SUBJECT: AMEND CONTRACT WITH WESTIN ENGINEERING, INC. SCADA
SYSTEM MASTER PLAN FOR UPGRADING WATER SYSTEM

Statement of Issue: It is necessary to perform additional engineering and field-testing to
prepare the final radio design to prepare drawings and specifications as part of the
Supervisory Control and Data Acquisition (SCADA) construction contract documents.
Funding Source: Funds in the amount of $41,000 are available in the Water Capital
Improvements budget.
Recommended Action: Motion to:
1. Approve Amendment No. 1 to Professional Services Contract CC-1092 between the City
of Huntington Beach and Westin Engineering, Inc.; and
2. Authorize the Mayor and City Clerk to execute the amendment.
Alternative Action(s): Deny approval and direct the department to proceed with alternative
action. Specifications for construction cannot be completed without design and field testing
for spread spectrum radio system
Analysis: The existing SCADA system installed in 1987 is not redundant, uses obsolete
equipment, has limited data capability, and is subject to failure for the water system and flood
control pump stations. The new SCADA system will provide a high level of reliability,
enhance system functions, provide greater operational flexibility and reduce maintenance.
The Master Plan report prepared by Westin Engineering, Inc. recommends spread spectrum
radio as the most cost effective and reliable communication method. This result was not
anticipated in the original agreement (CC-1992). Westin completed the Master Plan Phase I
portion of their contract in a professional and efficient manner and can complete this
additional work efficiently because of their intimate knowledge of the existing systems.
Public Works Commission Review: Not required, per Municipal Code Chapter 2.111.
Environmental Status: Not applicable for design services. Follow-up construction
contracts will incorporate the necessary California Environmental Quality Act compliance.

AMENDMENT NO. 1 TO AGREEMENT BETWEEN THE
CITY OF HUNTINGTON BEACH AND WESTIN ENGINEERING, INC.
TO PREPARE A SCADA SYSTEM MASTER PLAN FOR UPGRADING
CITY'S SYSTEM FOR WATER OPERATIONS (CC-1092)
THIS AMENDMENT is made and entered into the day of , 1999,
by and between the CITY OF HUNTINGTON BEACH, a California municipal corporation,
hereinafter referred to as "City", and WESTIN ENGINEERING, INC., a California corporation
hereinafter referred to as "CONSULTANT."
WHEREAS, CITY and CONSULTANT are parties to that certain agreement, dated
November 16" 1998, entitled "Agreement Between the City of Huntington Beach and Westin
Engineering, Inc., to Prepare a SCADA System Master Plan for Upgrading City's System for
Water Operations" which agreement shall hereinafter be referred to as the "Original Agreement,"
and
Since the execution of the Original Agreement, CITY has requested additional work from
CONSULTANT and CONSULTANT has agreed to perform such work; and
CITY and CONSULTANT wish to amend the Original Agreement to reflect additional
work to be performed by CONSULTANT, and the additional compensation to be paid in
consideration thereof by CITY to CONSULTANT,
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
ADDITIONAL WORK
CONSULTANT shall provide to CITY such additional services required for the
PROJECT, described in CONSULTANT's letter to CITY dated September 17, 1999, a copy of
which is attached hereto as Exhibit "A," and incorporated by this reference as though fully set
forth herein.
2. ADDITIONAL COMPENSATION
In consideration of the additional services to be performed hereunder as described in
Section 1 above, CITY agrees to pay CONSULTANT, and CONSULTANT agrees to accept
from CITY as full payment for services rendered, an additional sum not to exceed Forty One
Thousand Dollars ($41,000).
REAFFIRMATION
Except as specifically modified herein, all other terms and conditions of the Original
Agreement shall remain in full force and effect.

Attached to this letter is Westin Engineering's proposal for the Water SCADA System.Spread
Spectrum Radio Engineering. Westin is -in -a unique position to perform this engineering work for
the City.based on our having just completed the SCADA Master Plan, and our familiarity with the
specific communication requirements for all of the field sites. The result of the spread spectrum
radio engineering is a prerequisite for the completion of the SCADA Technical Specification.
Based on the City'. s approval -of this proposal, Westin is prepared to start the work immediately,
which will support the timely completion of the SCADA Technical Specification.

