BEARDSLEY, PUBLIC WORKS DIRECTO SUBJECT: APPROVE PROFESSIONAL SERVICE CONTRACT TO PERFORM WATER QUALITY ANALYSES Statement of Issue,Funding Source,Recommended Action,Alternative Action(s),Analysis,Environmental Status, Attachment(s) Statement of Issue: Water Quality analyses for the City's water supply must be performed by an independent, state approved laboratory. The annual expenditures for this service exceed $20,000.00 and thus require Council authorization for Professional Services. Proposals for this work have been received and an award of contract is ready to be made. Funding Source: Monies budgeted in the Water Fund Operating Account E-EW-PW-925-3-90-00 for FY 1998/99 are intended and sufficient to fund this work. Recommendedc io : 1. Approve the selection of Truesdail Laboratories, Inc. in an annual amount not to exceed $40,000.00. 2. Authorize the Mayor and City Clerk to execute the attached Professional Services Agreement with Truesdail Laboratories, Inc. Alternative Action(a): 1. Do not select the use of Truesdail Laboratories, Inc. and direct staff on how to proceed. 2. Direct staff to solicit additional proposals. It should be noted that staff must use the Department of Health Services' list of approved laboratories. To staffs knowledge, the six laboratories listed below are the only approved laboratories within Orange, Los Angeles and Riverside counties that meet all state approvals. REQUEST FOR ACTION MEETING DATE: December 7, 1998 DEPARTMENT ID NUMBER:WO9819-02 Analysis: The City of Huntington Beach is required by the State Department of Health Services (DOHS) to perform specific water quality analyses on a scheduled basis. A California State Approved Laboratory must perform these analyses. The City does not have the facilities to meet the approved laboratory standards. The cost for the City to open an approved laboratory and operate it on an annual basis would be cost prohibitive at this time. A minimum of two new employees would be required at an estimated cost of $125,000.00 per year. Capital costs for the laboratory equipment are estimated to be $250,000.00 initially. More equipment would need to be added as time went on. The laboratory also would not be used on a continuous basis as the workload is not heavy enough. This type of work is best contracted out to a private laboratory already approved by DOHS. In accordance with Huntington Beach Municipal code 3.03, any request for use of professional services in excess of $20,000.00 must have approval of the City Council. A Request for Proposal to provide professional laboratory services for FY 98/99 was mailed to the following qualified laboratories: 1. Applied Physics & Chemistry Laboratory Chino, California 2. Associated Laboratories Orange, California 3. Clinical Laboratory of San Bernardino Grand Terrace, California 4. Edward S. Babcock & Sons Riverside, California 5. Sierra Laboratories Laguna Hills, California 6. Truesdail Laboratories Tustin, California Proposals were received from five of the six laboratories (Applied Physics & Chemistry Laboratory of Chino; Truesdail Laboratories, Inc. of Tustin; Sierra Laboratories, Inc. of Laguna Hills; E. An evaluation of these proposals in accordance with the attached City approved Rating Form and State "Mini-Brooks Act" determined the proposal submitted by Truesdail Laboratories, Inc. to be the most .responsive. It should be noted that staff rated all five submittals qualified to perform this contract. Truesdail Laboratories, Inc. rated higher in point selection than any of the other submittals. Sierra Laboratories was the second highest rated laboratory. Truesdail Laboratories, Inc. is the current Contractor and has the Approved Insurance Accords on file within the City's Risk Management Division. Part 9060 Scope and Application This is a detailed list of instructions for aseptic collection of drinking water samples from a distribution system. SAMPLING INSTRUCTIONS MICROBIOLOGICAL-DRINKING WATER Coliform and Plate Count 1 . The sample container is a sterile plastic wide mouth bottle containing sodium thiosulfate to neutralize residual chlorine. DO NOT RINSE OUT THE THIOSULFATE. 2. Open the tap and let water run for 1 - 2 minutes (one minute minimum) prior to sampling. 3. Use a waterproof ink felt marker to identify the sample with the information indicated on the label. 4. Collect .a sample of water for chlorine residual. Measure total chlorine residual when Chloramines are present and free chlorine residual for chlorination. If no chlorine residual is observed flush system for an additional 1-3 minutes. If after 5 minutes no chlorine residual is detected then collect the sample and indicate duration of flushing and any field observations (color, odor, turbidity of water). 5. Based on site conditions (running sample tap, dirt present) or if required by client, after the chlorine residual is measured the area can be disinfected (chlorine spray, alcohol spray, or flame) and the microbiological sample can be collected. F 4 L I Revision: 4 Date: 8/98 Prepared by: Steve Roesch Page 2 of 2 6. Remove the cap and hold cap upright without touching the inner surface with fingers. DO NOT SET CAP DOWN. 7. Hold sample bottle near the bottom and let the water flow into the bottle without touching any other surfaces. Fill the bottle to within 112 inch of the top. Replace the cap immediately. 8, Record the date & time of collection and chlorine residual measured on the field data sheet or bottle label. Document the collector's initials, sample type (routine, repeat, etc.) and any field comments as appropriate. 9. Measure additional field parameters (temperature, etc.) when required. 10. Place sample containers into the ice chest with frozen blue ice and maintain below 100C during transportation to laboratory. Samples should be received by laboratory within 6-8 hours of sample collection and stored at 40C until examined. The time between sample collection and examination should not exceed 24 hours.
