(VA) is very pleased to submit this proposal regarding the civil engineering and landscape architectural desi n for the City of Huntington Beach Koledo Lane E Y g improvements. We have carefully reviewed your September 30, 1983 RFP,and have,structured our response with a proposal tailored to meet the City's objectives for the revitalization of Koledo Lane. Our proposal presents the following components: SCOPE OF SERVICES PROFESSIONAL FEE PROJECT SCHEDULE PROJECT TEAM PROJECT EXPERIENCE Van Dell and Associates is a multidiscipline consulting firm offering professional services in the fields of Civil Engineering, Landscape Architecture, Traffic Engineering and Community Planning. Our strength lies in the integration of these related disciplines as would be required for municipal redevelopment projects. Our project team is composed of ke P P J P .� P Y in-house.staff members representing the related disciplines, each with strong.municipal experience in improvement plan preparation, landscape design, utility.coordination and topographic surveying. Van,Dell and Associates recently completed improvement plans for the redevelopment of Maine Avenue in downtown Baldwin Park, The project consisted of plans (55 mylars), specifications and estimates for topography, demolition, street improvements,.storm drain, traffic signals, electrical, landscape construction, planting, irrigation and striping. From this and many other projects,,VA staff has become familiar with the requirements for federally ;Funded projects. i .SCOPE OF SERVICES x Van Dell and Associates, Inc. (VA) will place considerable empha.sis`on cost=effective engineering/landscape �3esign. Special attention `will be paid to r:inimizing the construction costs by salvaging as`much of the existing street as possible and preserving the'existing trees and pavement where appropriate. f The following. Scope of 'Services includes coordination with the City and the project architect during the various stages of preliminary, and final plan preparation. Preparation of '.'as -built" construction plans and preparation of construction costand quantity estimates is also included. 1. Topographic Base Map Van Dell and Associates will prepare a project base topographic map at 1"=20'. The topographic map will be �.. -:prepared from , p p red m field surreys and will be bounded by the alleyways located on all four sides of the project. The horizontal and vertical field surveys will be in sufficient `detail'eo prepare the proposed working drawings. The map will be ;drawn on mylar and will include the following: 1. Existing above ground structures; 2. Existing streets and roads; 3. Existing 'utility poles; 4. Existing fences; 5. Existing 'sidewalk; 6. Existing trees; ra 7. Names of streets roads and other features; 8. Vertical alignments fnclutiing drainage patterns, curb 9rades and walls s .. Accurate. field data is the foundation for lefficient and s practical implementation of design which avoi'ds conflicts between' existing and "proposed improvements. Time has been allocated':Ior VA staff to study'and analyze the existing -�, field conditions. This survey data will not`only be used as a, base for plotting existing improvements but as an inventory r - •. of features .to`'be compared with the existing plans. r , 2. Site Plan Van Dell and Associates will prepare a•project site plan at a scale of 1"=20'. The site plan will incor ora e t p p t he topographic.'data as well as engineering design constraints and criteria'as may be required. Site grading and drainage systems, as well as other utilities, will be considered for roptimal cost-effectiveness. Existing trees will be preserved �wherever'practical, as amenities to the neighborhood and in :r order to`help keep construction costs down. The design will be compatible with the existing buildings and with the new architectural improvements. A preliminary cost estimate will e - in conjunction with the site plan. b prepared J VA -will 'prepare the P P site plan with consideration of the following constraints and opportunities: r 1. The plans will include the 'design'of the alleys, parking areas, garage pads, drainage structures, and.water and sewer connections to the 1 proposed units above the garages. The plans will be prepared inconformance with, the City's standard drawings, including title'sheetwith all 'the 'necessary construction notes and general notes. A demolition plan will be prepared. r± . Using the standard construction specifications and contract g P documents acceptable to the City, Van Dell and Associates will,pre'pare the special provisions section as appropriate to this project. The special provisions section of the specifications will reflect the constraints the City staff, County staff or project engineer may wish to impose on the �r contractor. Provisions may include, but will not be limited to, hours.of operation, detours and noise levels. Van Dell and Associates will be available for interpretation of the plans''during the construction phase of the project. VA will prepare a final construction costs and quantity estimate. This quantity and cost estimate will reflect those items constructed or relocated on the improvement plans. A tentative construction schedule for the project will also be prepared. ..VA.computer software includes programs for .quantity estimates, cost estimates, and construction r� scheduling. 