Spread Spectrum Radio System
September 16,1999
Following is a summary of the tasks required for the design of the spread spectrum radio
system and the development of the additional technical specifications to support the City
of Huntington Beach Water Operations SCADA system.
Task 1- Site isit
A site visit will be conducted to become familiar with the surrounding area (general
terrain and potential radio path obstructions) and the individual sites. Information will be
gathered at each site that will be required in the design of the system and the development
of the specification. An example of the type of information required is as follows:
• Antenna mount location and height
• Type of antenna mount required
• Potential radio path obstructions _
• Identify potential locations for the radio equipment mounting
• Determine possible antenna feedline routes and length of run
• Identify possible grounding points for the equipment and antenna structure
Task 2! PreliminarySystem Design
The information gathered in Task I will be used, along with computer generated path
profiles, to develop a preliminary system topology. During this process we will
determine the number and location of the master radio sites, and make a preliminary
assessment as to which master radio site that each remote radio should communicate
with. A determination will also be made regarding the appropriate communications
medium to use from each radio master radio site to the SCADA Master Station.
The path profiles will be conducted using in-house radio system design software to
determine if a clear line -of -sight path exists between each remote site and at least one of
the master radio sites.
T,gsk 3- Field Testing
Field tests will be conducted to verify that the preliminary system design will provide
reliable radio communications. All of the sites will be visited to determine building or
other obstructions that would not show up on the topographic maps. Only long paths, and
those paths that have been identified as questionable, will be tested. Short paths that are
clearly line -of -sight will not be tested. Alternate paths will be tested if one of the initial
paths is determined to be unreliable. This proposal is based on visiting approximately 25
sites.
Tests will be conducted to determine the received signal level and path reliability. The
path reliability will be measured by polling the remote site and determining the number
of packets that arrived correctly. During the testing at each site, we will also identify
possible radio frequency (RF) interference sources.
juk 4 — Final System Design
Using the information gathered. in tasks 1 through 3, a final system design will be
developed. This design will be presented to the City for review and comment prior to the
development of the specification and drawings.
Task S — Procurement Speer ation
Westin's current contract with the City includes the preparation of the Technical
Specifications for the Water SCADA system. This work includes the modem
communication interface to the existing leased telephone line.
The spread spectrum radio communication system will require additional specifications
for the radio equipment, software, and installation from the communication modems
(originally interfaced to the leased telephone line) to the new radio system.
The spread spectrum radio procurement specification will be developed and will include
the following:

Statement of Issue: The Water Division of Public Works utilizes a supervisory control and
data acquisition (SCADA) system to remotely monitor and control critical components of the
water production and distribution and flood control systems located throughout the City. The
SCADA system was last upgraded in 1989. Since that time, there have been many advances
in technology that could offer the City many advantages. A Request for Proposals (RFP) for
an engineering consulting firm to plan, design and oversee the selection, purchase and
installation of a new state-of-the-art SCADA system was sent to a number of qualified firms.
Westin Engineering of Tustin was selected as the desired consultant for these services.
Fundling Source: The total contract amount is $125,675. Funds are available in Water
Fund Account EW-PW-869-390-00 ($70,000) and General Fund Account AA-PW-591-390-
00 ($13,783) for the City's portion of the contract (two-thirds or $83,783). The remaining one-
third ($41,892) would be funded by the West Orange County Water Board for which the City
provides operations and maintenance, administration, engineering, secretarial and fiscal
agent duties by contract.

Recommended Action: Motion to:
1. Approve the selection of Westin Engineering Inc., Tustin, for the planning, design and
installation oversight services for the upgrade of the Water Division's existing SCADA
system;
2. Approve and authorize execution of the attached contract between the City and Westin
Engineering, Inc., subject to the West Orange County Water Board approving the selection
of Westin Engineering, Inc. and the expenditure of budgeted funds for their share of the
project costs; =
3. Approve the Settlement Committee recommendation to modify the Indemnification and
Hold Harmless paragraph of the attached agreement with Westin.
Alternative Action(s): Deny approval and instruct staff on how to proceed.
Analysis: The Water Division of Public Works utilizes a supervisory control and data
acquisition (SCADA) system to remotely monitor and control electronic components and
controls of the water production and distribution and flood control systems operated by the
City. These control components are located in such facilities as ground water well facilities,
booster pumping stations, import water feeder locations and flood control stations. Through
signals currently transmitted via phone lines, Water Division staff is able to monitor the
function of all these remote facilities from the Water Operations Yard and, via a paging and
computer modem system, from the on -call employee's home. Information obtained from the
system includes equipment status changes, engine run and failure status and flow and
pressure changes. More importantly, the system allows for remote control of these
components, which can be critical in cases of emergency.
Roughly one-third of the locations included in the proposed project are part of the City's
water production and distribution systems. Another one-third are flood control stations and
the remaining one-third are imported water feeder facilities owned by the West Orange
County Water Board (WOCWB). WOCWB is a joint powers agency comprised of the Cities
of Huntington Beach, Garden Grove, Westminster and Seal Beach. Funds for WOCWB's
portion of the upgrade and installation of the SCADA system are provided in its approved
Fiscal Year 1998/99 budget. The WOCWB meets quarterly and their next meeting is
scheduled on December 15, 1998. Since the Board only meets quarterly, it is proposed that
the City Council take action on approving and authorizing the contract with Westin
Engineering, Inc. subject to the WOCWB approving Westin and the expenditure of their
budgeted funds for the project. Otherwise, the City would have to delay starting the project
until January or February 1999, if the City Council's action on the matter is delayed until after
the WOCWB takes it's action.

manufacturer, which leaves no options should the equipment fail. In addition, the current
system has a reading or "polling" cycle of about 4 minutes. New technology offers much
shorter polling cycles, which in turn improves reliability of the entire system.
On June 16, 1998, a Request for Proposals (RFP) for an engineering consulting firm to plan,
design and oversee the selection, purchase and installation of a new state-of-the-art SCADA
system was sent to a number of qualified firms. Each firm was asked to submit a written
response by July 22, 1998. Proposals were received from three firms: Westin Engineering,
Sun Engineering Services and Northern Digital. A three member committee prepared written
evaluations of each proposal. On the basis of qualifications, meeting proposal requirements,
and experience of project staff, Westin Engineering of Tustin was selected as the desired
consultant for these services.
Westin's insurance carrier cannot provide the coverage that meets the indemnification and
Hold Harmless requirements of the City's contract. A request was submitted to the Insurance
Settlement Committee for a waiver to our requirements and, on October 6, 1998, a waiver
was recommended for approval. The following paragraph, approved by the Insurance
Settlement Committee, shows the revised wording, with the addition of the word "negligent,"
approved by the Insurance Settlement Committee.
Approved Clause
CONSULTANT shall .protect, defend, indemnify and hold harmless CITY, its officers, officials,
employees and agents from and against any and all liabilities, loss, damage, expenses, costs
(including, without limitation, costs and `fees of litigation of every nature) arising out of or in
connection with CONSULTANT'S negligent performance of this Agreement or its failure to
comply with any of its obligations contained in this Agreement by CONSULTANT, its officers,
agents or employees, except such loss or damage which was caused by sole negligence or
willful misconduct of CITY.

