RECOMMENDATIONS: 1. Approve the plans and specifications for Water Well Number 12 and authorize the Director of Public Works to solicit construction bids. 2. Approve the attached Resolution; thereby authorizing staff to make application for the required State Department of Health permit. 3. Approve the attached Negative Declaration for the project environ- mental clearance. ANALYSIS: The continuing construction of new buildings in the City will require additional water. The costs of extracting ground water is far less expensive than purchasing this natural resource from the Metropolitan Water District. Therefore, staff has completed the plans and specifi- cations for the construction of Water Well Number 12 (see attached location map) and is requesting Council authorization to solicit bids for construction. Construction of this project cannot begin until the City has been issued the appropriate permit from the State Department of Health. Approval of the attached Resolution will allow the City to make appli- cation for the permit. On April 14, 1986, the Development Services Department posted Negative Declaration 86-21 for an environmental determination of this project. The Negative Declaration was posted until April 24, 19864 During this ten day period, no comments either oral or written were received; therefore, it is recommended that Council approve Negative Declaration 86-21. ` & 4, o P10 4/84 RCA -Water Well #12 ` April 30, 1986 Page 2 FUNDING SOURCE: Sufficient funding is available in the appropriate fiscal account (#922660 Equipment/Pump Plant) to cover the estimated construction costs of $150,000.00. ALTERNATIVE ACTION: Purchase the additional water needed from the Metropolitan Water District at approximately triple the costs of water extracted from a well. ATTACHMENTS: 1. Project Location Map 2. RESOLVED by the City Council of the City of Huntington Beach that, pursuant and subject to all of the terms, conditions and provisions of Division 5, Part 1, Chapter 7, sections 4010 to 4035 of the California Health and Safety Code and all amendments thereto, relating to domestic water supplies, application by this city be made to the state Department of Health, for a permit to construct and develop a reverse rotary drilled, gravel envelope water well known as Well No. 12 of the North/East side of Huntington Village Lane, south of McFadden Avenue in the City of Huntington Beach for the Department of Public Works, Water Division. BE IT FURTHER RESOLVED that the Mayor of said City Council be and he is hereby authorized and directed to cause the necessary date to be prepared, and investigation to be made, and in the name of said City of Huntington Beach to sign and file such application with the state Department of Health. Mitigation Measures The attached mitigating measures will reduce potential environmental effects resu tang from the project and are recommended as 'conditions of approval. Res tfull ubmitted, Diana Teran Blaisure Assistant Planner JRB/dc i STANDARD MITIGATING MEASURES 1. Natural gas.and 220V electrical shall be stubbed in at the location of clothes dryers. 2. Natural gas shall be stubbed in at the locations of cooking facilities, wager heaters, and central heating units. 3. Low volume heads shall be used on all showers. 4. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 5. The structures on the subject property, whether attached or detached, shall be constructed in compliance with the state acoustical standards set forth for units that lie within the 60 CNEL contours of the property. The interior noise levels of all dwelling units shall not exceed the California insulation standards of 45 dba CNEL. Evidence of compliance shall consist of submittal of an acoustical analysis report, prepared under the supervision of a person experienced in the field of acoustical engineering, with the application for building permit(s). All measures reccmrended to mitigate noise to acceptable levels.shall be incorporated into the design of the project. 6. If lighting is included in the parking lot and/or recreation area energy efficient lamps shall be used (e.g. high pressure sodium vapor, metal halide). All outside lighting shall be directed to prevent "spillage" onto adjacent properties. 7. A detailed soils analysis shall be prepared by a registered soils engineer. This analysis shall include on -site soil sampling and laboratory testing of materials to provide detailed recommendations regarding grading, chemical and fill properties, foundations, retaining walls, streets, and utilities. 8. If foil -type insulation is to be used, a fire retardant type shall be installed as approved by the Building Department. i 9. An engineering geologist shall be engaged to submit a report indicating the ground surface acceleration from earth movement for the subject property. All structures within this'development shall be constructed in compliance with the g-factors as indicated by the geologist's report. Calculations for footings and structural members to withstand anticipated g-factors shall be submitted to the City for review prior to the issuance of building permits. 10. A plan for silt control for all storm runoff from the property during construction and during initial operation of the project shall be submitted to the California Regional Water Quality Control Beard staff for their review prior to the issuance of grading permits. 11. Information on equipment or facilities which may generate air pollutants shall be _ submitted to the South Coast Air Quality Management District staff for their review prior to three issuance of a Certificate of Occupancy for any use within the building. 12.
