SCOPE OF SERVICES
TASK 1 - Identification of Recreation and Leisure Service Needs
The intial step in the determinatior of the optimal mix of viable
revenue producing uses involves the identification of the recreation
and lesiure service needs of the area. This effort will involve the
review and evaluation of existing literature* and studies regarding
estimates of demand for recreation and leisure services in the City
as w-ill as in the surrounding area.
TASK 2 - Compilation of Inventory of Leisure and Recreation k'isources
A survey will be conducted using existing reports and studies to compile
an inventory of various existing and planned leisure and recreation
resources (such as parks, playgrounds, RV campgrounds, equestrian
centers, skating facilities, golf driving ranges, tennis/racquetball
complexes, miniature golf facilities, etc.), both private and public,
in the City and surrounding area. The intent of this survey will be
to define and establish the amount and extent of current opportunities
-for recreation and leisure activities. Estimates will be dc-veloped
regarding the current usage of these resources in terms of such
gLantities as activity occasions and number of visitors/customers
per day.
TASK 3 - Conduct of market Support Analysis
A comparison will be made of the identified recreation and leisure
service needs in the City and in the surrounding area versus the
availab;e leisure and recreation resources. Population project/ons
will be compared with recreation activity protections to determine
those specific types of recreation and leisure service needs that are
not currently being met and/or do not appear to be met in the near
f-ture. An analysis will be made of the _,xtent of competition between

exist .g resources and the availability/accessibility of
these resources to the residents of the City. For those services
for which there are user charges, these will be identified and
the various schedules of charges will be tabulated as a function
of the type and extent of services provided. An assessment will
be made of the size and characteristics of the potential market
area for these types of services.
TASK 4 - identification and Evaluation of Potential Revenue-
Producing Uses
Upon completion of the market support analysis and determination
of the market areas for revenue-producing uses, the next step will
involve the detcrminatior of those revenue-producing uses which are
viable candidates for the Huntington Central Park in terms of adequate
market support and insignificant competition from similar uses either
is tha City or in the surrounding area. Consideration will be giver:
to such potential uses as: gymnasium, campgrounds, restaurants, golf
driving range, fishing lake, tennis/racquetball complex, skating
facility, equestrian center, playland/day care center, bailfield com-
plex (with rugby, soccer, baseball and football uses), mini-cycle/
j bicycle training area, model car racing area, sports/recreation

shops, baseball pitch and Fatting cage complex, adventure playground,
II{ water slide facility, pitch-n-putt or +riniatire golf course, per•forr..ing
arts amphitheater, h^telrconvertien center complex, electronic game
arcade, etc. All potential candidates will be evaluated in terms
of their facility requirements !acreage, building square footage,
utilities, parking accessibility, etc. ), method of operation, pro-
jected rev?noes and operations expenses.

TASK 5 - Formulatiot of Alternative Plans of Development
An examination will be conducted of the Huntington Central Park area
to detetmine the possible locations of the more attractive potential
revenuz-product; " >es identified in Task 4. Consideration will be
given to the various site constraints (such as steep slopes, high water

table, low bearing strength, drainage, low inherent fertility,
slow permeability, percolation rate, flooding hazard, depth to
hard bedrock, sh^ink-swell potential , susceptibility to sliding,
etc. ), compatibility of uses, the mix of passive and active uses,
environmental factors and overall site requirements in terms of
space and facilities rseeded. It is anticipated that there will be
numerous compatible combinations of revenue-nroducing and non-
revenue-producing uses that are plausibre alternatives for the area.
In this regard, these reasonable alternatives (probably no more
than 8-10) will be formulated and defined, and preliminary sate plans
will be prepared to show conceptually the mix of uses as well as the
possible locatior of each such use.
TASK 6 - Determination of Infrastructure Improvements and City
Services Required
For each alternative Huntington Central Park land use plan developed
in Task 5 an analysis will be undertaken to determine the extent and
likely cost of infrastructure improvements necessary to support the
specified mix of land uses such as sewer lines, sewer pump stations,
storm drains, water lines, water trunk feeders, wells, reservoirs,
electricity lines, telephone lines, gas lines, etc. Sources of funds
for payment of these capital expenditures will also bQ identified. It
is planned that considerable interaction will be required with "ity
staff from Public Works ana the Water Deoartment to obtain, accurate
estimates of there types of capital improvements.
TASK 7 - Perfor-,^ance of Curative Analysis of Lana Use Alternatives
A detailed economic analysis will be performed for each Huntington
Central Park alternative formulated. This econ:.nic analysis will
include a 10-year pro forma* analysis of projected revenues to be
derived from each revenue-producing use based on assumed usage
scenarios versus the corresponding operating expenses to be .incurred.
See Appendix A for a description of Ultr,systems' computerized pro for-oa
progran ti.-hich will be utilized.
Using the results of Task 6, the estimated capital expenditures
to be incurred by the City will also be considered in the context
of the pro formea analysis to assess whether or not payback will
occur and, if so, when. A preliminary environmental assessment
will be perfo nned to identify the potential environmental : ,acts
that might be expected to occur from implementation of each alternative.
in particular, consideration will be given to the impacts on par-king
requirements -nd on circulation patterns in the immediate area. A
"matrix-type" comparison will be performed for each of the alternatives
showing the overall economic and potential environmental benefits as
well as disbenefits associated with each alternat**ve plan.
TASK 6 - Preparation of Final Report and Recommerdations
The final step in this 8-step approach in the ccijduct of this
economic feasibility study will be to prepare a final report docu-
menting the results of the preceding seven steps. Included in this
report will be a recommendation' as to which alternative (or alternatives)
is the imost economical'v attractive :.o the City and the likelihood
that the plan would pay for itself as well as the maintenance of other
recreation and leisure activities in the City. This report and its
contents can be regarded as the b%.sis; for the next step in the develop-
ment of a Master Plan for the area and the preparation of a comprehensive
Environmiental Impact Report.