THIS AGREEMENT, made and entered into this_Ljg=day of

WESTIN ENGINEERING, INC. corporation, hereinafter referred to as "CONSULTANT."
WHEREAS, CITY desires to engage the services of a consultant to provide engineering
services for the planning, design, and oversight of the selection, purchase and installation of a
computerized supervisory control and data acquisition (SCADA) system for the water
operations (CC-1092) in the City of Huntington Beach; and
Pursuant to documentation on file in the office of the City Clerk, the provisions of HBMC
Chapter 3.03 relating to procurement of professional service contracts has been complied with;
and
CONSULTANT has been selected to perform said services,
NOW, THEREFORE, it is agreed by CITY and CONSULTANT as follows:
1. WORK STATEMENT
CONSULTANT shall provide all services as described in the Request for
Proposal, and CONSULTANT's proposal dated July 23, 1998 (hereinafter referred to as Exhibit
"A"), which is attached hereto and incorporated into this Agreement by this reference. Said
services shall sometimes hereinafter be referred to as "PROJECT."
CONSULTANT hereby designates William Gabris who shall represent it and be its
project manager in all consultations, with CITY during the performance of this Agreement.

2. CITY STAFF ASSISTANCE
CITY shall assign a staff coordinator to work directly with CONSULTANT in the
performance of this Agreement.
3. TIME OF PERFORMANCE
Time is of the essence of this Agreement. The services of CONSULTANT are to
commence as soon as practicable after the execution of this Agreement and all tasks specified
in Exhibit "A" for Phases I and II shall be completed no later than six (6) months from the date
of this Agreement. The commencement date and duration of services for Phase III will be
mutually established by CITY and CONSULTANT following completion of Phase II. These
times may be extended with the written permission of CITY. The time for performance of the
tasks identified in Exhibit "A" are generally to be shown in the Scope of Services on the Work
Program/Project Schedule. This schedule may be amended to benefit the PROJECT if
mutually agreed by CITY and CONSULTANT.
4. COMPENSATION
In consideration of the performance of the services described herein, CITY
agrees to pay CONSULTANT a fee not to exceed One Hundred Twenty Five Thousand Six
Hundred Seventy Five Dollars ($125,675).
5. PRIORITIES
In the event there are any conflicts or inconsistency between this Agreement,
CITY's RFP, or CONSULTANT's proposal, the following order of precedence shall govern:
1) Agreement, 2) CONSULTANT's proposal, and 3) CITY's RFP.
6. EXTRA WORK
In the event CITY requires additional services not included in Exhibit "A," or
changes in the scope of services described in Exhibit "A," CONSULTANT will undertake such
work after receiving written authorization from CITY. Additional compensation for such extra
work shall be allowed only if the prior written approval of CITY is obtained.

7, METHOD OF PAYMENT
A. CONSULTANT shall be entitled to progress payments toward the fixed
fee set forth herein in accordance with the progress and payment schedules set forth in
Exhibit "A".
B. Delivery of work product: A copy of every technical memo and report
prepared by CONSULTANT shall be submitted to CITY to demonstrate progress toward
completion of tasks. In the event CITY rejects or has comments on any such product, CITY
shall identify specific requirements for satisfactory completion. Any such product which has not
been formally accepted or rejected by CITY shall be deemed accepted.
C. - CONSULTANT shall -submit to CITY an invoice for each progress
payment due. Such invoice shall:
1) Reference this Agreement;
2) Describe the services, performed;
3) Show the total amount of the payment due;
4) Include a certification by a principal member of the
CONSULTANT's firm that the work has been performed in
accordance with the provisions of this Agreement; and
5) For all payments include an estimate of the percentage of work
completed.
Upon submission of any such invoice, if CITY is satisfied that
CONSULTANT is making satisfactory progress toward completion of tasks in accordance with
this Agreement, CITY shall promptly approve the invoice, in which event payment shall be
made within thirty (30) days of receipt of the invoice by CITY. Such approval shall not be
unreasonably withheld. If CITY does not approve an invoice, CITY shall notify CONSULTANT
in writing of the reasons for non -approval, within seven (7) calendar days of receipt of the
invoice, and the schedule of performance set forth in Exhibit "A" shall be suspended until the

