PURPOSES OF THE STUDY AND REPORT, A major purpose of the study would be to determine the space requirements of the City Functions that should be located in the new facilities and to develop a building program that would guide City officials and their architect: in the jalanning and design of the .iew facilities and the -. -tie. 5i 7,: The study would be directed toward specifying the amount and type of required space and optimum location for each City function that should be located in the facilities . Factors to be considered are : efficient , convenient service to the public; the flow and volume of work and operational efficiency; adjacency requirements of related functions ; optimum space � ` util -nation; and coat trade--offs for initial construction , r continuing maintenance and operating effectiveness. Reasoned space requirement forecasts translated into alternate building programs would assist in arriving at sound decisions regarding the amount and timing of construction phases and site planning . SCOPE OF THE STUDY The study would include the analysis oC all City functions that should be located in the City Hall and Police Department Building . The space requirements study would cove:: the City hall and Police Department employees requiring offices , work stations , equipment and other necessary facilities . Projections of the growth of functions and their space requirements would be made in five--year increments as pre- requisite in-puts for valid building alternates to guide , City officials and their planners in construction phasing and site planning . Interview management and supervisory personnel to gain a thorough understanding of present and probable t future programs , administrative procedures , and organi- zational structures as these factors relate to sound facilities planning. The final program would be aimed at: achieving most efficient space utiliza- tion; scheduling the move of functions only as space requirements warrant; locating related functions on floors for the most efficient work end traffic flow, including the public; providing efficient space for all service activities ; and identifying the alternate means of pro- vidincl ,future space requirements. -- The building program would provide the architect .with . detailed floor-by--floor space allocations to guide hi:n _ in the preparation of schematic floor Flans. The building program fur the Polica Department, as described in the following section, would be correlated with that of the City Hall to identify the optimum construction, location and occupancy. DEVELOPMENT OF BUILDING PROGRAM: FOR THE POLICE DEPARTMENT a The building program for the Huntington Beach iolice Department would be developed concurrently with the City Hall program and would draw upon much of the same research 3 and source data. The projections would be translated into space requirements covering full complement of police department services for the period of time covered by the study, sequenced by five year increments. The Conzultant would identify and assign space to the various operations and functions of the Huntington Beacli Police Department using space utilization techniques that ensure adequate, efficient space, planned on a flexible, mcdular basis to accommodate future gx +:•ath and innovations . Building operations and maintenance - custodial space, supply space, maintenance areas, mechanical and air conditioning spaces , and building core including ` elevators, corridors, stairways, and ciLculation spaces , In addition to identifying -.ie space requirements , S u A Incorporated would analyze the space to determine spatial relationships, adjacencies for work flow, public service, ease of supervision and similar factors . i a t The Consultant would also consider the possibility of ehaages in systems and procedures that could most -ppropr. iately be incorporated in the new facility, and their effects on space. These might .1nclude the application of data processing techniques, mechanization of the movement of materials and the addition of new functions . To determine the optimum building program, the Consultant would develop "statistical buildings " and evaluate the advantages of alternatives . These alternatives would be correlated with those developed for the new City Hall to identify the optimum construction, location and occupancy phasing. CONSULTATION WITH THE CITY Throughout the preparation of the report, meetings would be held with the City officials so that an interchange of ideas and viewpoints can be continuous . FINAL REPORT The written report would include all statistical material and all the reasoning necessary to reach conclusions . It would by supported with maps and charts where necessary. } Layouts illustrating the general principles in facilities planning would be presented with the written report . TII-IR REQUIREMENTS r� An oral presentation of conclusions would be made within three months of the start of the project, and the final report would be available within thirty days of presenta- tionof the oral report . PEES AND REQUISITIONS The total fee for the study, including all r( production, t' travel and incidental expenses, would be the sum of Fifteen Thousand Dollars ($15, 000. 00) . The Consultant would requisition payments in the following schedule: $7, 000 at the end of the first month; $3, 000 at the end of the second and third months ; and, $2, 000 on presentation of the final report . February 17, 1969 This agreement is terminable upon five (5 ) days written notice by either party to the other party . Upon termination city shal? pay to SUA a pro rat.a. amount ;'or work performed pursuant to this agreement and SUA shall provide the City with all information obtained too the date of termination.
