LI.C[ PROBLEH The need for a criminal justice training center- in Orange County has been apparent for a numbr.r of years. Orange is the second most Populous and the fastest growing county in the State. The major growth of the Orange County population is centered in tme South county frcm Tustin to Sao Juan Capistrano. Estir►atcs from the Crange County rcor►a.,ic Oe;rlc,^:=r1t Caen:i and the Southern California Association of tioverr,:eats ir►dicatc, a potential growth of *his area of the county to 7C0,000 peo,,le in the -,car' 2003. hteeting the law enforce ens. needs of this expavl.inc; ccr.nunit•a vr.11 roquire additional trained personnel in the areas of traffic cor,tr.,1 , r'esicanti4l patrols, and special assignment officers. Curing the Su'""C'r r.^.onths beach cities' la-,,; enforcement agencies experience a sharp fr►creast, it load as more and more people trave'i to the beach areas for rec►'c:atiori. The current 1979 law enforcement ; opulation of Or•:an,r• County, excludin, the Sheriff's Departrient, is approximately 2,115 s~:.arn inG 7/4,0 ncn-sworn personnel. Considering the present attrition rate o` six to ten percent each year for law enforcement employees, there will be a need for- training approximately 127 to 212 sworn and 44 to 74 non-s►•.orn new law enfor'cc:r:ant personnel cacti year just to maintain the current level of sup plort. At present, there are only two active basic trainiq programs in Orange County: the Orange County Peace Officer`s 'trainincg Academy at Colder; West College and the Orange County Sheriff's ;academy through Santa Ana Ccllere. Under the existing conditions, neither academy can accormodate t!e present level of demands for basic and in-service training by county law onforcenent Problem, continued agencies, as evidences! by the 46 sponsored and 146 Lxsponsorc-d applicants who are currently on a waiting list for the Septerrrbcr 1979 training acadc.;ry to be held at Golden '.test College. Some departr.:ents send officers to basic courses offered in nearby counties, but this is incor.venient and costly. The Los Angeles Police Denartnrent Law Enforcement Trainin, tplcaderiy charges S2,000 plus equip. -lent costs for each Orange County recruit acceptetd for training. Additionally, the Los Angeles County Sheriff's r.cacc,-.y, Ohici; also trains some Orange County recruits, charges S1,0 D plus e►u-,p!!7._ant. In-service programs are also lacking in the county, and deP-,, r, JTntS utilize programs offered in Los Angeles, Riverside, Sari Bernardino zed San Giezo counties. The proposed larger facility and c:o,mpreherjs.i`,t• nrenr4:-, v,iii support the increased training rieed+ of all of the 23) police County, the Sheriff's Departr --nt, the County ?;ar'shaII's Office criminal justice arercies that ►;ish to take acvarti::.re of 'he fariliLies. For maximum space utilization, e.-ergency redical and other public safety training programs will also utilize the facility for ccrtain in,t:':.ctir1rs1 activities. Furtherr, ore, there is currently no criminal justice training r:-cili.;; in California %ihich offers a comprehensive non sworn training prcgrar. for handicapped persons. It is the intention of the Orange County Criminal Justice Training Center to ir:,p1c-.rent such a rehabilitation proor,a , ;.itnin two years of completion of the facility. Training programs need is br: offered in areas such es dispatcher, property control, court reporting, or other no positions which do not require a great deal of physical activity, but do require a skilled person who, has been ;adequately trained for the task. .6- Problem, continued The Orange County Chiefs of Police and Sheriff's ,,ssaciation `r:s continued to express concern within the County about cost effc':tiveness of existing programs, local control of program:, content, incr•tased accessibii it_v of in-service programs, lack. of centralization of training facilities for the academy on the Calden West Carpus and needed progr3rcm e..r,)ansior, to allv4 for greater numbers of trained personnel which are ure►rtly ne•c•dc1-4. 'L,carse or these concerns the Association voted unan ivious l y on6, 11972y, tc support the creation of a cr min.l just ice training conter at Col citn :;nst College in the City of Huntington Leach. The center is also important to the County beciiuse it ',ill provide space to house a criminal ,justice resource censer for So--err=iiL•niw. This P.O.S.T, mandated training is the most costly part of law enforce- ment training. Presently, not including administrative cost, the basic recruit academy at Golden West College requires approximately $22,000 for each 13 week presentation. At the present enrollment capacity of 40 recruits this represents a per student cost of approximately $550 which is considerably lower than any current basic course training available to Orange County law enforcement agencies. If the proposed facility is constructed and the enio1lm . ent capacity increases, even considering additional staff and materials, the per student cost will decrease due to fixed costs. To provide services at the lowest cost possible while maintaining the rigorous high standards necessary to best prepare personnel for law enforce- ment and criminal justice work, it is essential that duplication of programs be avoided and student per capita costs be kept at a minimum. The construction of the proposed building on the Golden 14est College campus will require the usual pre -construction and in -process documentation such as an environmental impact declaration, proper building permits, inspection reports and subcontractor reports. These documents will provide data on the status of the project as the construction is in progress. l All reports and documentation, regarding the building of the facility will j be rnaintained in the Coast Community College District Office of Physical Facilities Planning, and will h2 available for inspection by internal and external evaluators of the project as necessary. The prorn)sed facility will bF ready for occupancy by September- 30, 1981, nrnvidina that no disabling external situations delay norr,,al construction. t 3.
