HomeMy WebLinkAboutCities of Anaheim - Garden Grove - Fullerton - Santa Ana - 1975-06-23A G R E E M E N T THIS AGREEMENT mare and entered into as of the 1975, by and between the CITY OF ANAHEIM, d municipal corporation, hereinafter referred to as "ANAHEIM", CITY OF FULLERTON, a municipal corporation, hereinafter referred to as "FULLERTON"I CITY OF GARDEN GROVE, a municipal. corporation, hereinafter referred to as "GARDEN GROVE", CITY OF HUITrINGTON BEACH, a municipal corporation, here'..nafter referred to as "HUNTINGTON BEACH", CITY OF SANTA ANA, a municipal corporation, hereinafter referred to as "SAINTA P�NA", collectively, the vities are referred to as the "CITIES", A D NATIONAL, CENTER FOR MUNICIPAL DEVELOPMENT, INC., hereinafter referred to as "CE13717ER". WITNESSETIf: WHEREAS, the CITIES heretofore, pursuant to an agreement between them, have agreed to empl^y and share thn expense of a Washington Representative to provide t!he CITIES with representation before Congress, executive; agencies, and acknini atrative agencies of the Federal Gnvcrnment; and WHEREAS, the CENTER will assign a member of its stuff as a Washington Representative to represent CITIES; and WHCREAS, the CITIES agree that Washington Representative should be employed for su:,-h purposes. The C.ZM agrees to "sign William H. Morgan# a member of its staff, to act as Mashington Representative on behalf of CITIEE to provide *the CITIES, individually and collectively, with representation before ° Congreamp executive agencies, and administrative agencies of the Federal Covarnmenr+. In the event that W. H. Morgan, for any rersson, becomes t unable or unwilling to perform the functions as set forth herein, CITIES shall select his successor. CMMR shall promptly notify CITTIES if H. H. Morgan is unable or unwilling to perform said functions. 2. The Washington Representative will confer with the chief administrative officers of each of the CITIES, slid such ocher city per- sonnel as thus chief administrator officer may designate at times and places which are convenient to the parties hereto. In this connection, the Washington Representative agrees to make a written report setting z 4 forth and summarizing his activities at least every two months. This � report shall be submitted to the chief administrative officer of each of the CITIES hereto. 3. The Washington Representative will review Federal executive proposals, legislation under consideration, proposed and adopted adminis- trative rules and regulations, and other developments occurring within the Federal Government for the purpose of advising the CITIES on his r r, OM initiative those items which may have a bearing or. the policy or programs of any of the CITIES. 4. The Washington Representative will secure and furnish such detailed information as may be available on Federal programs in which '..he CITIES, collectively or individually, indicate an interest. 5. The Wash:ngton Representative will review and comment on proposals of any of the CITIES hereto which are prepared for submission to Federal agencies when requested so to do by any of the CITIES hereto. 6. CITIES' administrative staff might render assistance. 7. The: Washington Representative) will counsel with the CITIES t regarding appearances of city personnel before congresuional committees and administrative agencies, and will arrange for appointments and accom- modations for personnel as requested by any of the CITIES hereto. 8. The Washington_ Representative will contact Federal agencies on behalf of any of the CITIEw whenever any city has an application under consideration by such agency, and otherwise take whatever reasonable and legal steps appear to him to be required to obtain the most favorable convideration of such applications. 9. The CENTER will not directly or indirectly participate in or intervene in any political campaign on behalf of or in opposition to any candidate for public office. 10. The! CENTER will not take a position on pending legislation nor attempt to influence legislation by propaganda or otherwise except that Vie Washington Reprecentative will repre3ent the positions of the CITIES on legislation as the CITIES determine to be in their best interests. 11. A) .. The CENTER will furnish the full-time services of the Washington Representative and administrative services and technical support including office space, utilities, furnishings and equipment, secretarial services, ,common -use office supplies and services, general administrative supporte and consultation with the urban research staff and access to those ongoing research activities and studies of the National Center for Municipal Duvolopmeant, the National League of Cities, and U.S. Conference r of MAyors required by the Washington Representative in the performance of his prescribed functions under the agreement. CITIES .mind the CENTER agree that for the period this agreement is in effect in Fiscal Year 1975 -76 i Cities will pay the CENTER Sixty -fright Thousand Five Hundred Twenty -Five i j vollare ($68,525.00) payabl* in advance in equal monthly installments of i 3 .. 1 M 1 I f Five Thousand Seven Hundred and Ton Dollars and Forty -Two Canty Mr7jo.42). CITIES also agree to reimburse the CENTER for ill travel expenses of the Washington Representative for travel which is specifically requested by CITIES, from Washington, D.C., to O.,ange Coimty, California, or other specified location.,;, and for long distaa-e Ulephone tolls. 12. The CITIES will advise the CENTER of the name or nzarns of persons other than, the chief administrative officers authorized to request service by the Washington Rnpresentative and the peruon or persons to be Ntp.tadvised by the Wazhingt4n Representative. 13. The CITIES will supply the CENTER a summary of all Ilederal Programs in which each of the CITIES are participating, and provide the Washington Representative with information as to when new applications are filed, together with pertinent details, as to the substance of such applications. 14. Bach city will supply the CENTER ;pith copies of budg-Bts, planning documents, regular reports of the City Man.oqer and departments, Council proceedings, newspaper and other waterials which vill assist thl_:,: 1. Washington Representative in keeping himself current on CITIES' 1)01icies and programs. 15.
