SUBJECT: Adopt Resolution Authorizing Submittal of a Grant Application for
Rubberized Asphalt Concrete

Statement of Issue: A resolution of the City Council is necessary to submit a Rubberized
Asphalt Concrete (RAC) Grant application to the California Environmental Protection
Agency's California Integrated Waste Management Board (CIWMB).
Funding Source: The resolution will allow for the application of up to $250,000 in grant
funding.
Recommended Action: Motion to:
Adopt Resolution No. 2009-10 , A Resolution of the City Council of the City of
Huntington Beach Authorizing Application to the California Environmental Protection Agency
for Rubberized Asphalt Concrete (RAC) Grant.
Alternative Action(s): Do not adopt the resolution and do not apply for the grant.

Analysis: The City of Huntington Beach City Council adopted Resolution No. 2009-05, to
create policies that are mindful of protecting the environment, develop new policies and
practices that conserve natural resources, and minimize environmental impacts. In support
of this policy, the proposed resolution authorizes the Director of Public Works to apply for and
enter into agreements for grants that encourage the use of rubberized asphalt in City
pavement projects.
Using rubberized asphalt concrete provides an opportunity to reduce landfill waste and
recycle tires. For example, a two-inch layer of RAC is used on typical street rehabilitation
projects. The fiscal year 2008/09 budget provides funding for paving rehabilitation of
approximately 4.5 miles of arterial streets or approximately 35 lane miles. It is estimated that
about 2,000 waste tires are used per lane mile which equates to 70,000 tires that could be
recycled in the arterial highway rehabilitation program.
The maximum five-year term of the resolution suggested by the CIWIMB would allow the City
to submit an application at a rate of one grant every two years. Agencies are not eligible for
RAC grants in consecutive fiscal years.
Public Works Commission Action: Not required.

(1-1) Improve the City's plan for funding and completing infrastructure needs, and develop
strategies for resolving crucial infrastructure problems to preserve the physical foundation of
the community and enable to community's value to grow.

RESOLUTION NO. 2009-10
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AUTHORIZING APPLICATION TO
THE CALIFORNIA ENVIRONMENTAL PROTECTION AGENCY
FOR RUBBERIZED ASPHALT CONCRETE (RAC) GRANT
WHEREAS, Public Resources Code. sections 40000 et seq. authorize the California
Integrated Waste Management Board (CIWMB) to administer various Grant Programs in
furtherance of the State of California's (State) efforts to reduce, recycle and reuse solid waste
generated in the State thereby preserving landfill capacity and protecting public health and
safety and the environment; and
In furtherance of this authority the CIWMB is required to establish procedures
governing the application, awarding, and management of the grants; and
Giant Application procedures require an Applicant's governing body to authorize by
resolution its approval for submittal of the Grant Application(s) identified below, and he
designation by job title of the individual authorized to execute all Grant documents on behat
of the City of Huntington Beach; and
If awarded, the City of Huntington Beach will enter into a Grant Agreement with the
CIWMB for implementation of said Grant(s)_
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
1. That the City Council authorizes the submittal of application(s) to the CIWMB
for all grants for which the City is eligible.
2. That this authorization is effective on the date of adoption of this Resolution
and shall continue in effect until February 17, 2014.
3. That the Director of Public Works, or his/her designee, is hereby authorized
and empowered to execute in the name of the City of Huntington Beach all grant documents,
including but not limited to, applications, agreements, amendments -and requests for payment, -
necessary to secure grant funds and implement any and all approved grant project(s).
