CONTRACTOR does hereby agree to do and perform said maintenance of traffic signal systems for the sum of $36.37 per month per signalized intersection in CITY, plus extraordinary maintenance costs, per bid schedule, NOW, THEREFORE, in consideration of the covenants and agreements herein contained, being done and performed by the parties hereto, it is hereby agreed as follows; 1. By my signature hereunder, as CONTRACTOR,_ I certify that I am aware of the provisions of Section 3700 of the Labor 2. Code which require every employer to be insured against lia- bility for workmen's compensation or to undertake self-insurance in accordance with the provisions of that code, and I will comply with such provisions before commencing the performance of the work of this contract. 2. CONTRACTOR agrees to receive and accept as full com- pensation for furnishing all materials and for doing all the work contemplated and embraced in this agreement, the total bid amount CONTRACTOR subm3tt'ed in his Proposal which was accepted by the City Council. Analysis: Under provisions of the existing contract, the City pays the maintenance contractor a monthly fee of $36,37 per intersection for preventive maintenance. service. Repairs and extraordinary maintenance are accomplished as required under a time and material basis using equipment, and labor rates identified in the contract documents. The Department of Public Works has been able 'to negotiate a six (6) month contract (option to extend additional 6 months) with Signal Maintenance, ]Cno. whereby the monthly fee will remain the same in exchange for some modifications in the Special Provisions. T%e hourly labor rates have been expanded in classification and increased in accwrdance with Union rontracts. The projected cost of the contract for the 12 month period is estimated as follows: Preventative Maintenance (78-81 signals) $ 35,000 Repairs and Extraordinary Maintenance 70,000 $105,000 Estimated Total The City currently maintains 12 signalized intersections which are partially in adjacent cities. 11he'City will receive an estimated $7500 next fiscal year as their f:roportionate share of the maintenance costs. In addition, it is estimated that $15,000 will be billed to Insurance Companies for traffic accidents involving damaged traffic signals. Contract provisions permit an extension for 3 months (to match the beginning of the fiscal year) . A new contract bid must be obtained and a contract awarded. RECOMMENDED ACTION: (_1) Authorize extension of the existing contract for the permitted three month period. (2) Direct the City Attorney to prepare the necessary addendum to the contract. (3) Authorize the City Clerk to advertise for bids for the maintenance of -21 CT- ANALYSIS-. signals for fiscal years 1978-81. ANALYSIS; The curresit maintenance contract, MSC-130, for maintaining traffic Signal systems was approved on Nova 17, 1975 and expires on March 31, 1978. The contract period began on Dec. 1, 1975. During the ensuing period the Public Works Dept. has had the, responsibility of administering the contract provisions. Provision was made to permit extension of this contract to the end of the fiscal year, permitting the bid procedure and budgeting activities to occur during the extension period. The extension of the contract is required to assure continuity of maintenance activity pertain- ing to traffic signals. The deadline for extension is March 31, 1978. The deadline for award of a new contract would be June 30, 1978 The proposed term of this contract is 33 months (to March 31, 1981) ALTERNATIVES: The City has the option of providing the maintenance service with City personnel. There are no, personnel currently budgeted to perform these services. Capital expense to provide necessary equipment, vehicles, and housing would be required. SP-1 Routine and Preventative Maintenance and Repairs: 1-] General: To furnish all tools, equipment apparatus, facilities, labor services and material and perform all work necessary to in.iilltain ill a good and workman-like manner traffic signal facilities at tiro locations shown on the attached shouts . This maintenance contract shall be extended to include future signal installations at the unit contract price for the signal installed', prorated from the date of turn-on for the percentage of the unit price to be paid. The contractor shall have adequate personnel and facilities to perform controller inspection of new equipment. When requested by the City, the contractor may be required to assist in the final field inspection of new installations. All work performed, or equipment or parts supplied by contractor, shall be subject to the inspection and approval of City, its Director of Pulbic Works or his authorized representative. The contractor shall submit on the forms provided, a resume of the company qualifications as related to traffic signal work associated with installation, repairs, maintenance, modification, lab testing of new local or plaster controllers, and other traffic signal equipment, and including eiiineering, scientific and technical capabiliticq. 