4. Landscape Architecture - Plans, Specifications and Estimates _r Van 'Dell and Associates will prepare and process landscape architectural plans at 1"-20' scale for the project area. VA will attend ,the appropriate staff meetings for this project to ensure that the civil engineering and landsca'pF services during the construction phase. Van 'Dell and Associates will provide the necessary liaison with the 'utility companies (gas, electric, telephone) to ensure that the relocation or undcr;roun'ding of these JI .`"facilities correlates with the anticipated construction .schedule for the project. Quite often on projects of this type, the relocation of public utility company facilities is an afterthought and little attention is paid to the details. Telephone vaults, gas meters or electric vaults may be placed in areas of high visibility or poor access. For this reason, Van and Dell Associates will review the preliminary and final designs submitted by the public utility companies to ensure systems are adequate to meet client's needs and are consistent' with overall development plans. - 6.. Reproduction Costs VA will prepare for City s use 40 sets or improvement plans (engineering and landscaping) and specifications for all construction plans prepared by VA for the site. VA will also prepare 10,sets of plans for City submittals and review. This item includes miscellaneous reproduction costs during the course of _design including the photographic reproduction of the topographic base maps onto .,he design mylars. VA will provide one set of reproducible as -built mylars for City use. A ' ti r PROFESSIONAL FEE �. PROJECT SCHEDULE A project schedule is indicated on the following chart. If necessary, portions of the schedule can be accelerated to meet the needs of the City of Huntington Beach. We suggest biweekly Project Development meeting, with City staff and Van Dell and Associates personnel to expedite the preparation of the 'plans. The following projects are listed in this proposal as a demonstration of our commitment to our clients and their timing constraints. 1. Santa Ann River Special Study Orange County, California Van Dell and Associates prepared preliminary project layout drawings (35 sheets) and preliminary construction cost estimates for <.� increasing the capacity of 31 miles of the Santa Ana River. The study consisted of submitting a detailed construction cost estimate with a total project cost of $800 million. The majority of the study was completed within two weeks. 2. Moulton Parkway Improvement Plans Tustin, California _. The cities'of Tustin and Irvine needed to accelerate the preparation of improvement plans for Moulton Parkway from Redhill Avenue in Tustin to Culver Drive in Irvine. Van Dell Arid Associates prepared 39 sheets of plan and profile, 16 sheets of bridge plans, and performed all field reconnaissance within a _. two -month time game. 3. Foothill Transportation Corridor Orange County, California Van Dell and Associates Inc., prepared a comprehensive route -alignment study for the proposed Foothill Transportation Corridor for the County of Orange. The first phase (completed in three months) included the preparation and evaluation of conceptual studies at a scale of 1 inch per 1,000 feet. This phase requires substantial data collection, development of design standLids, analysis of transportation system impacts, land use compatibility analysis, preparation of a matrix evaluation, and analyzing 51 alternative locations. The second phase (completed in 2.5 months) included the preparation of studies at a 1 inch per 400-scale for logical alternative routes and completion of a Draft Environmental Impact Report (DEIR). The studies address earthwork quantities, arterial highway interchange structures, land use compatibility issues, environmental factors, geologic considerations, and right-of-way requirements. A major contributor to Van Dell's costeffectiveness, quality control and speed is'the firm's computer hardware and software '� system. The system runs a Digital Equipment Corporation minicomputer, Model PDP 11/44, and drives a Calcomp Model 960, high speed plotter. This system is fully integrated into the engineering/landscaping -design - drafting process and is addressed directly by the technical staff, most of whom have a computer terminal at their work stations. The proposed alleyways, parking areas, landscape elements, and design surveys will be entered into the computer data base. The engineering and landscape plans can then be plotted at virtually any scale. The use of this computer data base will be a major cost effective/time saving tool during the construction phase of the project. Our team has been structured to maximize efficiency with very experienced and capable engineers and landscape architects. A list of related projects completed by VA staff is attached and resumes of the proposed team members included. A project team chart is also enclosed. The following is a brief summary of the related experience of the project team and our subconsultants: Mr. Robert C. Liewer, Y.E. brings six years of experience to this project with particular emphasis on management and civil .engineering design skills. As a Registered Civil Engineer, Mr. Liewer is familiar with the design constraints and opportunities related to a redevelopment project of this type. He has worked on many street improvement plans including the redevelopment of Maine Avenue in Baldwin Park, and the build -out or existing Culver Drive in Irvine and Chapman Avenue in Orange. The Culver Drive plans required the relocation of aerial electrical and telephone facilities. Mr. Liewer's resonsibilities will center upon the project management and control of civil engineering design of the project's streets and utility and pavement improvements. His professional ex erience i clud s st a is a p n e r e c pe and median island