While this delegation will soon be met ' I by a cash settlement, when the twenty percent housing set-a-side and administrative '�'! expenses are Fubtrected from the totsl increment, this leaves little to undertake new projects in the area. It is estimated that the agency will lorte approximately $150,000 in tax increment in the 7akview areo in Fiscal Year 1987-98. This project area inc.udes the Civic Center and vacant residentially zoned property. While the amount of tax increment currentiy collected from the area is minimal (approximately $2,000 per year) plans for development of the vacant residential p•operty are pending entitlement approval. Also, plans for tht expansion of the Civic Center, including the development wing, is7-1 provision of additional parking, and perhaps the construction of a community center on the site are all moving forward. The cost to amortize these new facilities wi;l exceed tl~,a current tax increment cap. The proness to amend a redevelopment plan closely parallels that for the adoption of a plan. It is estimated that these proposed amendments will require approximately one year and commencing the process now will permit adoption of the amendments before the commencement ui the 198°-•90 fiscal Year. •pax ` �' It must be noted that there amendments witi require the agency staff tc consult with t PLC r other taxh'ig entitles and 'lay result In one or more of these agencies calling for fiscal 4 review. Therefore, while the amendments will increase the tax increment cap, it is '.` 7��.1;` possiblm; that the agency will find it necessary to Pass through some increment from r�1, i these areas where no such agreements vtith other tax entities now exlst. However, if the regi'ests for increment pass through from ether taxing entities shrifuld prove too "S, c�` ::,• ' onerous, the agency may elect to cancel the plan amendments. Staff has Interviewed four firms that provide consultant services for new plan adoptions and plan amendments.