1-2 Preventative Maintenance : Contractor shall, once each month, A' inspect, clean an a--just all traffic signal control equipment. The minimum monthly inspection of each controller cabinct. unit shall consist of, but not be limited to , the following stops ; a`. Vacuum cabinet and remove any foreign material . Check condition of air filter,` if so equipped b. Check and, if necessary, reset timing of the individual signal phases and, interval timing; circuits, with a stop watch, for conformance with timing charts provided by the City for each location. Inspect all mechanical, electromechanical, and'/or solid state com- ponents , relays , clocks , dials and switchc: and make adjustmcnts or repairs if necessary. d. Inspect and observe operation of vehicle detector amplifiers and make adjustments or repair as .required. Check shall include delay timing interval check of advance vehicle '. detectors not less than the timing chart value nor more than 1050 of the timing chart value given for that interval. Contractor shall check pedestrian/bicycle push buttons, magnetometer detectors, and inductive loop detectors , and perform any and all prevent- ative maintenanc(,, required co t:eep such push buttons , magnetometers , and loops in good condtion' as determined by the engineer, including, but not limited to, replacement of loops or epoxy for loops and magnetometers. If during the monthly inspcctioi-., of said inductive or magnotometer loop., the street paving is discovered to be failing in the area of the loops , contractor shall notify City at once. If, in the opinion of the engineor,- replacement of :induction loop or magnetometers detectors is necessary due to the fsciling of any street paving, the City will be responsible for the replacement of the inductive loops or magnetometers . Cortr.actor shall check general condition of 'signal poles,s final heads and pedestrian signals. Deficiencies or repairs required shall be reported to the City immediately, or as soon as practical to do so. Contractor shall shoe; in the monthly report a complete listing of all deficiencies found and action taken. 1-3 Repair and Replacement of Parts : The contractor shall replace or repair any and all defective parts of the controller mechanism as required.. Controller units, auxiliary equipment ,cabinet and appurtenances such as contactors, detectors , transformers, relays, and related items shall be serviced and overhauled as recommended by the manLfacturcr. Over' aul shall include cleaning,replacement of worn parts, necessary adjustments, lubrication and testing. When total controller mechanisms become obsolete or deteriorated to the point of being beyond repair tho contractor shall report such conditions to the Public Works Department. The contractor shall. demonstrate or provide evidence that replaccm.=nt is necessary , prepare estimates in- dicating the breakdown of material. and .labor co is for replacement of control mechanismsrand submit this informat:iou to the Public Works Depart- ment_. No permanent change of control mechanisms shall be done without prior approval of the Public Works Department. Defective controllers ii�ider guarantee shall be delivered to the manufa.cture'r or held for pick. tip by the manufacturer. All material used for repair must be in conformity with specifications of the City or of the equipment manufacturer and will be subject to Page 12 OIL inspection and approval of the Department of Public Works. The right is reserved to reject at the risk and expense of the contractor all or such portion of any equipment which fails to comply with applicable specifications 1-4• Cabinet Air Filter: Contactor shall replace the air filter element, in all cabinets so equipped, at least once each six (6) months. Contractor shall replace all air filter elements, in all cabinets so equipped, within 45 calendar days after the execution of this contract. Contractor shall show in the monthly report the date the filter element is replaced. 1-5 Group Relamping: Contractor shall replace all incandescent lamps at all traffic signals at least once each twelve (12) months. All lamps shall be standard traffic signal lamps manufactured for this purpose and approved by the Director of Public Works or his authorized representative. Contractor shall clean and polish all lenses and reflectors, replace all broken or defective parts, and align signal heads at the time of relamping. Contractor shall replace all traffic signal lamps at all intersections within one hundred and twenty (120) days after the execution of this contract. Contractor shall show in: the monthly report the date, the relamping started and the date of completion. 