parties agree that past performance by CONSULTANT is in, or has been brought into
compliance, or until this Agreement is terminated as provided herein.
D. Any billings for extra work or additional services authorized by CITY shall
be invoiced separately to CITY. Such invoice shall contain all of the information required
above, and, in addition shall list the hours expended and hourly rate charged for such time.
Such invoices shall be approved by CITY if the work performed is in accordance -with the extra
work or additional services requested; and if CITY is satisfied that the statement of hours.
worked and costs incurred is accurate. Such approval shall not be unreasonably withheld. Any
dispute between the parties concerning payment of such an invoice shall be treated as
separate and apart from the ongoing performance of the remainder of -this Agreement.
8. DISPOSITION OF PLANS, ESTIMATES AND OTHER DOCUMENTS
CONSULTANT agrees that all materials prepared hereunder, including all
original drawings, designs, reports, both field and office notices, calculations, maps and other
documents, shall be turned over to CITY upon termination of this Agreement or upon
PROJECT completion, whichever shall occur first. In the event this Agreement is terminated,
said materials may be used by CITY in the completion of PROJECT or as it otherwise sees fit.
Title to said materials shall pass to CITY upon payment of fees determined to be earned by
CONSULTANT to the point of termination or completion of the PROJECT, whichever is
applicable. CONSULTANT shall be entitled to retain copies of all data prepared hereunder.
9. HOLD HARMLESS
CONSULTANT shall protect, defend, indemnify and hold harmless CITY, its
officers, officials, employees and agents from and against any and all liability, loss, damage,
expenses, costs (including, without limitation, costs and fees of litigation of every nature) arising
out of or in connection with CONSULTANT's negligent performance of this Agreement, or its
failure to comply with any of its obligations contained in this Agreement by CONSULTANT, its

officers, agents or employees, except such loss or damage which was caused by the sole
negligence or willful misconduct of CITY.
10. WORKERS' COMPENSATION INSURANCE
'Pursuant to California Labor.Code section 1861, CONSULTANT acknowledges
awareness of section 3700 et seq. of said Code, which requires every employer to be insured
against liability for workers compensation; CONSULTANT covenants -that it will comply.with
such provisions prior.to.commencing performance of the work hereunder.
CONSULTANT shall maintain workers' compensation insurance in an amount of
not less than One Hundred Thousand Dollars ($100,000) bodily injury by accident, each
.,occurrence, One Hundred Thousand Dollars ($100,000) bodily injury by disease, each
employee, Two Hundred Fifty .Thousand Dollars ($250,000) bodily injury by disease, policy limit.
CONSULTANT shall require all subcontractors to provide such workers
compensation insurance for all of the subcontractors' employees. CONSULTANT shall furnish
to CITY a certificate of waiver of subrogation under the terms of the workers compensation
insurance and CONSULTANT shall similarly require all subcontractors to waive subrogation.
11. GENERAL LIABILITY INSURANCE
In addition to the workers compensation insurance and CONSULTANT's
covenant to indemnify CITY, CONSULTANT shall obtain and furnish to CITY, a policy of
general public liability insurance, including motor vehicle coverage covering the PROJECT.
Said policy shall indemnify CONSULTANT, its officers, agents and employees, while acting
within the scope of their duties, against any and all claims of arising out of or in connection,with
the PROJECT, and shall provide coverage in not less than the following amount: combined
single limit bodily injury and property damage, including products/completed operations liability
and blanket contractual liability, of $1,000,000 per occurrence. If coverage is provided under a
form which includes a designated general aggregate limit, the aggregate limit must be no less
than $1,000,000. Said policy shall name CITY, its officers, and employees as Additional

Insureds, and shall specifically provide that any other insurance coverage which may be
applicable to the PROJECT shall be deemed excess coverage and that CONSULTANT'
insurance shall be primary.
12. PROFESSIONAL LIABILITY INSURANCE
CONSULTANT shall furnish a professional liability insurance policy covering the
- - work performed by it hereunder. Said policy shall provide coverage:for CONSULTANT'S
professional liability in an amount not less than $1,000,000 per occurrence and in:the
aggregate. A claims made policy shall be acceptable if the policy further provides that:
1. The policy retroactive date coincides with or precedes the professional
services contractor's start of work (including subsequent policies
purchased as renewals or replacements).
2. CONSULTANT will make every effort to maintain similar insurance
.during the required'extended period of coverage following project
completion,including the requirement of adding all additional insureds.
3. If insurance is terminated for any reason, CONSULTANT agrees to
purchase an extended reporting provision of at least two (2) years to
report claims arising from work performed in connection with this
Agreement.
4. The reporting of circumstances or incidents that might give rise to future
claims.
13. CERTIFICATES OF INSURANCE
Prior to commencing performance of the work hereunder, CONSULTANT shall
furnish to CITY certificates of insurance subject to approval of the City Attorney evidencing the
foregoing insurance coverages as required by this Agreement; said certificates shall:
a. provide the name and policy number of each carrier and policy;
b. shall state that the policy is currently in force; and

