Financial Impact: Not Applicable. Funds for the project will be provided by the pro shop concessionaire. Recommended Action: Motion to: Approve a Request for Proposal (RFP) Process to seek qualified vendors to construct and operate a pro shop/team room within the Phase II area of the Central Park Sports Complex; and, direct staff to proceed with constructing a 400 SF team room as approved in the 2010/2011 Capital Improvement Project budget. HB -177- Item 8. - 1 REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 2/22/2011 DEPARTMENT ID NUMBER: CS-11-003 Analysis: As part of the 2010/2011 CIP budget, the Community Services Commission and City Council approved funding the construction of a 400 SF team room within the Phase II area of the Sports Complex. Staff has obtained plans and specifications for a pre-engineered building for the team room and is ready to move forward. However since the time of budget approval for the team room, staff has been approached by a local businessman interested in establishing a pro shop to provide specialized goods for users of the Sports Complex. The pro shop would sell sporting good equipment relating to the various sports including, baseball/softball, soccer, field hockey and Lacrosse. As part of the proposal, the building would be constructed at no cost to the city and include a team room. The pro shop section would be operated as a concession and the team room would be utilized by the city to support the youth sports activities within the Phase II area of the Complex. In addition to paying the construction cost for the building, a percentage of gross receipts from the pro shop would be paid to the city. In June of 2003, City Council approved a commercially operated pro shop, batting cage, and soccer arenas as part of the Phase II area of the Sports Complex. All of the approved components for Phase II other than the pro shop have been completed. Since 2005, the Phase II area has been operating successfully by city staff and is well used for both tournaments and practices by local youth sports organizations and by the city for its youth sports programs — including the Pee Wee Soccer program which averages over 350 participants per season. Staff sought approval of adding a team room within the Phase II area as part of the 2010/2011 CIP budget based upon numerous requests from youth organizations for an enclosed area to conduct team meetings and staff training. Should Council approve the pro shop/team room concept, the city would have control over the team room and staff would continue to operate the batting cage and program the soccer arenas. Based upon Council approving the pro shop concept, staff will prepare a Request for Proposal (RFP) to seek qualified vendors to construct the building and operate the pro shop as a concession under the terms of a Management Agreement. The RFP will include a condition that the building be owned by the city and also receive a percentage of gross sales based upon market rates. Should Council choose not to approve the pro shop concept, staff will move forward with the team room project as approved in the 2010/2011 CIP. Environmental Status: A 2,000 SF building including a pro shop component was previously entitled as part of the overall Huntington Central Park Sports Complex project. Attachments : . . 1.