1-6 Pedestrian Signals: Contractor shall, upon authorization from the City, replace pedestrian signal indications, ballasts, and transformers as they become inoperative or defective. (See Section 1-2 "Preventative Maintenance") „ 1-7 Re2aintinq of Equipment: Contractor shall clean and repaint all controller cabinets, metal signal standards except galvanized poles or surfaces not previously painted, signal heads and backplates every eighteen (18) months, or as needed in the opinion of the Director of Public Works or his authorized representative. The first painting is to be undertaken within thirty (30) calendar days after the execution of this contract and completed within ninety (90) working days- there- after. Contractor shall show in the monthly reports the date of repainting at each intersection 1-8 Emergency Calls Gvntractor shall maintain a 24 hour per day emergency service for t. e replacement: of burned out lamps, malfunction of, or damage to any and all signal .and associated equipment. Contractor shall maintain a local telephone where he can be reached 24 hours per day, this telephone number to be made available to the Director of Public Works or his authorized representative and the Huntington Beach Police Department. , Contractor shall make IMMEDIATE emergency ,ser.vice when called by City. The word immediate is construed to mean with all possible haste, and shall not exceed two (2) _hour_s during non-working hours, weekends, and holidays and shall not exceed one (1) hour during the contractors normal working hours. As part of his emergency call response, contractor may be required to respond to accident scenes at signalized intersections to perform a review of the traffic signal system operation and equipment. The contractor shall in this case, thoroughly examine and inspect all equipment at the location for a.ny physical damage or equipment mal- function, including a timing check of the controller. Within five (5) calendar, days after completion of 'this' examination, the Contractor shall submif ,, in writing, a report sunmarizing the i.c sults of the Page 1 examination and inspection to the Director of. Public Works or his authorized representative. These results shall, also be placed in the maintenance records of the intersection maintained by the Contractcr (see Special Provisions 1-10, Records) . The replacement of burned out lamps , other than red indications, need not be on an emergency basis provided that there areftwo (2) indicatiols still operative for each direction of travel. Such replacement shall be handled in a routine manner but always within eight (8) hours . Red lights reported as being burned out shall be responded to as emergency situations. 1-9 Equipment Required: Contractor' s service trucks shall be equipped wzti spare parts sufficient to place the signal system back in operation for ordinary trouble calls, including sensing devices for induction loop and magnetic detectors. In those cases where a complex controllor or component has to be repaired, the cog,tractor shall install a substitute controller or component, of his own, which will function substantially the same as the controller or component replaced. In the event it becomes necessary to temporarily install a pre-timed controller, the timing shall be set according to the timing chart provided at each signal location. (See 1-2 "Preventative Maintenance") 1.10 Records Contractor shall maintain a record of all work: performed at theantersection, including but not limited to rout n maintenance, service calls, extraordinary maintenance and relamping . This record shall, list the dates , time of day and brief description rf the service or work performed. A copy of such record shall, be provided. within two (2) working days upon request of the engineer. The contractor shall maintain two (2) separate forms at each intersection. One record shall. indicate the routine maintenance activity of the Contractor as it is performed, and shall show the date and time of activity, type of activity, description of conditions observed, and identity of individual performing work. The second record shall indicate the extraordinary maintenance, moc:ifi- cation and new installation activity at the intersection. The information shown on this record shall be the same as above , except a clescriptioi_ of conditions observed shall not be required . A report showing the data and giving a lsrief description of all 111aintan- ante activities, routine and oxtraor.;linary, shall be a.� tacheT4o each monthly invoice. A sample of the maintenance record form must be sub- mitted with the bid for approval by the City., Contractor shall submit, within fifteen (15) days after the award of the contract, a schedule for replacing cabinet air filters, relamping and repainting at each intersection, for the entire contract period. The schedule shall list the anticipated dates for the performance of the work and is subject to approval by the City. Page 1 1-11 Notification: The Contractor shall notify the Director or Public Works or his authorized representative of the alterations, sub- stitution or removal of any controller or component, or alteration to the operation of any signal system. During normal business hours of the City, notification by telephone shall be made within one (1) hour of sucli change Notification of changes `made at times other than normal business hours of the City, shall be reported by telepone within one (1) hour of the beginning of the next busines day of the City. Contractor' may, at his option, make notifications by both telephone and mail. 1-12 Shutdowns : Contractor shall notify the Huntington Beach Police Department and the Director of Public Works or his authorized ropresent ative of any signal turn-offs or turn-ons necessitated by his operations and shall not make said turn-off or turn-on until a City Police officer is present or unless given