[ fYes [ ] New Policy or Exception Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments:] Statement of Issue: The Orange County Transportation Commission has proposed that the intersection of Beach Boulevard and Warner Avenue be widened with the cost of right of way to be borne by the city and the cost of construction borne by OCTC. Recommendation: Authorize the hiring of an appraiser to determine the cost of acquisition of right of way to accommodate the widening of the intersection of Beach Boulevard and Warner Avenue. Analysis: The Beach Boulevard Super Street Project proposes restriping Beach Boulevard to eight lanes from Ellis Avenue in Huntington Beach to Lincoln Avenue in Anaheim. In order to accommodate the widening, as well as left turn lanes and right turn lanes, certain intersections must be widened. The widening of the intersection of Warner Avenue and Beach Boulevard will require the acquisition of additional right of way. The Orange County Transportation Commission staff has proposed that the widening project be accomplished jointly by the city and OCTC with the city acquiring right of way and OCTC doing the construction. Very preliminary estimates place right of way costs at $800,000 and construction costs at $400,000. City right of way agents recommend that appraisals be conducted to determine actual cost prior to entering into agreements with OCTC. The right of way acquisition may damage some existing businesses, particularly at the southeast corner of the intersection. Funding: Funds in the amount of $20,000 are available from Gas Tax Account Number 740650 for the appraisal. Alternative Action: 1. Decline to participate in the project. 2.
