Uberuaga, City Administrator Prepared by: Ronald E. Lowenberg, Chief of Police -- -- Subject: Contract for Jail Services with the City o Westminster Consistent with Council Policy? [ ] Yes [ ] New Policy or Exception Statement of Issue, Recommended Action, Analysis, Funding Source, Alternative Actions, Attachments: STATEMENT OF ISSUE. The City of Westminster has requested the use of our jail facilities, by contract, to book and process male and female prisoners arrested by their police department. With the addition of their prisoners, the inmate population of our facility will be approaching maximum. In order to accomplish the continued safe operation of our jail facility, it becomes necessary to hire one additional male custodial officer. RECOMMENDED ACTION Request City Council approval of 1. Attached contract for booking and detention services with the City of Westminster 2. The hiring of one full time male custodial officer. ANALYSIS The City of Westminster does not operate their own detention facility which meets State requirements for security and prisoner safety. It is estimated that we will receive 65 prisoners per month from Westminster, generating $125,000 in revenue per year. During the past 18 months we have entered into similar contracts with Fountain Valley, Garden Grove and Irvine Police Departments. These are in addition to the existing contracts with Costa Mesa, Seal Beach and occasional business from Immigration and Naturalization Service (I.N.S.). Until now, we have accomplished these contracts by shifting existing personnel and the utilization of necessary overtime, two ten (10) hour shifts a week, in order to maintain a safe and efficient operation. By accepting the contract with Westminster, we can no longer maintain this facility in a safe and efficient manner. We do have the space available for their prisoners. The two ten (10) hour overtime shifts a week compute to 30 hours a week. By raising the jail staff one position, we are only adding 10 hours a week, plus benefits. This is a minimal amount compared to a reasonably expected $125,000 a year revenue from Westminster alone. ; With the addition of Westminster, our facility will be operating near capacity, generating close to the maximum possible revenue through contract bookings with local agencies and Pay -to -Stay programs for males and females. FUNDING SOURCE Not applicable as to the services requested by the City of Westminster. Their City will be charged $125 for booking and any portion of the first day's lodging, and $41.15 for each additional day's lodging. The additional custodial officer will cost approximately $57,500 per year. Projected fees paid by the City of Westminster for prisoner bookings, plus overtime savings, will exceed the cost for the additional correctional staff member. ALTERNATIVE ACTION Deny request for contracted jail services and the additional correctional officer, and lose the generated revenue.