permission to proceed without Police control by the Director of Public Works or his authorized representative . S,P-2 Compensation for Routine and Preventative Maintenance and. Repairs : City will compensate contractor monthly at the lump price per signalized intersection per month as shown on the Bid ,Schedule of Contractors Proposal., Item Number 1 (a) . Said compensation shall include all services, rendered, labor, materials, equipment, overhead and profit. The lump sum price shall include all work to be performed under Section SP-1 of these Special Provisions . The provisions of Section 4-b, 4-c of General Requirements shall not apply. ' SP-3 Extraordinary Maintenance and Repairs : Whenever, during the course of this contract, any part of the signal system is damaged by collisions, acts of God or malicious mischief, the contractor shall make such temporart repairs as may be required to render said signal system in good Operating condition. Contractor shall carry the equipment necessary to replace o repair existing signals on signal poles damaged by said causes of damage. Contractor Shall notify the Director of Public Works or his authorized representative of any temporary repairs made as indicated in Special Provisions 1-11, "Notification. " Contractor shall make permanent repairs upon authorization of the Director of Public Works or his authorized representative. City will compensate contractor for extraordinary services at the bid prices upon receipt of an itemized invoice which includes the following: a. Date of authorization, individual authorizing repairs . b. Contractor's invoiced material, plus overhead per bid, plus sales tax on the invoiced amount only (not on overhead) . C. Contractor' s bid rate, calculated to the nearest one-half hour. d. Equipment time at bid rate, calculates to the nearest one-half hour. e. Brief description of work completed on each date billed. Work: Contractor may be requested tc install, or upgrade traffic signals or electrical or mechanical traffic control equipment such extra work amy become necessary as dtermined b� the Director of Public Works or his authorized representative. - A work order issued by the Director of Public Works or his authorized representative to the contractor, describing the work to be do?te, shall constitue contractors' authorization to proceed with the additional work described. City will compensate contractor for such additional work based upon the verified invoi-ie cost of materials plus the percent as shown on the contractors proposal, Item 2 (2) , and labor and equipment time, calculated to the nearest one-half hour, at the bid rate shown on the contractor' s proposal, Item 2 (b) and 2 (c) . Contractor may, at his option, decline to perform the work specified by any work order issued for additional work. Contractor shall notify the Director of Public Works or his authorized representative of con- tractors' decision to decline such additional work within five calendar days of issuance of the work order for said work. The e ercise of this option to decline additional work by contractor shall not prohibit contractor from submitting a competitive quote for doing said work. Contractor's invoice for additional work shall indicate: (a) Work Ordpr Nu-caber. (b) Contractor' s invoiced material, plus overhead per bid. - (c) Contractor's labor charge, calculated at the hid rate to the nearest one-half hour. (d) Contractor's equipment charge, calculated at the bid rate to the nearest one-half hour. The provisions of Section 9 of General Requir,ments shall not apply. SP-5 .Insurance Contractor shall carry public: liability and insurance as required in the General Requirements , Section 7-j , "Publics` Liability and property damage insurance" ,, as revised. Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions: a Statement of Issue At their meeting of June 19, 1978 the City Council requested the Public Works Department to examine the feasibility of maintaining the traffic signals within the City by Force Account rather than by private contract. Recommended. Action: It is 'recommended that the City Council award a private contract for the maintenance of traffic signals withinthe City to Signal Maintenance Inc. in their low bid amount of $36.37 per intersection per month and per the other rates as specified in the bid package for extraordinary maintenance. Analysis: Public Works personnel met with the management of Signal Maintenance Inc, to determine whether the low bid amount of $36.37 per intersection per month could be reduced if City personnel performed some of the duties of the proposed private contract. It was decided that a reduction of $4.70 per month per intersection or an annual reduction of $3,722.40 could be realized if City personnel performed such functions as: Vacuuming cabinets. Inspecting and observing vehicle detector amplifiers. Checking pedestrian and bike push buttons. Checking magnetometer loop detectors. Check condition of poles, signals and pedestrian heads. Repair loops by epoxy touch..