Statement of Issue:
On August 6, 1979, the City Council of Huntington Beach authorized the City Administrator
to submit the grant application and execute the grant award for the Orange County Regional
Law Enforcement Training Center, The City is needed as a sponsor only and will act only
as a receiver of funds from the Law Enforcement Administration Agency to be turned over
to the Coast Community College District for the construction of the facility. it is time
now to approve the expenditure appropriation.
Recommendation:
Authorize the expenditure appropriation of S379,635.00.
Analysis:
Coast Community Colleges total conrritmnt will be S379,635.00 while the Law Enforcement
Administration Agency has conmi!.ed $379,635.00, making a total commitment of by both
for the project of S759,270.00. Cccupancy is anticipated by September, 1981.

Statement of Issue:
The California Criminal Justice Cotrnci 1, the California Cormuni t.-v Colleges'
Office, and the Orange Counry Chiefs cof Police and Sheriff's Association have
proposed the construction of a Criminal Justice: Training Center fatcility on the
Golden West Collr.,ge cam)us in Huntington Beach. The facility will be constricted
by funds a:,ailatble through the Omnibus Crirxt Control and Safe Streets Act. of 1968
and also all matching funds from the Coast Cor-mtnity ('r.�lle e District. Since
the project is funded partially by Uiw Fnforcemwnt ub inistration :Agency, the Cite

WHEREAS, the City of Huntington Beach desires to under-
take a certain project designated Orange County Regional Lars
Enforcement Training Center to be funded in part from funds
available through the Omnibus Crime Control and Safe Streets
Act of 1968, PL 90-351, as amended Thereinafter referred to
as the Crime Control Act), administered by the Office of
Criminal Justice Planning (hereinafter referred to :a GCJP),
NOW, THEREFORE, BE IT RESOLVED by the: City Council of the
City of Huntington Beach that the City Administrator is au--
thor:zed, on behalf of the city, to submit the attached Appli-
cation for Grant for Law Enforcement purposes to OCJP and is
authorized to execute the attached Grant Award for law er.-
forcement purposes, including art; extensions or amendments
thereof.

The need for a criminal justice training center- in Orange County has
been apparent for a numbr.r of years. Orange is the second most Populous
and the fastest growing county in the State. The major growth of the Orange
County population is centered in tme South county frcm Tustin to Sao Juan

The current 1979 law enforcement ; opulation of Or•:an,r• County, excludin,
the Sheriff's Departrient, is approximately 2,115 s~:.arn i�nG 7/4,0 ncn-sworn
personnel. Considering the present attrition rate o` six to ten percent
each year for law enforcement employees, there will be a need for- training
approximately 127 to 212 sworn and 44 to 74 non-s►•.orn new law enfor'cc:r:ant
personnel cacti year just to maintain the current level of sup plort.
At present, there are only two active basic trainiq programs in
Orange County: the Orange County Peace Officer`s 'trainincg Academy at Colder;
West College and the Orange County Sheriff's ;academy through Santa Ana Ccllere.
Under the existing conditions, neither academy can accormodate t!e present
level of demands for basic and in-service training by county law onforcenent

The Los Angeles Police Denartnrent Law Enforcement Trainin,tplcaderiy charges
S2,000 plus equip. -lent costs for each Orange County recruit acceptetd for
training. Additionally, the Los Angeles County Sheriff's r.cacc,-.y, Ohici;
also trains some Orange County recruits, charges S1,0 D plus e►u-,p!!7._ant.
In-service programs are also lacking in the county, and deP-,, r, JTntS
utilize programs offered in Los Angeles, Riverside, Sari Bernardino zed San Giezo
counties.

