The exist- ing traffic control devices need to be replaced by a traffic signal installation. RECOMMENDATION: 1. That the City Council. approve the plans and specifications and authorize the advertising for bids . 2. Approve the appropric-lion of an additional $20 , 000 in Gas Tax funds necessary to finance the project. ANALYSIS : The existing traffic control devices began operating on June 25 , 1974 . They were designed for moderate traffic volumes and infrequent cross street traffic. Due to increased popularity, Goldenwest Street has become a major direct access to the City ' s beach facilities . Traffic volumes along this route have increased by approximately 4300 vehicles per day for over the last four years . In addition, the close proximity of the Huntington Beach Main Branch Library has contributed to the con- tinuing decline of the effectiveness and uself:ulness of the existing control devices. The proposed traffic signal installation is needed as a result of in- creased traffic . The installation will provide motorists with safe passage through this location. The current levels of delay will be re- duced by as much as 65% . The intersection will then be able to :Zandle existing demands in a more efficient and effective manner. The total estimated project cost is $65 , 000 . 00 . Improvements include the installation of a traffic signal utilizing some surplus Equipment and miscellaneous street widening at the intersection. The current budget includes $45, 000 for the project; therefore, it will be necessary to appropriate an additional $20 , 000 in Gas Tax funds .