C. shall promise that such policies shall not be suspended, voided or
canceled.by either party, reduced in coverage or in limits except after thirty (30)
days prior written notice; however, ten (10) days prior written notice in the event
of cancellation for nonpayment of premium.
CONSULTANT shall maintain the foregoing insurance coverages in force until
the work under this Agreement is fully completed and accepted by CITY.
The requirement for carrying the foregoing insurance coverages shall not
derogate from the provisions for indemnification of CITY by CONSULTANT under the
Agreement. CITY or its representative shall at all times have the right to demand the original or
a copy of all said policies of insurance. CONSULTANT shall pay, in a prompt -and timely
manner, the premiums on all insurance hereinabove required.
14. INDEPENDENT CONTRACTOR
CONSULTANT is, and shall be, acting at all times•in the performance of this
,Agreement as an: independent contractor. CONSULTANT shall secure at its expense,:and be
responsible for any and all payment of all taxes, social security, state disability insurance
compensation, unemployment compensation and other payroll deductions for CONSULTANT
and its officers, agents and employees and all business licenses, if any, in connection with the
services to be performed hereunder.
15. THIRD PARTY BENEFICIARIES
Nothing contained in this Agreement shall create a contractual relationship with
or a cause of action in favor of a third party against either the CITY or the CONSULTANT. The
CONSULTANT's services under this Agreement are being performed solely for the CITY's
benefit, and no other entity shall have any claim against the CONSULTANT because of this
Agreement or the performance or nonperformance of services hereunder.

16. FIDUCIARY RELATIONSHIP
Nothing contained in this Agreement or otherwise is intended to create a
fiduciary relationship between the parties.
17. TERMINATION OF AGREEMENT
All work required hereunder shall be performed in a good and workmanlike
manner. CITY may terminate CONSULTANT's services hereunder at any time with or without
cause, and whether or not PROJECT is fully complete. Any termination of this Agreement by
CITY shall be made in writing, notice of which shall be delivered to CONSULTANT as provided
herein.
18. ASSIGNMENT AND SUBCONTRACTING
This Agreement is a personal service contract and the supervisory work
hereunder shall not be delegated by CONSULTANT to any other person or entity without the
written consent of CITY.
19. COPYRIGHTS/PATENTS
CITY shall own all rights to any patent or copyright on any work, item or material
produced as a result of this Agreement.
20. CITY EMPLOYEES AND OFFICIALS
CONSULTANT shall employ no CITY official nor any regular CITY employee in
the work performed pursuant to this Agreement. No officer or employee of CITY shall have any
financial interest in this Agreement in violation of the applicable provisions of the California
Government Code.
21. NOTICES
Any notice or special instructions required to be given in writing under this
Agreement shall be given either by personal delivery to CONSULTANT's agent (as designated
in Section 1 hereinabove) or to CITY's Director of Public Works as the situation shall warrant, or

CONSULTANT shall be responsible for full compliance with the immigration and
naturalization laws of the United States and shall, in particular, comply with the provisions of the
United States Code regarding employment verification.
23. LEGAL SERVICES SUBCONTRACTING PROHIBITED
CONSULTANT and CITY agree that CITY is not liable for payment of any
subcontractor work involving legal services,,and.that-such legal services are expressly outside
the scope of services contemplated hereunder. CONSULTANT understands that pursuant to .
Huntington Beach City Charter Section 309, the City Attorney is the exclusive legal counsel for
CITY; and CITY shall not be liable for payment of any legal services expenses incurred by
CONSULTANT.
24. ATTORNEY'S FEES
In the event suit is brought by either party to enforce the terms and provisions of
this Agreement or to secure the performance hereof, each party shall bear its own attorney's
fees.

INTRODUCTION
The Work Statement defined in this section is
the basis for the engineering services to upgrade
the City of Huntington Beach's SCADA system
and communication network. This Work
Statement amends and supersedes Westin's
proposal dated July 1998.
OBJECTIVES
The objectives for the SCADA System upgrade
include:
• Deliver to the City an upgraded SCADA
system that takes advantage of the new
technologies delivered by a modern
SCADA system.
• Employ the most effective communications
media. Major considerations are reliability
and cost.
• Deliver a reliable, easy to use and maintain
system, meeting both short and long-term
needs.
WESTIN APPROACH
The upgrade to the water SCADA system is
not an exceptionally large one, but has aspects
that need to be managed carefully. Westin's

Westin's approach to each of these phases is
detailed in the following paragraphs.
TASK 1— SCADA SYSTEM
MASTER PLAN
Introduction
Phase 1, the SCADA Master Plan when
complete will serve as a roadmap for the

development of Phase 2, (specifications and bid
documents) and the implementation
Phase. It reviews the utilities existing system,
and then through a number of workshops,
determines the requirements for the new
SCADA system.
The workshops are one of the most important
elements of the work. These "brainstorming"
sessions generate the ideas which develop into
the requirements specification for the new
SCADA system. During the workshops the
City's staff is encouraged to look ahead at how
they see the utility operating in the next 5 to 10
years.
The SCADA system can contribute to the
efficient operation of the utility by providing
easily accessible information to decision makers
(operators and planners for example). The
information (not just data!) must be in the form
the user needs and must be available where it is
needed. This may be at "central", in the field

The mobilization tasks will prepare the
Westin and City's team for the project
activities. At the end of his task all members
will understand the projects objectives, terms
of reference, scope and deliverables. The

will be Westin's primary contact.
Methodoloizy
As a first task Westin will prepare and
distribute:
• A project workplan
• A list of a drawings and information
needed from the City.
After review of the above information
Westin will hold a project kick-off meeting
with the City. The agenda will include:

Task 1.2 — Review Current System

parts of the existing SCADA system, in
preparation for holding the first "requirements"
workshop.
Methodolozy
An initial project database will be created for
the SCADA system. This will detail the remote
sites, locations, associated instruments and
controlled devices, RTU inputs/outputs, RTU
power source, existing control strategies and
alarms, and lists of drawings..The input/output
database will be directly extracted from the BIF
RTUs as an electronic file.