-up. Change air filters each 6 months. Repaint all equipment each 18.months Clean and polish all lens and reflectors. Give up receiving monthly report of contractors' activities in our City. Give up contractors" 3 year guaranteed-fixed pricing. It was further determined that based upon an annual salary of $14,000, it would cost the City $6,900 to perform the maintenance by force account. The net effect, therefore, of trying to save $3,722.40 from the private contract costs the City $6,900 or $3,200 in excess of the proposed private contract amount. It is, therefore, inadvisable for City forces to take over only a portion, of the contractor's maintenance work. The City would lose the liability protection presently enjoyed through the private contractor's insurance company, 2. We would have to acquire a ladder truck, hoist truck, testing equip- ment and an electronics laboratory. at an estimated cost of $65,000.00. 3. Assuming we could train an existing traffic personnel position to perform the numerous testing functions involved in the maintenance of traffic signals, we could not readily cover the times when such an employee would be sick or on v cation. In addi'-.ion he would be on call 24 hours per day. 4. Departmental policy is to keep City personnel to a minimum. 5. Traditionally and historically it has been proven to be cost effective to maintain traffic signals by force account when there are 10.0 or more signalized intersection. We presently have 66 signalized intersections. A third consideration raviewed by the :staff was of a Joint mowers agreement with several adjacent cities for t7affic rAg nal maintenance from a central corporation yard and electronic, laboratory. This, however, is highly political and would involve am(.--. other things the realization that govern- ment would be in direct competi'.ion with private industry presently per-- forming the service. Funding Source: The recommended private contract is: presently budgeted from -the General Fund under Account No. 415 of the Publ-ic Works budget in the amount of $9,361.00 (Jarvis) . P This maintenance contract shall be extended to include future signal t installations at the unit contract price for the signal installed, � prorated from the date of turn-on for the percentage of the unit price to be paid: The contractor shall have adequate personnel arz0, facilities to perform controller inspection of new equipment. When requested by the City, the contractor may be required to assist in the final field inspection of new installations. All work performed, or equipment or parts- supplQd by contractor, shall be subject to the inspection and approval of City, its Director of Pulbic Works or his authorized representative. The contractor shall submit on the forms provided, a resume of the company qualifications as relatad-to traffic signal work associated with installation, repairs, maintenance, modification, lab testing of new local or master controllers, and other traffic signal equipment, and including engine4aring, scientific and technical capabilities, 1-2 Preventati.vs Maintenance: Contractor shall, once each month, inspect, clean and adjust all traffic signal control equipment. The min>munl monthly inspection of each controller cabinet unit shall s consist of, but not be limited to, the following steps a. Vacuum cabinet and. remove any foreign material. Check condition of air filter, if so equipped; b, Check and, if necessary, reset timing of the individual signal phases and :i,Yterval timing circuits, with a stop watch, for conformance with timing charts provided by the City for each location. Contractor shall check pL-destrian/bicycle push buttons, magnetome'.er detectors, and inductive loop detectors, and perform :any and all prevent- ative maintenance required to keep such push buttons, magnetometers, and loops in good condition as determined by the engineer, including, but not limited to, replacement of loots or epoxy for loops and magnetometers. If during the montt,l.; inspectJ"ons of said inductive oi, magnetometer loops , the street paving is discovered to be -failing in the area of the loops , contractor shall notify City at once. If,in the op .nion of' the engineer, replacement of inductio:, loop ormagnetometers detectors is necessary due o the failing of any street paving, the City will be responsible for the replacement of the inductive loops or magnetometers. Contractor shall .check general condition of signal poles ,signel heads and pedestrian. signals. Deficiencies or repairs required shall be reported to the City immediately, or as soon as practical to do so. Contractor shall show in the monthly report a complete listing of all deficiencies found and action taken, 1-3 Repair,-and Repi.acem,�-nt -of Parts : The contractor shall replace or repair any a�_d all -defective parts of the controller mechanism is required Controller units, auxiliary equipment ,cabi,net and appurtenances such as contactors, detoctors, tra sformcrts, -relays , and related items shall e serviced end overhauled as recummenced by the manufacturer. Overhaul 'shall inrlude clea.niag,replacement of worn parts, necessary adjustments, lubrication and testing. When total controller mechanisms 'become obsolete or deteriorated to the point;of being beyond repair the contractor shall report such conditions to the Public Works Department.. The contractor shall demonstrate or provide