Approve and accept grant award in the amount of $20 312 - $15,252 in FY2010-2011 and
$4 380 in FY2011-2012 - from the Bill and Melinda Gates Foundation Opportunity Online
Broadband Grant program providing support for broadband connectivity charges at the Helen
Murphy branch library and the Banning branch library and appropriate funds into Account

Analyses The Bill and Melinda Gates Foundation is a strong supporter of public libraries as
anchor institutions providing public computing and internet access The Opportunity Online
Broadband Grant program was designed to help libraries upgrade and support high speed
internet connections The Foundation selected the State of California as a pilot partner for
the new grant program The Huntington Beach Public Library has two locations that needed
upgrades to support public computing and internet access and applied to participate in the
grant program The Gates Foundation grant will cover the costs associated with the
installation of a more stable and powerful internet connection The upgraded broadband
connection will allow the library to better meet the needs of the community for internet
access

In order to receive this funding, the participating library must have a plan for
sustaining connectivity beyond the two -yeas grant Please pi ovide how your library
will continue to support the costs of maintaining and perhaps increasing your
connectivity
Huntington Beach Public Library will support the costs of maintaining broadband
connectivity with our City s general fund monies In addition, we plan to apply for e-rate
handing that we hope will allow us to increase our connectivity at all locations

• Participate in the Bill and Melinda Gates Foundation Opportunity Online Grant
Pilot Program administrated by the California Mate Library and Califa for the
period of July 1, 2010 - June 30, 2012,
• accept the awarded grant funds to improve Internet connectivity to at least 1 S
Mbps or greater
• Complete the connectivity upgrade by February 15, 2011,
• Sustain the improvement in connectivity through a local match of 50% of the
incremental upgrade cost during the duration of the grant,
• Continue tl- e connectivity upgrade beyond the grant period,
• Participate in the Alai Public Library Funding and Technology Access Study in
2010 and 2011, and,
• Complete and submit all required reports to the California State Library on or
before the stated deadlines
