SUBJECT: Approve a Request for Proposal (RFP) process to seek qualified
vendors to construct and operate a dog washing facility at Dog Beach
Statement of Issue: Staff is seeking City Council approval to initiate a Request for
Proposal (RFP) process to seek qualified vendors to construct and operate an approximate
200 square foot (SF) dog washing facility at Dog Beach.
Financial Impact: Not Applicable. Concessionaire will be responsible for all construction
and operating costs.
Recommended Action: Motion to:
Approve a Request for Proposal (RFP) Process to seek qualified vendors to construct and

Alternative Action(s): Do not approve a Request for Proposal (RFP) Process to seek
qualified vendors to construct and operate a dog washing facility at Dog Beach and direct

Analysis: ,The .City has been approached by two concessionaires interested in operating a
dog washing facility at Dog Beach Similar facilities currently operate in Santa Barbara,
Oxnard, Long Beach, and the San Francisco Bay area. `The facility being proposedconsists
of an approximately 200 SF building with contained areas for the public to wash dogs for a
small fee. The units would provide soap, water and other products through a coin operated
system — similar to a coin operated car wash. The facility would not be consistently staffed
however, concessionaires would be responsible for all maintenance of the facility including,
stocking supplies, change machines, needed repairs and graffiti removal. The
concessionaire will also be required to pay for water usage and pumping of the holding tank.
(The facility would be required to use the same type of holding tank system as the recently
installed public restrooms.). The facility would operate as a concession through the terms
and conditions of a Management Agreement, with no lease rights given to the
concessionaire. The City would receive a percentage of the gross sales — similar to other
beach concessions.
Should Council approve of the concept, staff would issue a Request for Proposals (RFP) to
seek qualified vendors. Once a concessionaire is selected and terms are negotiated, Council
will be asked to approve the selection and a Management Agreement to operate the facility.
The concessionaire would then be responsible for taking the project through the entitlement
process which will include obtaining a Coastal Development Permit (CDP). The
concessionaire selected will also be responsible for the construction process including plans
and specifications, and all required building and regulatory permits. The facility would not be
subject to a public vote under the conditions of Charter Section 612 ("Measure C") because
the facility would not be leased, and both the size and cost of the building are under the
3,000 SF and $160,000 thresholds. A specific location for a dog washing facility has not
been determined, but the building would be placed within the Blufftop Park area and not on
the sandy portion of the beach. Staff will work with the concessionaire to identify an
appropriate area should the project move forward.
The Dog Beach has been in operation since the early 1990's and continues to be one of the
most popular year-around sections of the beach. Dog Beach extends from Goldenwest
Street north to Seapoint Street. Staff has received requests from the public for the city to
provide hose bibs or "doggy" showers in the area to rinse their dogs off prior to putting them
into their vehicles. The dog washing facility would address their need and be a potential
source of revenue to the city. Members of the Preservation Society of Dog Beach are also in
support of the facility.
Environmental Status: The project will go through the appropriate environmental process,
should the concept be approved by City Council.