evidence that replacement is necessary , prepare estimates in- dicating the breakdown of material and labor cysts for replacement of control mechanisms ,and submit this information to the Public Works D&part- ment. No permanent change of control mechanisms shall be done without prior approval of the Public Works Department. Defective controllers undbr • .gla^rantee shall be delivered to the manufacturer or, held for pick up by the manufacturer. All material used for repair must be in conforrity with specifications of the City or of the equipment manufacturer and w;.11 be subject to Page 12 inspection and appoval of the Department of Public Works. The right is reserved to reject at the risk and expense of the contractor all or such portion of any equipment which fails to comply with applicable specifications. 1-4 Cabinet Air Filter: Contactor shall replace the air filter element, in all -abinets so equipped, at least once each six (6) months. Contractor shall replace all air filter elements, in all cabinets so equipped, within 45 calendar days after the execution of this contract. Contractor shall show in the monthly report the date the filter element is replaced. 1-5 Group Relam ing: Contractor shall replace all incandescent lamps at all traffic signala at least once each twelve (12) months. All lamps shall be standard traffic signal lamps manufactured for this purpose and approved by the Director of Public Works or his authorized representative. Contractor shall clean and polish all lenses and reflectors, replace awl brr,':an or d-fecti_ve parts, and align signal, heads at the time of relay -oing. shall replace all traffic signal lamps at .all intersections within one hundred and twenty (120) days after the execution of this contract. Contractor shall show in the monthly report the date the relamping started and the date of completion, 1-6 Pedestrian Signals: Contractor shall, upon authorization from the City, replace pedestrian signal indications, ballasts, and transformers az they become inoperative or defective. (See Section 1-2 "Preventative Maint+3nance") . 1-7 Re2ainting of Equipment: Contractor shall clean and repaint all controller cabinets, metal signal standards except galvanized poles or, surfaces not previou,ly painted, signal heads and backplates every eighteen (18) months, br as needed in the opinion of the Director of h,;blio Works or his authorized representative, 'The first painting is to beundertaken within thirty (30) calendar days after the execution of this contract and completed within ninety (90) wonting days there- after. Contractor, fhall show in the monthly reports the date of repainting at each intersection. 1-8 Emergency Calls: Contractor shall maintain a 24 hour per day emergency service or t e replacement of burned out lamps, malfunction of, or damage to any and all signal and associated equipment. Contractor shall maintain a local telephone where he can be reached 24 hours per day, this telephone number to be made available to the Director of Public Works or )-.is authorized representative and the Huntington Beach Police Department. Contractor shall make IMMEDIATE emergency service when called by City. The word immediate is construed to mean with all possible haste. and shall not exceed two (2) hG rrs during non-working hours`, weekends, and holidays and shall not exceed one (1) hour dlarkng the contractors normal wc)rking, hours. The replacement of burned out lamps , other thaA red indications, need not be on on emergency basis provided that there are two (2) indications still operative for each direction of traitel. Such replacement shall be handled in a routine manner but always within eight (8) hours. Red lights reporte-i as being burned out shall be responded to as emergency situations. 1-9 B�qu�ipsent Required: Contractor' s service trucks shall be equipped with spare parts sufficient to place the signal system back in operation for ordinary trots ,le calls, including sensing devices for induction loop and magnetic detectors. In those cases where a .complex controller or component has to be repaired, the contractor shall install a substitute controller or component, of his own, which will function substantially the same as the controller or component replaced. In, the event it becomes necessary to temporarily install a pre-timed controller, the timing shall be set according to the tim+Ag chart provided at each signal location. (See ? -2 "Preventative Maintcnance") 1-10 Records : Contractor shall maintw__, a record of all work performed at the intersection, including but not limited to routine maintenance, service calls, extraordinary maintenance and relamping. This record shall list the dates, time of day and brief description of the ser--ice or work performed. A copy of such record shall be provided within two (2) working days upon request of the engineer. The contractor shall maintain two (?) separate forms at each intersection. One record shall indicate the routine maintenance activity; of the Contractor as it is performed, and shall show the date and time of activity, type of a.e.tivity, description of conditions observed, and identity of individual performing work, The second i°ecord shall indicate the extraordinary maintenance, modifi- cation and new installation activity at the intersection.. The information shown on this record shall be the same as above, except a description of conditions observed. shall not be required. A report showing the date and giving a brief description of all mainten- ance activities, routine and extraordinary, shall be atta.ch.eT to each monthly invoice. Page 14 1-11 Notification: The Contractor shall notify the Directo< of Public Works or his authorized representative of the alterations , sub- stitution or removal of any controller or component, or alteration to the operation of any signal system. During normal business hours of the City, notification by telephone shall be made within one (1) hour of such change. Notific•.