Wilson, City Manager PREPARED BY: Ken Domer,.Assistant City Manager SUBJECT: Authorize the Network Service Plan Renewal with ChargePoint, Inc. for twelve electric vehicle charging stations, Adopt Resolution No 2014-05 establishing a charge in the amount of $.22 per KWh for use of the Electric Vehicle Charging Station Program and approve an appropriation commensurate with the amount of increased revenue realized Statement of Issue: The City Council approved a Master Services Agreement with Coulomb Technologies (now ChargePoint, Inc.) in September of 2012 to establish an. Electric Vehicle (EV) Charging Program at various locations throughout the City. Twelve stations and installation were provided free of charge through grant funding. Additionally, network service was covered through December 2013. As a pilot, the program has been offered free of charge to users. In order to continue the charging station program, it is necessary to renew the network services agreement with ChargePoint. Inc. and decide on a fee structure for users. ChargePoint; Inc. has provided a quotation to renew for a period of one to five years. Financial Impact: During the pilot period, the City of Huntington Beach has offered the EV Charging system to users free of charge. The actual cost of electricity provided during the one year period is approximately $5,600. Adding the Network Service Plan costs of $1,280 per year along with a 10 percent collection charge requires the City to provide the service at $.22 per KWh. Recommended Action: A. Authorize the City Manager to sign all necessary documents to effectuate a three (3) year renewal agreement with ChargePoint, Inc. to renew a Network Service Plan for twelve Electric Charging Stations. B. Adopt Resolution No 2014-05, "A Resolution of the City Council of the City of Huntington Beach Amending Resolution No. 2009-31 Which Established a Citywide User Fee And Repealed Resolution No. 2007-58 And Supplemental Resolutions Thereto (Supplemental Fee Resolution No. 4)"; and approve an appropriation of up to $7,000 to the 807' fund (business unit 80787009), commensurate with the amount of increased revenue realized (Revenue Account #80700807). Alternative Actions : 1. Do not approve the renewal of the ChargePoint Network Service Plan and discontinue the program. Item 4. - 1 HB -1 t - Dept. ID AD 14-001 Page 2 of 4 Meeting Date: 2/3/2014 2. If the program is authorized to continue, continue offering the program to users free of charge or charge an alternate amount. Analysis: In 2011, the City of Huntington Beach had a unique opportunity to gain twelve electric vehicle charging stations through the Department of Energy funded ChargePoint Program. The grant offered twelve charging stations (valued at $55,000) at no cost to the city. Additionally, a grant from the California Energy Commission covered the cost of installation for the charging stations (valued at $75,000), eliminating up -front costs to the City. On September 6, 2011, the City Council authorized a Master Services Subscription Agreement with Coulomb Technologies for twelve electric vehicle charging stations through the ChargePoint America Program. In order to determine suitable locations for the best potential for utilization of the stations, Clean Fuel Connections and their partner installation electricians visited Huntington Beach in August of 2011 to perform a site survey. The proposed and ultimately approved sites include: Bella Terra Parking Structure (2), Main Street Promenade Parking Structure (2), Pier Plaza Parking Lot (2), Sunset Vista RV Parking (4) and Civic Center Visitor parking (2). The stations were installed and put into use on May 8, 2012. The stations have been owned and maintained by Clean Fuel Connections and the Network Standard Service Fee has been paid for by ChargePoint, Inc. through December 2013. There is no obligation to continue the program. However, should the City Council decide to do so, the Network Service Plan must be renewed through ChargePoint Inc. and the ownership of the stations will be turned over to the City. As part of the pilot program and in order to allow enough time to gather actual costs of the program, users have not been charged a fee to use the stations. Pilot Program Results The use of charging stations is monitored by the ChargePoint of America Portal. Utilization rate and energy consumption for each EV charging station is measured in an effort to measure the cost and success of the program. Appendix A shows the number of sessions per month and Appendix B shows a breakdown of usage by charging station by date. Energy Consumed The total amount of energy used by the twelve charging stations during the period of November 9, 2012, through November 5, 2013, was 35,172 (KWh). The ChargePoint of America Portal provides the amount of energy consumed in megawatt value (MWh), but the city is charged by kilowatt hour (KWh). Energy costs to implement the program total $5,627 for 35,172 KWh used for a one-year period (approximately $0.16 per KWh). Overall, monthly energy utilization has increased as the program