Statement of Issue: The City of Huntington Beach applied for and received a $2,326,000
competitive Proposition 13 Grant from the State of California for a project that will divert and
treat urban runoff into Ta'bert Lake (Talbert Lake Diversion Project). A resolution approving
the Agreement and authorizing a City representative to sign related documents is required.
Funding Source: The State of California will award $2,326,000 for the Talbert Lake
Diversion project. A 20% grant match amount of S465,200 is required and is being pursued
from the Southern California Wetlands Recovery Project (SCWRP) and other available
funding sources. Funds will not be expended until sufficient matching funds are identified.
Recommended Action: Motion to:
Adopt Resolution No. a200V- 63 , a Resolution of the City Council of the City of
Huntington Beach Approving the Proposition 13 Nonpoint Source Pollution Control Grant
Agreement with the State of California for the Natural Treatment System-East Garden Grove
'Nintersburg Channel Urban Runoff Diversion into Talbert Lake Project.
Alternative Action(s):
Deny approval of the resolution. This action will result in the forfeiture of $2,326,000
Proposition 13 grant funds for the Talbert Lake Diversion Project.

Analysis: The Talbert Lake Diversion Project will divert between 3 and 5 million gallons
per day (mgd) of urban runoff from the East Garden Grove Wintersburg Channel (EGGWC),
through pre-treatment devices, and into a 15-acre area in Central Park for treatment to
remove numerous pollutants, thereby significantly reducing pollutant loading to the coastal
receiving waters. The project will protect the beneficial uses of our coastal waters, and
provide multiple benefits to the region, including enhancement of habitat value, educational
opportunities, increased park attendance and recreational opportunities, groundwater
recharge and seawater intrusion barrier enhancements.
The EGGWC is a County-controlled, regional channel that drains up to 7 mgd of urban runoff
from a 22 square-mile watershed extending as far northeast as the cities of Orange and
Anaheim. The channel discharges into the lower Bolsa Chica wetlands, Huntington Harbour,
Anaheim Bay, and ultimately the Pacific Ocean. The State Water Quality Control Board has
designated Huntington Harbour and Anaheim Bay as 303(d) listed impaired waterbodies due
to urban runoff, storm sewers, and unknown sources; which means that we are subject to
impending enforcement action to help facilitate abatement measures.
The proposed project's primary treatment technology is the use of a Natural Treatment
System (NTS), also referred to as a "constructed wetland". A NTS is an area that receives a
constant water source with vegetated coverage and pool areas of varying depths. As the
urban runoff passes through the NTS, pollutant removal is achieved through settling,
ultraviolet radiation and biological plant uptake. NTS' are proving to be among the most
effective stormwater treatment best management practices in terms of pollutant removal.
Following the NTS, the treated urban runoff will be used for the rehabilitation of Talbert Lake
(presently dry as a result of water table drawdown caused by regional groundwater pumping,
and drought years) and, possibly, Huntington Lake and the Shipley Nature Center.
The methods chosen for this project will be based upon existing treatment successes with
NTS' implemented in the region. NTS' have been implemented as a technically and
scientifically sound means of preventing and restoring water quality and have been shown
capable of sustaining water quality benefits. Examples of successful NTS projects treating
urban runoff are widespread and are becoming increasingly common. Irvine Ranch Water
District's San Joaquin Marsh is 202 acres in size and has been successful in removing
pollutants from urban runoff by diverting the flow from the San Diego Creek, into treatment
wetlands. In Laguna Niguel, a 4.1 acre NTS was constructed to treat urban runoff from a
combined watershed size of 1,076 acres. Average bacteria indicators in this project were
reduced by up to 99 percent.
The Talbert Lake Diversion project will comply with the California Environmental Quality Act
(CEQA) and an environmental impact report (EIR) will be prepared. Project components will
include a channel diversion structure, pump station, control system, existing pipeline
inspection and rehabilitation, additional conveyance piping, pretreatment, NTS, Talbert Lake
rehabilitation, groundwater recharge enhancements, educational exhibit, and monitoring.
The NTS design will consist of permanent shallow ponds that will support the growth of

emergent wetland plants, as well as deeper open water areas. The final site design may
include modifications to reflect the change in wetland treatment science.
It must be emphasized that this project is still in the earliest conceptual phase, and once
funding is received, a consultant will be hired to refine and develop plans using the most
current and successful treatment technology. With the announced grant funding, staff has
already received numerous inquiries and requests for presentations and briefings. Staff is
developing a public information program for this project that will provide information at the
appropriate times and as the project is moved toward implementation.
Public Works Commission Action: Not required.
Environmental Status: All required environmental analysis for this project will be
accomplished once the project is funded and upon design completion.