- ion of changes made at times other than normal business hours of the. City, shall be reported by telepone within one (1) hour of the beginning of the next busines day of the City. Contractor may, at his option, make notifications by both telephone and mail 1-12 Shutdowns: Contractor shall notifir the Huntington Beach Police Department and -!Tirector of �Iublic Works or his authorized represent- ati•,re of any signal turn-offs . ,, turn-ons necessitated by his operations and shall not make said turn-off or tarn-on until a City Police officer is present or unless given permission to p_,oceed without Police control by the Director of Public Works or his authorized representative. S-P-2 Comp�nsatijn for Routine and Preventative Maintenance and Repairs : City will compensate contractor monthly at t:he lump price per signalized intersection per month as shown on the Bid Schedule of Contractors Proposal, Item Number 1 (a) . _ Said compensation shall include all services rendered., labor, materials, equipment, overhead aad profit. SP-3 Extraordinary -Maintenance and Re airs: Whenever, during the course of t-hi,s contract, any part of the signal system is damaged by collisions, acts of God or malicious mischief,, the contractor shall make such temporary repairs as may be required to render said signal system in good operating condition. The ercise of this optirn to decline additional work by contractor shall not prohibit contractor from submitting a competitive quote for doing said work. SP-6 Assignment of Contract : Contractor shall under no circumstances assign this contract wit out the written permission of the City. SP-7 Length of Contract: This contract shall commence on July 1, 1978 and terminate on March 31, 1981. SP-8 Termination of Contract: In the evert that any of the provisions of this .contract are violated by the contract=o , the City may terminate the contract by serving written notice upon the contractor of it in- tention to terminate such contract and unless within tcn (1.0) t"1\,S aftor the serving of such notice, such violation shall cease, the contract shall upon the expiration of said ten (10) days cease and terminate. This record indicates monthly routine inspection of controller and cabinet. At this time the signalman makes general observations of signal poles, signal heads, pedestrian signals, detectors, etc. If defects or deficiencies exist, he will either make repairs, or temporary repairs and/or will follow through with information to the Field Supervisor. In addition to cabinet records, an identical record chart is maintained in the office. There is also, in the office, a record of pertinent information regarding the equipment at each intersection such as pedestrian timer, detectorA, inter.-connect equipment, pre-empt `control, dial settings, key settings, etc. A seporate record is kept of all laboratory repairs to controllers showing parts or components replaced. Each service truck in the field keeps a daily record coverin his total time in each 24 hour period detailed to show the tfine of day he was at a certain intersection and brief notes of what he did. This daily record is then carried through to the inter- section records in the office. Progression of signal timing is -checked to come within plus or minus three seconds by hand-held stop watch. Quite often, progression patrol is accomplished at night when less traffic is on the street and visibility is better. When deficiencies in the signal equipment are observed either Y permanent or temporary repairs are made, depending on the ;xJ incident. This, coupled together with the present condition of the equipment,, and what type of maintenance has been performed in 'the past, gives us the necessary facts for projecting the cost to bring the equipment to tip-top shape at the beginning, and to maintain it for years ahead. At present, you have .., . intersections. We do not include the cost of detector pads detector loops or I p "lead-in", ped signal units, or the replacement of same (but have considered these items as a factor for maintaining -the system) since the life expectancy cannot be calculated. We do replace them as needed and the City is invoiced at that time. We do not include painting of poles or controller cabinets, but this can be covered under extraordinary maintenance. In summary, we propose a preventive maintenance program that is all inclusive of replacing parts, labor:, and transportation for one fixed price per month.