became more popular. Listed below is the energy consumption in MWh by month: • November 2012: 1.244 MWh • December 2012: 1.848 MWh • January 2013: 1.79 MWh • February 2013: 2.069 MWh • March 2013: 2.803 MWh • April 2013: 2.881 MWh • May 2013: 3.737 MWh • June 2013: 4.476 MWh • July 2013: 4.776 MWh • August 2013: 3.96 MWh • September 2013: 3.722 MWh HB -115- Item 4. - 2 Dept. ID AD 14-001 Page 3 of 4 Meeting Date: 2/3/2014 • October 2013: 3.984 MWh • November 2013:0.704 MWh Utilization Rate The twelve charging stations are located in various parts of the city. Therefore, it is important to look at the utilization rate of each station. The ChargePoint usage reporting period for this survey is 10/23/13 — 11/06/13. During these 14 days, daily individual transactions were monitored and measured by duration and energy consumed. See Appendix B for daily results. Below is a list of the charging stations, in order by utilization rate: • Bella Terra- 77% • City Hall 01- 66% • Main Street- 42% • Pier Plaza- 19% • HB/RV Lot #1- 0.17 % • HB/RV Lot #2- 0.005% Overall, results show that Electric Vehicle owners have been using the EV charging stations more frequently. Our monitoring indicates that the highest energy consumption at 4.776 MWh and the highest number of session with 944 occurred in the month of July. It is important to note that although one of the ports at the Bella Terra was out of service for a few months, it still experienced the highest volume of traffic on a day to day basis. Looking at individual daily transactions for these charging stations it is also important to note that four charging stations located in HB/RV lot #1 and lot #2 are rarely used. Analyzing the report mentioned earlier to calculate utilization rate, HB/RV Lot #1 was only used four times during the reported 14 days. HB/RV Lot #2 was used only once for two minutes. While the report shows these four charging stations are not overly utilized, there maintains to be a demand for them in this general location and the City can review if more marketing is needed. Relocation is something that could be considered, but it is costly at $15,000 per station and is therefore not recommended. Charge for Use Now that the pilot period is over, Staff is recommending charging a fee for use. The recommended fee is low in comparison to other agencies, but it is enough to encourage users to move their vehicles once charged. There have been times when users stay longer than needed, thus preventing other users from charging their vehicles. The City's cost per KWh is approximately $0.16. The electricity costs of program last year were approximately $5,600 for 35,172 KWh in energy consumption. The Network Service Plan Renewal rate is $255 per year, per port ($1530 for 6 ports). However, discounts are offered if the agreement is renewed for two (2) to three (3) years. Staff is recommending a three (3) year renewal at the rate of $640 per port ($213.33 per port per year) for a total of $3840 ($1,280 per year for 12 stations). The total cost of the program per year, assuming the same KWh usage, is $6,880 or $.20 per KWh. ChargePoint collects the revenue and forwards payments quarterly minus a 10% fee. Therefore, staff recommends charging $.22 per KWh ($.20 + 10%). Alternatively, the City Council could decide to continue the program on a no -charge basis or charge a different amount. Information obtained from the ChargePoint website provides the following information regarding the charges from other entities for use their EV charging stations: City of Laguna Beach July — August: $3 per hour September — June $2 per hour Item 4. - 3 Dept. As previously mentioned, staffs recommendation is to charge for the cost of the program which equates to approximately .22 per KWh. Electric Vehicle usage varies by vehicle, but the survey revealed that on average vehicles are consuming approximately 5 KWh of electricity when using the City's charging stations. Charging $.22 per KWh equates to $1.10 total charge for average vehicle. Environmental Status: This project is exempt from CEQA under the following provision: §15301 — Class 1; Maintenance/permitting minor alteration of existing public/private structure. NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: Resolution No. 2009-31 is hereby amended to incorporate the new fees set forth in Exhibit A. 2. Except as amended herein, the fees contained in Resolution 2009-31 shall remain in full force and effect. 3. The fees set forth in Exhibit A shall be effective following the adoption of this Resolution and continue thereafter. That was a lot of effort and negotiation. There is a problem. I've attached the inventory list and the original quote that I sent you. 1 made a mistake in the renewal notice that was sent out on Jan 15th. It is for the number of stations as opposed to ports. It also reflects our increased price starting at the beginning of this year. City of Huntington Beach has 6 stations w/ 2 ports each. The price is per port, not stations. I'm sorry but I can't accept this quote. Please stop the payment until this is settled.
