services at six public facility locations.

was bid on 5/3/79 through the Purchasing Dept. This '•+has due to the fact that a formal
Public works advertised bid would have resulted in all bidders having to pay union scale,
and the costs would; have been considerably higher. The specifications and proposals were
sex± to eight. firms. Wmever, the M.A.T. Co. was the only firm to respond with a bid. Thi3
is considered to be due to the scope of wcw)c requiring a relatively large ccopany, and due: 1
to banding and insurance requirements that smaller farms cannot arrange. The six locations
serviced are: Civic center* Central Library, "Water %3rehouse, Old Fare Station (Second Floor) ,
Old Fire station (First Floor) , and the old F ministratioa Building.
It has been estimated that were the city, to hire permanent employees,- purchase equipment,
and provide all fringe item fundiN, the oczt would exceed that of contract service by
approximately $70,,000 per year,, primarily due to wages 'preset in City pay ranges being more
s than contractors pay'.

7. Administration Responsibilities - The coW ractor
shall recognize the Departritent of Public Works
as the contract administration force of 'the city.
Direct contact for daily work shall be the Build-
ing Maintenance Technician, at the Civic Center,
or his assistant. Contract: administration chain
of command shall then be directed in an upward
route to the division engineer and onto the Director
of Public Works. Reque,ts or demands by other
departments shall be courteously listened to and
referred to the technician for determination of
justification or establishment of priorities. No
work shall be performed which is contrary to the
contract level o�! service or frequency ciaarts with-
out authorization of the technician.
