Item 11. - Page MEETING DATE: 4/19/2010 DEPARTMENT ID NUMBER: PW 10-017 Analysis: The approved Capital Improvement Program (CIP) exceeds $30 million in fiscal year 2009/10. The CIP is composed of various projects, with the majority in the transportation, water, sewer, and park improvements categories. Many projects require the services of an environmental engineering firm to properly study, analyze, or design the project. Such on call services are established prior to their need as not to delay an awarded project. Since 2002, it has been the Public Works Department practice to maintain three to five active contracts for both planned projects and emergency response. These four firms will replace recently expired contracts. Current and recent projects using these services are Water Main Corrosion Control (Water Fund), Atlanta Avenue Widening (OCTA Grant Funds), Newland Widening (Traffic Impact Fund), and Civic Center Seismic Retrofit (RDA/Grant Funds). Unknown field conditions or hazardous materials discoveries such as oil, asbestos or creosote may prompt the immediate use of environmental mitigation services. Budgeted annual Public Works General Fund expenditures include Central Park Sports Complex Post Closure Maintenance Plan ($70,000) and Central Library Methane Monitoring ($10,500) as required by the State Water Resources Control Board. Environmental engineering services also may be used to review substantial development environmental impact reports. In such cases, the cost would be paid by the developer in accordance with the current fee schedule. Typical environmental services include: ® Prepare, assist, and review preliminary environmental studies • Review and prepare documentation in aspects, of water discharge permits from regulatory agencies ® Investigate and provide mitigation plans for naturally occurring gas odor control, design of gas collection systems • Process, coordinate, and obtain various regulatory permits for removal and disposal of hazardous waste materials ® Analyze hazardous materials onsite • Monitor methane gas emissions at identified sites In compliance with Chapter 3.03 of the Municipal Code, proposals were requested and twenty-three (23) firms responded. Representatives from several departments ranked the proposals based on qualifications, experience, and references. Upon final review, it was determined that AMEC Geomatrix, Inc., GC Environmental, Inc., Geosyntec Consultants and WorleyParsons Group, Inc. will best meet the needs of the city. Each of the proposed contracts is for a three-year term with an amount not to exceed $500,000 per contract. Public Works Commission Action: Not required. Strategic Plan Goal: Maintain, improve and obtain funding for public improvements Environmental Status: Not applicable. -2- Item 11. - Page 2 4/12/2010 5:49 PM REQUEST Of CITY COUNCIL ACTION DATE:MEETING 411912010 DEPARTMENTDNUMBER: 10-017 Attachment(sl: 04-'Nup 0 oiv Ite m 1. Preliminary & Detailed Design Engineering WorleyParsons has over 100 registered professional engineers and geoscientists licensed to practice within the State of California. These engineers and geoscientists have significant design experi- ence related to all aspects of environmental engineering projects, and other infrastructure projects. We can prepare drawings and specifications as required for any project of this nature. WorleyPar- sons has a full -service computer -aided drafting and design (CADD) department as well as a geographic information systems (GIS) (Geo- matics) department. We have worked very successfully with City of Huntington Beach counterparts on several historical projects involv- ing environmental engineering. Cost estimate preparation is undertaken using a combination of three methods including experience with similar types of projects and obtaining quotes from contractors and sub -contractors; utilizing published materials on labor, equipment and materials such as the R.S. Means handbooks, and (particularly for estimating costs asso- ciated with environmental investigations and remediation systems) use of estimating software such as RACER (Remedial Action Cost Engineering & Requirements). Combinations of these methods are used to ensure that cost estimates are consistent and repeatable for a given set of design assumptions, and accurate to within the limits of known information at the time the estimate was prepared. Permits As a result of our extensive environmental engineering and geoscience project experience, WorleyParsons has developed expertise in obtaining permits required for many different types of work tasks including investigation, planning, construction, and operation. Some of the agen- cies that we have worked with in obtaining these various permits have included: I Various municipal traffic, engineering, and construction permits; WorleyParsons Exhibit A.2_Methodology.doc WorleyParsons City of Huntington Beach resources 6 energv As -Needed General Environmental i Engineering Services EXHIBIT A.2 Santa Ana Regional Water Quality Control Board (RWQCB) for waste discharge permits; .- South Coast Air Quality Management District (SCAQMD) for permits to operate; and '4. California Department of Health Services (DHS) for well construction permits. Bidding Stage WorleyParsons will prepare specifications and scopes of work for treatment, remediation, or abatement of hazardous materials impacting planned construction/demolition activities. The specifications will be sufficient for bidding purposes by qualified remediation and/or abatement contractors and ensure completion of all project work in accordance with applicable local, State, and Federal regulations. WorleyParsons staff will be available to attend meetings as needed to discuss contractor bids, procedures, phasing, schedule, work procedures, and engineering controls. Our project man- agers can work with the City to review and approve contractor submittals, including work plans, certifications, worker safety, permits, regulatory notifications, licenses, and insurance. Construction Stage The WorleyParsons construction management (CM) organization is a global network of con- struction professionals that subscribes to and has certifications to such industry professional organizations as the Construction Management Association of America (CMAA) and the Con- struction Industry Institute (CII). As one of the 20 largest CM for -fee firms in the world, Worley - Parsons