Hopkins, PE, Director of Public Works SUBJECT: Approve a grant of easement to Southern California Edison (SCE), on,City owned lots (APN 178-651-30 and APN 178-651-06) occupied by the Warner Fire Station and the adjacent parking lot due to the construction of Warner Avenue Gravity Sewer and Lift Station C, Project CC-1370 Statement of Issue: Due to the construction of the Warner Avenue Gravity Sewer and Lift.Station C, Project CC. 1370, it. is necessary to grant an easement to Southern California Edison (SCE) for underground electrical services to the new sewer lift station. Financial Impact: None. Recommended Action: Approve and authorize the Mayor to execute a grant of easement to Southern California Edison, located on the City owned lots APN 178-651-30 and'APN 178-651-06. Alternative Action(s): Reject the grant of easement and provide staff with alternative action. Analysis: On August 19, 2013, City Council awarded the Warner Avenue Gravity Sewer and Lift Station C Project CC 1370. Construction of the proposed Lift Station C required the relocation of an existing SCE underground service, therefore an easement for the relocated service is necessary. On April 21, 2014, City Council approved the same easement for SCE. However, the grant of easement form was outdated and SCE has requested City Council approve the easement on the current SCE grant of easement form. The previously approved easement is included as Attachment No. 2 for reference. Environmental Status: The Warner Avenue Gravity Sewer and Lift Station C Project, CC 1370 was issued a Coastal Development Permit from the California Coastal commission and an approved Mitigated Negative Declaration from the City of Huntington Beach Zoning Administrator. Statement of Issue: Due to the City's construction of the Warner Avenue Gravity Sewer and Lift Station C, Project CC 1370, it is necessary to grant an easement to Southern California Edison (SCE) to relocate their infrastructure. Financial Impact: None. Recommended Action: Approve and authorize the Mayor and the City Clerk to execute an easement agreement with Southern California Edison, located on the City owned lots APN 178-651-30 and APN 178-651-06. Alternative Action(s): Reject the easement agreement and provide staff with alternative action. Analysis: On August 19, 2013, City Council awarded the Warner Avenue Gravity Sewer and Lift Station C Project CC 1370. Construction of the proposed Lift Station C requires the relocation of an existing SCE underground service, therefore, an easement for the relocated service is necessary. Environmental Status: The Warner Avenue Gravity Sewer and Lift Station C Project CC 1370 was issued a Coastal Development Permit from the California Coastal Commission and an approved Mitigated Negative Declaration from the City of Huntington Beach Zoning Administrator.
