General - The work in general described by these Special Provisions shams consist of the demolition of a two-story non-reinforced brick structure, abandonment of all utilities , regrading Qf the lot, and general cleanup of the site . II . The Contract Documents shall consist of the specifications , bonds , insurance certificates , the Contract , required permits , together with the plans . The specifications shall consist of the requirements and conditions of the following documents; General Requirements of the City of Huntington Beach , Special Conditions , Special Provisions , No- tice Inviting Sealed aids , and the Proposal . III. Plan: shall consist of a generalized sketch of each floor of the sub- ject structure. These plans are submitted to furnish an indication of the number of rooms , walls , doors , windows , and plumbing fixtures , and are not representative of the type of materials in the structure proper. The contractor shall ascertain this information by his own appraisal during visit to the job site as described hereinafter. IV. Examination of premises - Each contractor , by submission of a bid, shall be held responsible to have visited the site and to have deter- mined for himself all the existing conditions and limitations which may affect the work specified to be performed . Each contractor sub- mitting a bid will be responsible to determine all quantities of total work including , but not limited to , demolition and removal from the site footings , walls , floors , roof , and all the pertinent components of the structure. V. Permits - The successful contractor , prior to commencement of work on the project , shall obtain at his cost all permits necessary for this type work . These permits shall include , but not be limited to, a Demo- lition Permit from the Department of Building and Safety of the City of Huntington Beach , an Encroachment Permit from the Department of Public Works of the City of t';.:ntington Beach , and an Encroachment Permit from the Division of Highways of :he State of California . The permit for the demolition required by the State of California South Coast Regional Commission has been applied for and obtained by the City of Huntington Beach. Conditions of this latter permit are on file in the r.►epartment of Public: Works , City of Huntington Deach , and the contractor , in addi- t.ion to the requirements of these Special Provisions , shall adhere to the conditions of this permit . This includes posting in a con©picious place on the project of the permit card. V1 . Utilities - The contractor shall abandon all existing public utilities serving this structure and salvage of the public utility meters shall belong to the serving company . The companies include Southern Califor- nia Edison Company, Southern California Gas Company , General Telephone Company , and the City of Huntington Beach Water Department . Prior to starting of the demolition, the Department of Public Works will call each serving company and cancel the service for billing purposes . The -1- 711 contractor, upon commencement of work on the site, shall contact each of these companies to remove their meters prior to demolition which will endanger them. Upon completion of the basic building re- moval , the contractor shall search for , locate, and plug the existing sewer lateral or laterals which serve the structure and the plugs shall be placed at the property line of the structurea lot and the alley . Completion of these plugs shall be in accordance with the di- rections and regulations of the Huntington Beach Department of Building and Safety. VII . Access for trucks - The contractor shall for the major part of the project render access for trucks loaded with debris and salvage materials at the 5th Street side of the structure, with the trucks being confined to the parking lanes . Access for loading into trucks on Pacific Coast Highway shall be limited to r. very minimum usage and must be approved by the Inspector prior to so scheduling . VIII . Sidewalk barricading - The contractor shall provide solid barricading for the full length of 5th Street and Pacific Coast Highway separatin5 pedestrians from the working area . These barricades shall be ply4wood or equivalent approved materials 8 ' in height braced for stability ei- ther to the building wall or to the sidewalk . Exterior of the barrica- ding the contractor shall provide that the pedestrian path have a mini- mum of 4 ' in width and defined by posts and ropes between the bars i- cade and vehicle traffic . During the periods trucks are being loaded , adjacent to the pedestrian rope , contractor shall provide additional ropes as necessary creating a walkway exterior of the truck and aW l provide street barricading as required by the Inspector to protect this pedestrian lane . IX. Grading Vie contractor , upon completion of the removal of all the components of this structure, shall import sufficient soil and perform grading to leave the lot, in a relatively flat plane condition. Com- mencing at the back of the walk this plane shall rise at a rate of one half percent for the width of the lot , with a combination plane at the front corner an.: rear corner which is compatible with the alley and the Pacific Coast Highway sidewalk . Trenches over one foot in dapth created by the voids of the footing removals , shall be compacted by wheel roll- ing and water sett• 1inq .and/or mechanical equipment compaction to leave these areas in a condition of 90* relative compaction . Testing of the compaction will be at the option: of the City and paid for by the City . X. Repair of Damages - The contractor shall be held responsible to repair damages to City and State sidewalk , paving , parking meters , or other facilities . Prior to commencement of any work , the contractor shall walk these areas with the Inspectors and note any existing visable damage. Subsequent to completion of the project , request by the lnsnpec;or to perform repairs , must be completed as requested unless such damage in on the initial inspe,:ti.on list . Claims of prior damages will not be honored unless such damages are on this list . Damages to areas noted on this list obviously caused by the construction company which in- creased the prior noted damage shall be considered new damage and must be repaired. -2- XI . Adjacent Building tiring cleanup operations of the w te, the contractor shall clean the wall of the adjacent building to the demolished structure to a flat vertical plane, the surface shall be prepared and ready .for painting, rough mortar joints' shAll be bush-hammered or chiseled off, the gall wirebrushad or sandblasted, and washed dawn to remove dust and other materials. The walla shall then be painted with a Sinclair or equal brand product suitable for covering brick walls . Coats shall include a base sealer coat, two top coats , a StuccoLife or approved equal . Color: selection shall be provided by the City of Huntington Beach. The City of Huntington Reach will acquire purmi.ssion from the owner of this building for this work which shall not commence until such permission is in hand. XII . Clean-up - The contractor shall daily cleanup debris from the side- walk and street area leaving a condition safe: !or vehicle traffic and pedestrian traffic and free from excessive dust. Final clean- up shall consist of hand or power sweeping the street and side-walk areas , removal of all barricades , ropes , and ot•.her construction equip- ment, and all demolition materials and the area left in a first class condition satisfactory to the Director of Public Works . XIII . CC-324 Gentlemen : The bids for the subject project for the demolition of a two story, non-reinforced brick structure at the corner of Fifth Street and Pacific Coast Highway were received November 14 , 1974 , and have been reviewed and found to be satisfactory. The estimate for the project is S18 , 000 based on normal demolition and, salvage estimates , and the proposals submitted are listed below in order of dollar amount. The project is a ,result of the Notice to the city of Huntington Beach pursuant to the abatement of a dangerous building condition. This is not a budgeted project, however, funding will come from a Contingency Fund as approved by the Finance Director . The original order war appealed and a time extension granted to November 30 , 1974 , for a date of vacating the building, and a subsequent request for an additional time extension to the Board of Appeals resulted in no change from the original extension. There is now pending an application with the South Coast Regional Commission for a permit to perform the demolition work and the work, even though bid , will not commence until the permit is in hand. 1 . Rowlands Subject : Demolition at 5th and Pacific Coast Highway - CC-324 Gentlemen : Transmitted herewith are the Plans and Specifications for the demolition of the two-story brick structure at the corner of 5th and Pacific Coast Highway . This project is a result of the Notice to the City of Hunt- ington Beach pursuant to the abatement of a dangerous building condition. This is not a budgeted proiect . The original order was appealed and a time extension granted to November 30 , 1974 for a date of vacating the building and a subsequent request for an additional time extension to the Board of Appeals resulted in no change from the original extension . There is now pending an application with the South Coast Regional Commission for a permit to perform the demolition work and tho work , even though bid , will not commence until the permit is in hand . The estimate for the project is $ 18 , 000 based on normal demolition and salvage estimates .