Furtherr,ore, there is currently no criminal justice training r:-cili.;;
in California %ihich offers a comprehensive non sworn training prcgrar. for
handicapped persons. It is the intention of the Orange County Criminal
Justice Training Center to ir:,p1c-.rent such a rehabilitation proor,a , ;.itnin
two years of completion of the facility. Training programs need is br: offered
in areas such es dispatcher, property control, court reporting, or other
no positions which do not require a great deal of physical activity,
but do require a skilled person who, has been ;adequately trained for the
task.

program includes all of the courses mandated by the State Cor;nission or,

and pre -service AA degree and certificate prograris for lay; enforcement
officers and regular students.
The mandates by P.O.S.T. include five essential courses: tl;e Basic

This P.O.S.T, mandated training is the most costly part of law enforce-
ment training. Presently, not including administrative cost, the basic
recruit academy at Golden West College requires approximately $22,000 for
each 13 week presentation. At the present enrollment capacity of 40 recruits
this represents a per student cost of approximately $550 which is considerably
lower than any current basic course training available to Orange County law
enforcement agencies. If the proposed facility is constructed and the
enio1lm . ent capacity increases, even considering additional staff and materials,
the per student cost will decrease due to fixed costs.
To provide services at the lowest cost possible while maintaining the
rigorous high standards necessary to best prepare personnel for law enforce-
ment and criminal justice work, it is essential that duplication of programs
be avoided and student per capita costs be kept at a minimum. This is best

college: presently provides for many additional facilities and services which
provide the participants with additional opportunities for self-improvement
and enrichment while reducing the cost of providing a training facility for
criminal justice agencies in the county.
Facilities currently available at the college include: a modern full -
acquisition library; a media learning resource center; an instructional
materials production center; rest and food service facilities; physical
fitness equipment and operations including a parcourse, fitness academy,
locker and shower rooms; a health center with nurses and doctors available;
and transportation available for field triers to other special it"aining
facilities.

1. A permanent single -story structure will be constructed on the Golden
West College campus to serve as a training center for pre -service aird in-
service criminal justice personnel in Orange County. The building will be
finished to the extent that it is available for housing all projected criminal
justice training activities on or before September 30, 1981.
2. The establishment of the Orange County Criminal Justice Training Center
will provide for a 50% increase from May 1979 to the December 1981 school
year in the number of sponsored law enforcement recruits; trained in Orange
County who have completed the State mandated P.O.S.T. Basic Course.
3. T,re establishment of the Orange County Criminal Justice Training Center
will provide for a 60% increase from May 1979 to December 1981 in the number
of unsponsored recruits trained in Orange County who have completed the State
mandated P.O.S.T. Basic Course.
4. The establishment of the Orange County Criminal Justice Training Center
will result in the enrollment of current in-service employees from more than
75% of the 23 police departments in Orange County in refresher and career
enh, - %Piaent training programs offered at the facil ity prior to December 31, 1981.
5. By December 31, 1981, the Orange County Criminal Justice Training Center
will provide for a savings of at least S15,0OC tuition costs for Orange County
law enforcement agencies due to -the availabil ity of a local law -cost program
for sponsored recruits rather than use of out -of -county tuition -charging
academies.
6. The establishment of the Orange County Criminal Justice Training Centel -
facility will provide for the expansion of existing criminal ,justice training
p►vgrams such as: military policy transition, special handicapped training,
and seminars and workshops. A minimum of three new program areas will be
implemented by December 31, 1981.

the construction including architectural plans, approval and clearance docu-

INTERNAL ASSESSMENT DESIGN
I. The construction of the proposed building on the Golden 14est College
campus will require the usual pre -construction and in -process documentation
such as an environmental impact declaration, proper building permits,
inspection reports and subcontractor reports. These documents will provide
data on the status of the project as the construction is in progress. l
All reports and documentation, regarding the building of the facility will j
be rnaintained in the Coast Community College District Office of Physical
Facilities Planning, and will h2 available for inspection by internal and
external evaluators of the project as necessary.

3. Data substalttiating the project increase in the nu -tuber of unsponsored
law enforcement training recruits trained in Orange County and successfully

Statistics will be obtained from the 23 police department and Sheriff's
Department in Orange County, using the May 1979 academy graduate statistics
as the base figure and the graduate statistics from the December 1981
academy as the comparative figure.
4. The use of the projected facility by over 75% of the 23 law enforcment
agencies in orange County to train in-service officers and other staff will
be substantiated by records kept cy the 23 agencies and the Administration