To prepare for the first requirements workshop
an initial meeting will held with City designated
senior staff to list and discuss known future
projects, expansions, and modifications that the
SCADA will need to accommodate. The
following approach will be followed:

Two workshops will be held to define the

Westin, together with plant staff, will define
the requirements and design of the SCADA
system based on three factors:
1) The people and organizations who
use the system to do their work
2) The functions and processes that are
performed
3) The enabling technology.
As input to this task, Westin will review any
existing City utility strategic plans and other
documents relevant to the SCADA system.
This will include any existing City
emergency planning documents.
Workshop No. 1. — People and Organization
Westin will conduct a requirements
workshop for the major groups of the SCAD
System. The workshop environment allows
for a free flow of ideas, expands thinking
beyond current practice, and introduces the
capabilities of new technology.

processes and performance of the Water
SCADA System. These requirements will be
understood by considering basic SCADA

The remote terminal units typically perform

The SCADA "technology" and support
requirements are important. They can
determine the reliability, useful life of the
SCADA system, and its ability to work with
other (current and future) utility software
applications. Issues that will be discussed
include:
• Open architecture
• Hardware and software standards
• Interface requirements
• Redundancy
• Vendor products —
standard/customized
• Proven technology
(software/hardware)
• Ease of use
• Owner maintainability
• Vendor support
• Cut-over/transition considerations
Summarizing the workshops
Typically many ideas are generated during
the course of brainstorming session. These
need to be classified and evaluated in terms
of their benefit to the City. To assist with
this, the ideas will be rated by plant staff as
"essential", "high priority", "medium
usefulness"(nice to have), and "low priority"
(useful if available at appropriate cost).

Task 1.4 — Identify Alternatives and
Candidates
Obiectives
This task will identify the. alternatives that meet
the Cities requirements. This will be
determined for:
a. The communications media (between
the central and 44 remote sites).
b. The central host hardware and software.
c. The remote terminal units (RTUs).
An initial evaluation of the options will select
the most likely candidates. These will undergo
a more detailed analysis in Task 1.5.

the communications options to the 44 existing
and any new planned remote sites. The
evaluation will include:

hardware/software options available and how
well they meet the City's requirements. The
results will be summarized in a Technical
Memorandum.
Host software currently popular for water
utilities include: "The Fix" from Intellution,
"In Touch" from Wonderware, "Factory
Link" from US Data, and "Look Out" from
Westin's telecommunication
expertise is provided by a group of

SCOPE OF SERVICES
Task 1 Constraints and Assumptions
To estimate the level of effort required for this
task the following assumptions were made:

Plans for the remote sites, showing major
dimensions, are available from the City.
Schematics for the existing RTUs are
available. It is assumed that updating of
these to show actual conditions is a minor
task.
The existing RTUs will be replaced "in
kind", with the new RTU modules installed
in the existing RTU cabinets. RTU
installation can be done from connection
lists and detailed installation drawings will
not be required.
That workshop dates agreed on, can be
maintained. Changes may adversely affect
schedule.
No allowance has been made for Westin to
complete radio frequency searches or radio
path studies. These are significant tasks that
will be necessary if a radio communications
alternative is selected. Westin routinely
provides both these services (see work
sample in the Appendix) to clients. Should
they be necessary for the City, Westin can
negotiate to add the necessary additional
hours .
TASK 2 — SPECIFICATIONS AND
BIDDING DOCUMENTS
Introduction
Phase 2, "Specifications and Bidding
Documents", completes the new SCADA
system design, based on the Master Plan
document developed in Phase 1. It generates
bid documents by combining the technical
specification with City's front-end documents.

Westin understands that it is the City's
intention to replace the existing RTUs and no
(significant) additional instrumentation is
required. For cost savings, our approach is
based on installing the new RTUs in the
existing RTU cabinets. Because of this
simplified approach, Westin will not prepare
detailed RTU site and installation drawings,
but will provide connection lists for the new
RTUs. However, in order for the bidders to
develop a complete understanding of the new
SCADA system and RTUs, we will prepare
sketches for the following typical sites:

EXECUTIVE SUMMARY
INTRODUCTION
The City of Huntington Beach Water Operations
Division, is commencing a project to upgrade its
existing Water SCADA System. This project
will enable the City to take advantage of current
technology, improve maintainability and ensure
that the most appropriate telecommunication
media is employed.
The Engineering consultant will perform the
work in three phases:
• Phase 1 - Preparation of a SCADA master
plan
• Phase 2 - Design and preparation of bid
documents
• Phase 3 - Bidding and Construction
Services
Westin has taken a "teamed" approach to this
project. This will allow the City water staff to
participate in the planning and design process,
along with Westin's design
engineers and technical
specialists. During Phase 1,
Westin has successfully (the Master Plan), this will