plans for Mission Viejo, Stanton and Garden Grove and housing and slope development projjcts both in this ei7untry and abroad. His expertise in water requirements for plant species and his pioneering 'work in irrigation planning and management techniques for water conservation are most apppropriate for a project of this nature. Mr. Dale Karjala, E.E. is an electrical design engineer with over nine years experience in electrical engineeringand construction administration for a variety of commercial, industrial and -`governmental projects. He is principal of his own firm and will provide input on both the esthetics of lighting as well as the technical engineering of lighting and electrical utility systems. Mr. Harris E. Coutchie, L.S. will serve as the Surveying 'Supervisor and will be responsible for anlayzing the field notes prepared by the field crews and perform the required calculations to orient the field data. Mr. Coutchie has worked on several. n 1 a o projects such as Maine Avenue in Baldwin Park, Culver Drive in Irvine, South Coast Drive, Fairview Road and Sunflower Avenue in Costa Mesa, and Chapman Avenue in Orange. CULVER DRIVE - Irvine, California Van Dell and Associates prepared the prel-iminary and final street improvement plans for the build -"out of existing Culver Drive.from the Route 405'Freeway to the AT&SF Railroad. This work was done .for the City of Irvine with AHFP funding for the median. Van Dell and Associates coordinated the relocation of aerial, electrical and telephone facilities and developed the final working drawings of the traffic signal at Main Street. A 25-foot interval topographic survey was performed for the 2.7 mile project. Preliminary plans were prepared to allow The Irvine Company and the City of Irvine to determine whether to build only two lanes southbound or to go directly to ultimate construction of a six -lane facility. STEVENS SQUARE - Tustin, California Lacidscape plans, as well as engineering plans, were prepared for this four -acre office park located in the "Old Town" area of Tustin. The project features a parking plaza, water element, theme structure, lighting, special paving materials and the preservation of many unique species of plant materials in an arboretum amosphere. The project was coordinated with the downntou-n streetscape revitalization project. ALTON - Irvine, California Van Dell and Associates prepared, for the City of Irvine, the final improvement plans for Alton Parkway from Culver Drive to Jeffrey Road. This 1.4-mile project utilized a combination of local funds to build the ultimate project; i.e., curb -to -curb improvements with County of Orange AHFP funds. The project also included the coordination of backbone utilities such as sewer, water, electric, gas, telephone and cable TV. EAST CITY HALL - Lori Angeles, California Landscape and hardscape plans were prepared for a two -level pedestrian mall containing shops, public offices and restaurants in a park environment in the heart of Los Angeles. Improvements included fountains, sculptures, seating areas and streetscape elements for a two -block area. MOULTON PARKWAY - Tustin, California Van De 11 and Associates prepared, for the City o'f Tustin, the inprovment plans for Moulton Parkway from Redhill Avenue in Tustin to Culver Drive in Irvine. At the request of the City of Tusiin, the -'project is being ."FAST TRACKED"'in order to secure i FHWA approval using Federal Aid Urban funds. Out office is also coordinating the relocation of utilities associated with the Myford Road Overhead crossing at 'the AT&SF Railroad. Several topographic surveys were performed to determine the critical boundary conditions. WOODBRIDCE URBAN PLAZA - Irvine, California F. Landscape and hardscape plans were prepared for a water --oriented pedestrian plaza which linked a commercial center to residentiLl i uses. The plaza contains attractive paving treatments, planters, seating area, pedestrian lighting and theme structures. CONSULTANT shall attend and assist in all coordination meetings. CONSULTANT shall designate a registered civil-ngineer who shall represent it and be its sole contact and agent in all consultations with CITY during fulfillment of the terms of this agreement. 2. DISPOSI'TION OF PLANS, ESTIMATES AND OTHER DOCUMENTS CONSULTANT agrees that all original drawings, reports, both field and office notes, calculations, maps and other documents, shall be turner over to CITY upon any termination of PROJECT. 3. INSURANCE In addition to the Workers' Compensation insurance and CONSULTANT'S agreement to indemnify CITY, CONSULTANT shall furnish to CITY and maintain in force until the completion of PROJECT a policy of general liability insurance in which CITY is named as an additional insured. The policy shall indemnify CITY, its officers and employees, while acting within the scope of their duties, against any and all claims arising out of or in connection 3 with PROJECT. The policy shall provide coverage in not less than the following amounts: Combined single limit. bodily injury and/or property damage of $300,000 per occurrence; errors and omissions coverage of $300,000. Such policy insurance shall specifically provide that any other insurance coverage which may be applicable to the loss shall be deemed excess co-. mirage and CONSULTANT'S insurance shall be primary. A certificate of all such insurance policies required by this agreement shall be delivered to the City Attorney prior to the commencement of any work and shall be approved by her in writing. No such insurance shall be cancelled or modified without thirty (30) days' prior written notice to CITY. 6.
