Statement of Issue, Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status,Attachments) Statement of Issue: Bids received for the Traffic Signals at Graham Street and Heil Avenue, CC-1217; and at Nichols Street and Slater Avenue, CC-1236 were either non- responsive or exceeded the budgeted amount. Authorization is requested to reject all bids and to re-advertise the project. FundingSource: Project funds are budgeted in Traffic Impact Fee Traffic Signals, Account J 9 P g No. 20690007. 82700. The engineer's estimate for construction is $175,000. Recommended Action: Motion to: 1. Reject all bids received for the Traffic Signals at Graham Street and Heil Avenue, CC- 1217; and at Nichols Street and Slater Avenue, CC-1236, and direct the City Clerk to return all bid bonds; and 2. Authorize the Director of Public Works to re-advertise the project. Alternative Actions?: Accept the lowest responsive and responsible bid by Moore Electrical Contracting, in the amount of$328,775. This action would require an additional $153,775 be appropriated from the Traffic Impact Fee, Measure M or Gas Tax Fund, F E-"-A REQUEST FOR ACTION MEETING DATE: 5/2/2005 DEPARTMENT ID NUMBER:PW 05-023 Analysis: Bids for the project were opened on March 8, 2005, and are as listed below: ,No BIDDEIW,, NAIIE TOTAL BIB AMOUNT 1 Oak Engineering $190,000 2 Prispection Engineering Construction $200,136 3 IMoore Electrical Contracting $328,775 Oak Engineering and inspection Engineering Construction did not satisfy required licensing qualifications and, therefore, were non-responsive. Moore Electrical Contracting submitted a bid that was $153,775 over the project budget. Staff contacted Moore Electrical Contracting to determine how they arrived at their bid, but they proposed only a minor adjustment. Staff remains confident that the project can be constructed within the current budget. Therefore, staff recommends that all bids be rejected for the Traffic Signals at Graham Street and Heil Avenue, CC-1217; and at Nichols Street and Slater Avenue, CC-1236. Staff is current! reviewing the design with the Ci 's design consultant as well as with the Y 9 9 tY 9 bidders, in an effort to clarify the bid documents to help ensure a uniform understanding of the bid requirements. Upon completion of this effort, the project will be ready to be re- advertised. Public Works Commission Action: The Public Works Commission recommended the project on December 15, 2004, by a vote of 6-0-1 (Commissioner Horgan absent).
