RECOM MENDATiON: 1. Reject all b(ds. 2. Authorize staff to revise the plans jspecifications and re--bid the project. The base bid includes the construction of all items but the landscaping. 7. Alternate bid item #1 includes the construction of landscaping only. •Reflects audit total. Mo airs i t RCA — Warner Avenue Parkins Lot and Boat Boarding Facility; CC-691 March 10, 1987 Page 2 The low bid, less the landscaping (Alternative Bid Item #I), is $440,809. This amount exceeds available grant revenues by $101,000. An analysis of the bids results revealed that the most costly bid Item was dredging of the harbour area directly adjacent to the project site. Staff believes that the amount of dredging, and thus the project cost, could be reduced substantlaily. Therefore, the Director of Public Wbrks recommends that: (1) all bids be rejected and (2) Staff be authorized to re-bid the project with dredging i specified as a second alternate bid Item. FUNDING SOURCE: On September 18, 1985, the California Department of General Services approved our $310,000 grant with the State Department of Boating and Waterways. An unencumbered balance of $340,188 remains in fiscal account898320 (Boating Facilities) to fund construction costs. ALTERNATIVE ACTION: 1. Accept the low base bid and authorize the transfer of $111,000 (includes construction contingencies) from the unappropriated fund balance. j 2. Cancel the project. [)q Yes [ l New Policy or Exception Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments: Statement of Issue: Pursuant to Council approval, the Warner Avenue Parking Lnt and Boat Boarding Facility was re—bid on April 7, 1987. Recommendation: Accept the low bid submi`ted by Silveri and Le Bouef and authorize the Mayor and City Clerk to sign an appropriate construction contract. .Analysis: On -March 16, 1987, the City Council rejected all bids for the Warner Avenue Parking Lot and Boat Boarding Facility and authorized staff to revise the plans/specifI cations and re—bid the project. The original plans/specifications Included 7,500 cubic yards of harbor dredging. This Is an optimum quantity of dredging and not essential for project success; therefore the revised plans/specifications include three levels of dredging. Alternate Bid 1 (3300 cubic yards of dredging) is the ahsoiute nabiimum; while Alternate Bid 2 (4100 cubic yards of dredging) and Alternate Bid 3 (6900 cubic yards of dredging) progressively approaches the optimum quantity of hart or di edging. Alternate Bid 4 is landscaping only. Bids for these revisions of the project plans/specifications, as summarized on the naxt page, were received and opened on April 7, 1 S437: Staff has reviewed these bid results and recommends that a contract be awarded to Silveri & Le Bouef for the Rase Bid plus Alternate Bid #1. The contract amount, based on this approval, would be is follows: Contract Amount (Base Bid plus Alt. #1 ): $31 5,232.60 Construction Contingencies (7.906): 24 955.40 340, 188.00 Funding Source: A 370,000print was obtained from the State Department of Boating and Waterways for the design and construction of this facility. This amount exceeds available grant revenues by $101,000. An analysis of the bids results revealed that the most costly bid item was dredging of the harbour area directly adjacent to the project site. Staff believes that the amount of dredging, and thus the project cost, could be reduced substantially. Therefore, the Director of Public Works recommends that: (1) ail bids be rejected and (2) Staff be authorized to rebid the project with dredging specified as a second alternate bid item. FUNDING SOURCE: On September 18, 19851 the California Department of General Services approved our $370,000 grant with the State Department of Boating and Waterways. 2. Cancel the project.