• City staff familiar with the system at the
time it is taken over from the contractor.
The modern SCADA system is no longer a
stand-alone application. It is capable of
being integrated with other utility
applications such as planned maintenance,
laboratory information systems, engineering
drawings, on-line O&M manuals etc., to
provide utility users with easily accessible,
current and relevant information. Although
these other applications may not currently be
in place, the SCADA needs to be designed to
be compatible and easily integrated when
they are introduced.
WESTIN'S PROJECT TEAM
The selection of the engineer and the
methodology to achieve the City's .goals are
critical to the project's success. A project
team is needed with the following
experience:
• Project Management
• PC Based SCADA
• Telecommunications
• Local SCADA Vendors.
Westin specializes in instrumentation,
control, and information systems for the
water utility industries. Westin's project
team consists of experienced senior
personnel in each of the required technical
areas. Each project team member specializes
in, and is recognized as a leader in, one or
more of the required skills for the SCADA
System project.
Mr William Gabris, the Director of Westin
Engineering's Southern California
Operations, will be the Project Manager. In

this role he will ensure that the City's project
receives the attention of Westin's
management, and that the engineering
resources needed, are applied to the project.
Mr. Russ Collins, the Telecommunications
Manager for Westin, will be responsible for the
communications analysis, design, and
specifications. He has over 20 years experience
in telecommunications management.
Mr. Alan Carrie, a Principal Engineer with
Westin Engineering, will be the alternate Project
Manager and responsible for Quality Control
(QC). He has over 25 years of experience in the
fields of instrumentation, automation, and
information systems, for both industrial and
municipal clients
Teaming With Automation Services
To enable Westin to be immediately effective
on this SCADA project we have teamed with
Jeff Adler of Automation Services. Jeff was
involved with the installation of the City's
original BIF SCADA system and has assisted
the City since then with changes and
improvements. Jeff's knowledge of the system
and operation will be valuable in putting
together the databases and control strategies
needed for the new system.
OPTIONS, ADDED VALUE
Cost reductions. This proposal has been
prepared to respond to the methodology and
requirements detailed in the Request for
Proposal. Westin's experience has shown that
costs can often be reduced by making small
changes to the requirements. Westin would like
the opportunity to discuss these changes during
fee negotiations. It is anticipated that
significant savings can be achieved.
City of Huntington Beach, SCADA Upgrade
Added value. Westin can provide additional
services outside the scope requested in the
RFP. These may have significant benefits to
the City. These include: .
• Generate Process and Instrumentation
drawings (P&IDs)
• Include software configuration as part
of the professional services scope of
work
• Integrate the SCADA software with
other utility applications, such as on-
line O&M manuals.
• Employing a "partnering" approach to
the construction phase. This
methodology is designed to deliver a
project as a team (City, Westin and
Contractor). This avoids defaulting to
an adversarial relationship that often
occurs between Owner and Contractor.
Westin looks forward to discussing these
opportunities with the City.
ORGANIZATION OF THIS
PROPOSAL
The proposal is organized to reflect the
required content indicated in the Request for
Proposal.
The Fee proposal has been included in a
separate sealed envelope as requested by the
City.
SUMMARY
Westin looks forward to working with the
City of Huntington Beach on the SCADA
project. All of the project team members
will be committed to the project for its entire
duration.

INTRODUCTION
The Work Statement defined in this section is
the basis for the engineering services to upgrade
the City of Huntington Beach's SCADA system
and communication network. This Work
Statement amends and supersedes Westin's
proposal dated July 1998.
OBJECTIVES
The objectives for the SCADA System upgrade
include:
Deliver to the City an upgraded SCADA
system that takes advantage of the new
technologies delivered by a modern
SCADA system.
Employ the most effective communications
media. Major considerations are reliability
and cost.
Deliver a reliable, easy to use and maintain
system, meeting both short and long-term
needs.
WESTIN APPROACH
The upgrade to the water SCADA system is
not an exceptionally large one, but has aspects
that need to be managed carefully. Westin's

MASTER PLAN
Introduction
Phase 1, the SCADA Master Plan when
complete will serve as a roadmap for the

development of Phase 2, (specifications and bid
documents) and the implementation
Phase. It reviews the utilities existing system,
and then through a number of workshops,
determines the requirements for the new
SCADA system.
The workshops are one of the most important
elements of the work. These "brainstorming"
sessions generate the ideas which develop into
the requirements specification for the new
SCADA system. During the workshops the
City's staff is encouraged to look ahead at how
they see the utility operating in the next 5 to 10
years.
The SCADA system can contribute to the
efficient operation of the utility by providing
easily accessible information to decision makers
(operators and planners for example). The
information (not just data!) must be in the form
the user needs and must be available where it is
needed. This may be at "central", in the field

Objectives
The Westin team will become familiar with all
parts of the existing SCADA system, in
preparation for holding the first "requirements"
workshop.

An initial project database will be created for
the SCADA system. This will detail the remote
sites, locations, associated instruments and
controlled devices, RTU inputs/outputs, RTU
power source, existing control strategies and
alarms, and lists of drawings. The input/output
database will be directly extracted from the BIF
RTUs as an electronic file..

senior staff to list and discuss known future
projects, expansions, and modifications that the

Two workshops will be held to define the
requirements for the new SCADA system.

