First Phase : The first phase shall consist of the following analyses , recorm;endations and directiun relative to a revision and reorganization of Diviston 9 , including: TASK A . FOR DIVISION 9 M-' IRITE On June 3 , 1975, the City entered into an agreement with the consulting firm of Urban Futures, Incorporated to perform a comprehensive rewr�.te of Division 9 (Planning) of the Huntington Beach Ordinance Code. The agreement stipulated a number of � functions which were to be performed including but not limited to preparation of new administrative procedures , extensive editing to eliminate duplicate or conflicting portions of the i code and an analysis of existing development standards . I The original contract was modified once to refle^t direction to perform both clerical and substantive work simultaneously i rath'ar than separating these two tasks into two different phase:. . This new approach provided an imp,ovemtent; howevr-r, it is apparent that. we will still not achieve the desired results. Some of our concerns are : a. A more comprehensive analysis is required to ---esolve and set forth new administrative procedures to expedite plan prccessing associated with Division 9 in the future . This , in our opinion, exceeds the scope of the contract with Urban Futures , Inc. a b. The drafts of new code provisions received from Urban q Futures , Incorporated have not sufficiently remedied all problems known to exist: in the cods:. c. An excessive amount of staff time has been incurred in monitoring this project . The staff is therefore proposing to complete the document: and utilize time formerly devoted for review to productive time. In this manner , the extent of review by the City Attorney and other staff personnel .-i11 he substantially diminished. RECOMMFNDNI ION: The staff recommends: 1. Terminating the contractual agreement with Urban Futures, Inc. 2 . Direct staff to complete this assignment with City personnel . 3 .
