WRZRZAS, District and City have identified the need to
rehabilitate portions of the Ocean Avenue Trunk Bower and its
appurtenances (herein&Zter referred to as the OProject")1 and
InHaRKS, District has developed a revised project report for
the ocean Avenue Trunk Sewer which has been approv*d by the City
and the District as of July, 1987, and is 'skttached hereto an
Exhibit 'AN and incorporated herein by reference; and
WREREAS, District and City have further identified the need
0 transfer the rehabilitated portions and some unrebabilitated

portions of the Ocean Avenue Trunk Sewer and its appurtenances to
City, so that the City can make the �ahabilitated portions a
permanent part of its collector sewer system and use the unre-
habilltated portions on a temporary basis; and
WREREAR, District and City have a9zoed that District should
bear the cost of the 'ProJect8i and
WHEREAS, the description of the 'Project" and the estimated
cost to be borne by District are shown in Table 3 of Exhibit "A*r
excluding any work shorn in said Table 3 to be carried out and

paid for by the City which is no part of this 'Project"j and
KNMU S, District and City desire to set forth their respec-
tive rigrt^ and obligations concerning the "Project'.
NOW, TEBREFORE, in consideration of tho promises and agree=
ments hereafter made and exchanged, tte parties hereto covenant
and agree as`followss
&action is Projogt Des un And Construction. District shall
dosign, or,cause to be designed, that rehabilitation work on the
portion of the Ocean Avenue Trunk Sewer and its appurtenances,,
described in Tab1Q 3 of Exhibit "A", and herein referred to as
the 'Project'. However, all plans and speecifications for the
'Project' shall be approved in writing by the Citi� Engineer prior
to advertising got bids.
$Ection Zt 21stric 1p Q,ntract ResoonRibilities. District
shall be solely responsible fer the preparation and award of the
contract pursuant to public bid requirements for the 'Project".
Towards this end, District shall be responsible for the prepdra-
tion of all legal documents, including Notice Inviting Bids,
Instructions to Bidders, and the related construction agreements,
surety bonds and insurance certificates. District shall be
solely responsible for the administration and performance of the
4ontract awarded to the contractor for the construction of the
"project".
Section Is Design Standards. The 'Project` shall be de-
signed and constructed in accordance with standard District and
City specifications relating to sewers.

of access to the construction site for the "Project' for the

purpores of inspection and comment on the course of the construc-
tion.
section St CC2sts. District shall pay all costs associated
with ':ha design' -'and construction of the "Project", including the
engineering, design, excavation, pipe, supplying of pipe, sur
veying, inspection and contract administration. The parties
agree that the'preliminary estimate for the cost of tha "Projsict"'
is Four Hundred Twelve Thousand Dollars (34121900.00).
$Sgtion 6t Environmental Imvaci; Documents. District shall
act as the lead agency for the processing of environmental impact
ussecsments,, studies, reports, and awiid of contract, -and shall
be responsible for full compliance with the provisions of the
California Environmental Quality Act ("CEQA") for the entire
"Project". For purgiaes of CEQA, the entire "Project" shall be
deemed a single project, and reference will be made to the Dia-
trict's Master Plan of Trunk Sewers and related Environmental
Impact Report now in the process of being finalized.
{ggction 7: Tranefer Qj` Ownership. Upon completion of the
"Project", ownership of those portions of the Ocean Avenue Trunk
Sewer that have been rehabilitated and are part of this "Pro-
ject",'and portions of the Ocean Avenue Trunk sewer that have not
been rehabilitated but 'will be needed by the City for temporary
use, shall be transferred to City at no 'cost to City. The por-
tion of the Ocean Avenue Trunk Sewer to be transferred, including
both rehabilitated and unrehabilitated portions, consists of the
Ocean Avenue Trunk Sewer from Lake Street to Golden hest (23rd
Street) as shown on Figure 3 of Exhibit W.

12c_ion s Acceptance 2L Transfer ta fJIX. Within sixty
(60) days after the cumpletion of the "Project" in conformance
with the approved plans and specifications, City shall accept the
transfer of ownership contemplated in section 7 herainabove.
Upon acceptance of said transfer, City will assume all future
responsibility for the operation and maintenance of the rehab
toted and Q'nrehabilitated portions of the 0eean.Avenue Trunk
&ewer, as, described herein.

�ctioe 9e Naives 91 ClAims. City and District hereby
waive all claims and'demahAs against each other for any loss,
damageor injury of any kind or character to any person or
,property, arising out of the design and construction. of 'Pro-
ject', er, arising from any act or omission of the City's oi?
District's respective agents or employees, except to the extent
occasioned by the sole negligence or willful misconduct of the
parties or their agents or employees. District shall, however,
''require the construction contractor for the "Project" to hold
harmless and indemnify City against any and all liability arising
out of the obligations referred to herein. Such hold harmless ,
and indemnification shall be made in a form satisfactory to the
City Attorney of City.
;ssction 10i ,'insurance. District,shrll require the con-
struction contractor for the 'Project' to maintain a policy of
public liability insurance for persural injury and property
damage, including motor vehicle operators, during all times of
the contract in amounts and in form satisfactory to District's
Guneral Counsel and the City Attorney of the City. Said policy
shall name District and City and their officers, agents and