Westin, together with plant staff, will define
the requirements and design of the SCADA
system based on three factors:
1) The people and organizations who
use the system to do their work
2) The functions and processes that are
performed
3) The enabling technology.
As input to this task, Westin will review any
existing City utility strategic plans and other
documents relevant to the SCADA system.
This will include any existing City
emergency planning documents.
Workshop No. 1. — People and Organization
Westin will conduct a requirements
workshop for the major groups of the SCAD
System. The workshop environment allows
for a free flow of ideas, expands thinking
beyond current practice, and introduces the
capabilities of new technology.

processes and performance of the Water
SCADA System. These requirements will be
understood by considering basic SCADA

The SCADA "technology" and support
requirements are important. They can
determine the reliability, useful life of the
SCADA system, and its ability to work with
other (current and future) utility software
applications. Issues that will be discussed
include:
• Open architecture
• Hardware and software standards
• Interface requirements
• Redundancy
• Vendor products —
standard/customized
• Proven technology
(software/hardware)
• Ease of use
• Owner maintainability
• Vendor support
• Cut-over/transition considerations
Summarizing the workshops
Typically many ideas are generated during
the course of brainstorming session. These
need to be classified and evaluated in terms
of their benefit to the City. To assist with
this, the ideas will be rated by plant staff as
"essential", "high priority", "medium
usefulness"(nice to have), and "low priority"
(useful if available at appropriate cost).

An initial evaluation of the options will select

a more detailed analysis in Task 1.5.

hardware/software options available and how
well they meet the City's requirements. The
results will be summarized in a Technical
Memorandum.
Host software currently popular for water
utilities include: "The Fix" from Intellution,
"In Touch" from Wonderware, "Factory
Link" from US Data, and "Look Out" from
Westin's telecommunication
expertise is provided by a group of
ten Westin communications
engineers dedicated to SCADA and
network systems. Their experience
will ensure that the most
appropriate media is recommended
to the City.

Task 1 Constraints and Assumptions
To estimate the level of effort required for this
task the following assumptions were made:

Plans for the remote sites, showing major
dimensions, are available from the City.
Schematics for the existing RTUs are
available. It is assumed that updating of
these to show actual conditions is a minor
task.
The existing RTUs will be replaced "in
kind", with the new RTU modules installed
in the existing RTU cabinets. RTU
installation can be done from connection
lists and detailed installation drawings will
not be required.
That workshop dates agreed on, can be
maintained. Changes may adversely affect
schedule.
No allowance has been made for Westin to
complete radio frequency searches or radio
path studies. These are significant tasks that
will be necessary if a radio communications
alternative is selected. Westin routinely
provides both these services (see work
sample in the Appendix) to clients. Should
they be necessary for the City, Westin can
negotiate to add the necessary additional
hours .

80% Specification
Task 2.2 — Prepare Database for the New
SCADA System

The database developed in Phase 1 of the
project will be updated, to reflect the
requirements of the new SCADA. Many of the
tables required for the specifications are
generated directly from this database. These

Westin will prepare a set of drawings to
include with the bid documents. The
drawings will include:

• RTU typical layout
• Example displays (2)
Westin understands that it is the City's
intention to replace the existing RTUs and no
(significant) additional instrumentation is
required. For cost savings, our approach is
based on installing the new RTUs in the.
existing RTU. cabinets. Because of this
simplified approach, Westin will not prepare
detailed RTU site and installation drawings,
but will provide connection lists for the new
RTUs. However, in order for the bidders to
develop a complete understanding of the new
SCADA system and RTUs, we will prepare
sketches for the following typical sites:
1. Well
2. Reservoir
3. Flood Control
4. West Orange County Water Board.

TASK 3 — BIDDING AND
CONSTRUCTION SUPPORT
SERVICES
Introduction
Phase 3, provides the City with bidding and
construction support services. Westin will
support the City during these critical phases
and assist in making sure new SCADA
system is built, installed, tested and
documented as required by the
specifications.
TASK 3.1— Bid Services
The following bid services, and level of
effort have been allowed for:
a) Answering questions from bidders.
(Up to 6 hours)
b) Conduct pre -bid conference and
facility tour. ( 8 hours)
c) Assist City evaluate bids. Includes
preparing bid evaluation criteria. (Up
to 32 hours)
d) Make recommendation to the City.
(Up to 4 hours)
TASK 3.2 - Construction Services
The following. construction services, and
level of effort have been allowed for:
a) Answer Contractor's requests for
clarification. (Up to 24 hours)
b) Review submittals. (Up to 24 hours).
c) Field inspections and reports. (Up to
40 hours.)
d) Review requests for change -orders.
(Up to 24 hours.)
e) Assist City with Factory testing.
(Up to 34 hours)
f) Assist City during final inspection.

QUALIFICATIONS
INTRODUCTION
Westin has provided consulting engineering
services for many water utilities on projects of
similar scope to the City of Huntington Beach's
Water Operations SCADA system project.
Westin's contracts range from the large multi-
discipline California State Water Project, which
included planning and implementation of the
California Aqueduct control systems
replacement, to PC based SCADA systems for
water districts and municipal water agencies.

INTRODUCTION
Westin is proposing an overall schedule for the
Consulting Engineering Services for a Water
SCADA System of 17 weeks. Our .proposed
schedule is based on the following:
• A contract start date of 1 August 1998.
• A Phase 1 duration of 7 weeks
• A Phase 2 duration of 4 weeks
• A Phase 3, duration of 5 weeks.
• A SCADA vendor proposal preparation
time of 4 weeks.
• A contract with the recommended SCADA
vendor ready for signature by 30 November
1998.
We are committing the project team to the City
of Huntington Beach Water Operations SCADA
System project to ensure project completion on
budget and on schedule.