offers comprehensive services for a wide range of building projects. With an integrated environmental team, WorleyParsons can react quickly and effectively to address unexpected contamination during construction and keep delays affecting City capital projects to a minimum. WorleyParsons provides a wide range of environmental consulting services to support construction projects: Environmental permitting and compliance; Air quality monitoring and construction worker exposure; Stormwater pollution prevention planning and monitoring; Health and safety management; Environmental due diligence audits; Environmental site assessments (ESAs); and Site restoration and remediation. WorleyParsons has not only provided oversight in the preparation of contract documents, the bidding process, and construction management, but we have also acted as construction con- tractor on several projects. In having worked "both sides of the fence" WorleyParsons has de- WorleyParsons Exhibit A.2_Methodology.doc WorleyParsons City of Huntington Beach ' resources energy As -Needed General Environmental Engineering Services EXHIBIT Ae2 veloped a thorough understanding of the engineering process from feasibility through to design, bidding, procurement, construction and operation. Efforts to Satisfy Our Clients Since establishing a Southern California office in 1992, WorleyParsons has worked with many municipal clients, such as the City of Huntington Beach. In that time, we have tailored our ser- vices to meet the environmental needs of these clients so that they may, in turn, continue to im- prove our communities. WorleyParsons strives to exceed the expectations of our clients on all projects. We find that the best way to satisfy our clients is to provide outstanding project man- agement to deliver high -quality, on -budget, legally defensible environmental services. Regulatory Liaison Practically all environmental projects require interaction with one or more regulatory agencies and the community. At WorleyParsons, we believe that successfully completing a project re- quires maintaining a cooperative and credible relationship with the agencies during the early decision -making stages. The key members of the WorleyParsons team have worked with both staff and senior level personnel at agencies ranging from the Santa Ana RWQCB, Orange County Health Care Agency (OCHCA), and SCAQMD, to the DHS, DTSC, and the USEPA. As an advisor to our clients, WorleyParsons endeavors to present clear and precise information to facilitate a complete understanding of each project by the agencies. We understand that the stakeholders are not always intimately familiar with each project. Therefore, by presenting in- formation in ways that are readily accessible, we are able to expedite project and document re- view, and, ultimately, project completion. Many of the environmental projects performed by WorleyParsons have been conducted with a high level of public and agency oversight, and some were conducted in support of litigation ef- forts of various municipal clients. As such, the success of each of these projects demanded strict field protocol in accordance with established sampling analysis and quality control plans (SAPs and QAPPs), the completion of detailed, accurate, and well -written reports, and the abil- ity to inform and negotiate with oversight agencies and other stakeholders on behalf of our cli- ents. Quality Control WorleyParsonsihas rigorous internal quality assurance/quality control (QA/QC) procedures to ensure the highest quality of deliverables to our clients. The WorleyParsons QA/QC policy cov- ers not only thetechnical aspects of each project, but the internal administrative and manage- ment aspects of a project as well. This ensures that the communication, technical, editorial, and reproduction aspects of each report are of the highest quality. Our QA/QC program is also distinctive because it allows for process improvements and lessons learned. WorleyParsons' management encourages process improvements so that our procedures are aligned with the evolving needs of our company, our clients, and our industry. WorleyParsons Exhibit A.2_Methodology.doc 10 WorleyParsons reso, jrces & energy City of Huntington Beach As -Needed General Environmental Engineering Services Laboratory analytical data are transferred in an electronic data deliverable format to WorleyPar- sons. WorleyParsons then imports data directly into the project -specific EQuIS database, elimi- nating human error and maximizing the efficiency of our data QA/QC process. The EQuIS da- tabase is designed to be a comprehensive repository for a variety of environmental data. Data entered from many sources are standardized and relationships are developed to prevent re- dundant data entry. Scheduling Controls WorleyParsons understands that timing is important for projects under this contract. On -call contracts often come with task orders that must be both responded to and completed within a short turn -around time. Many of our environmental projects have been done under accelerated schedules to meet property transaction timing, construction timing, or grant stipulations. Wade Major, the designated Project Director for this contract, leads the rest of our local environmental management team in bi-monthly meetings to discuss upcoming project needs, staff schedules, and workload allocation. These meetings are used to make sure that potential scheduling con- flicts are resolved and the appropriate project personnel are allocated and available for the du- ration of project work. Cost Controls In order to control costs and keep projects on budget, WorleyParsons operates on an inte- grated, online, project accounting system. This allows the Project Manager to track project budgets on at least a weekly basis and to address any irregularities in a timely fashion. Budget and staffing are entered into the system regularly. Project managers are alerted when costs reach a certain percentage of the budget. Timesheets are approved on a line item basis, with each project manager responsible for approving any time charged to their job. Regardless of position, all staff must have their time approved by the Project Manager before their timesheet can be processed. In this way, costs are controlled and unexpected expenses are minimized. WorleyParsons Exhibit A.2_Methodology.doc 11 EXHIBIT "B" Payment Schedule (Hourly Payment) A.
