federal procedure • have to be followed. Even though the money comes from FHWA, under TEA-21, Caltrans Local Programs and Procedures should be followed. All invoices should be submitted to Caltrans Head Quarters. The final invoice should be submitted to Caltrans District 12. Sarakki Associates has closely worked with Caltrans local assistance staff in District-12 over the last three years and is very knowledgeable in the area. We will serve as an extension to the city staff in following the necessary procedural procedures and submission of paperwork. This is necessary both in the case of technical and non technical issues. Deliverables: Provide necessary paperwork, technical details, memos etc., Other Important Tasks: • The following tasks although not directly asked for in the RFP, are very important to successfully complete the project. Caltrans District-12 new TMC building to be constructed at the cost of $8 Million at the interchange of 1-5 and Sand Canyon. This will have implications on the communication intertie with Caltrans. (Construction begins Sept. 1999) • • Caltrans District 12 interim TMC will be moved to 1-405 and Jamboree. • SHOWCASE intermodal project which will define the city TMC interface to rest of Southern California Transportation agencies District 12's communication fiber installation project on 1-405 which is expected to be complete around June 2000. If coordinated properly, this will save thousands of dollars for the City in terms of intertie costs • Sarakki Associates is part of most of the projects listed above and has knowledge and experience in on-site project engineering and construction management. Sarakki Associates will work closely with Caltrans field engineer and technical representatives to implement the project successfully. 0 Deliverables: Progress and field contractor compliance reports. Coordination with Caltrans TMC Staff System Integration and Management: The end product of this task is a seamless, well integrated computer and communication systems for the cities of Huntington Beach (other cities may be involved) and Caltrans District-12.