in 19s3, county sanitation District No. 11 completed construction
of the 54-inch Coast ^rank Bawer, generally paralleling, the
16 inch Ocean Avenue Trunk sewer between Take street and;
Goldenwaat street in the city of Huntington ,leach. The coast
Trunk Sear intercepted the majovity of the flew from the Ocean
Avenue Trunk sewer's tributary area, lonvinq the one to three,
blocks batweon the Coast Trunk Bawer and the ocean rem0ning'to '
be served'by the Ucean Avenue Trunk sewer.
The City has adopted the Downtown Specific Plan, oncospassinq the
rsaaininq ocean Avenue Trun)r' Bower tributary area, and
procoedinq with redevelopment planninq in the Main` -Pier'-
Radevolopment area. Consequ ntly, it appears the Ocean Aveinu,
Trunk Sewer value lies as a local collector sewer under the
City's ownership. This report investigates future use of the
Ocean Avenue Trunk sewer as it relates to land use planning
wit!!in the current Ocean Avenue Trunk Sewer's tributary area.
Analycis of the service area reveals it would be advantageous to ,

abandon the reaches of the Ocean Avenue Hunk Sewer in the
downtown redevelopment area between T.aka Street and 6th Street
when block consolidations are proposed. This area could be
served directly to the coast Trunk sewer by now, sewers compatible
with the buildinq plans as they are developed. Sintlarly,
upetrean between 12th and 13th Streets and between 14th and
lath streets, whers current residential projocts are underway,

operates two trunk sewers ; "kUnninq through the duwntown' area of
the city, of Huntington Beach - the 14-inch Ocean Avenue Trunk.
� Sewer and -the 34-inch Coact Trunk sewer. The Ocean '!sunk 8aMe1t, ,
lying' in an alley�"between,Ocean Avenue (pacific `Coast Highway)
and walnut Avenue, vas constr%isted in 1917'and has served as the .,
meals backbone trunk serer until construct! n;,ot.the Coast Trank-

Tha .;urrent tributary area of ocean Avenue Trunk Sever is within
an area of the city of Huntington Beach that is undergoing
significant development and redeveiopsent. The sever travels
through areas that are planned for property consolidation to
'allow redevelopmant or now development. Abandonment of portions
`l+ of Ocean Avenue Trunk Sever would allow sore flexibility in the
development planning. it is believed, therefore, that at least
Portions of Ocean Avenue Trunk Sewer has a value as a 'local
collector *war and could best be handled under the city of
Huntingdon Beach ownership. However, since the sewer was

SERVICE AREA ANALYSIS
Flow Protection
Land use serves as the basic for projecting sewage flows. To
maintain consistency with the District's master planning efforts,
the land -use clessificat;or.., flow coefficients, and
peak -to -average Elc-.: relationship criteria of the 19e3 Updated
Consolidated Master Plrns of Trunk Sewers for Districts 2, 3,
t�- '
and li were used for flow projections. In the downtown
redevelopment area for the visitor -serving commaraial area
(District 3 of tho eity's Douatown Specific Plan), the average
flow was calculated using the blUlding floor area to groan
acreage ratio -of 3.5, tho maxtmum allowed by the Specific Plan,
and a unit flow of 100 gpd per 1,000 square feat of building
area.
For the entire 86-acre Ocean Avenue Trunk Sewer drainage area
that is triLutary to Lake Street, the average flow is 0.47 ugd
(0.74 ufs) ani the peak flow is 0.90 vgd (1.39 of"). Any
yive:sions to the Coast Trunk Sewer, upstream would, of course,
decrease the flow in the Ocean Avenue Trunk Sewer reaches
downstraam. The capacity of the dmistream reach of the existing
16-inch sewer is 0.99 mgd (1.53 cfs) at a flow depth to pipe
diameter ratio of 0.30. Therefore, the existing Line has
capacity for its entire present drainage area if needed.

Ocean Avenue Trunk Sewer is 16 inchlim in diameter and lies in the
alley between Ocean Avenue (Pacific Coast Highway) and Walnut
Avenue from Lake Street to coldenwest Street. The
54-inch-diameter Coast Trunk Sewer was constructed a few yearA
ago following Walnut Avenue, isth Street, and Orange Avenue
W betw'tsen Lake Street and Goldenwest Street. It intercepted all
local sewarlines from the northeast leaving the area from the
Coast Trunk Sewer to the ocean to be served by Ocean Avenue Trunk
Sewer. Figure 3 shows the locations of these trunk sewers.
ocean Avenue Trunk Sewer currently intercepts flow from local
sewers running southeasterly toward the ocean in each alley
collecting flow generated from the adjacent properties between
P streets. Two local sewers convey flow from the ocean side of
I ocean Avenue. one in at Main Street to serve the establishments
I{ at the pier and the other is at Sth Street to serve the apartment
{ complex on the beach.
As nanticned above, during construction of the Coast Trunk Saver,
' Oceali Avenue Trunk sewer was connected to the Coact Trunk Sewer
j at 13th Street. This has allowed abandonment of the Ocean Avenue
dd99 Trunk Fewer between 13th Street and 12th Street for a proposed
development. The Ocean Avenue Trunk Sewer hab recently been
connected to the Coast Trunk Sewer at two other locations 8th
Street ar:d in the alley betwann loth and 11th Streets.

The Downtown Specific Plan encourages the consolidition of some
parcels to form larger parcels and blocks that will allow
implementation of the concepts set forth in the,plan. Some
consolidations have been suggested in the specilic Plan or a:a
I committed. Following is a discussion of the sewer facilities
that are regrjired to allow abandonment of ocean Avenue Trunk
Sewer within these blocks. Figure 3 also delineates the
-*commanded disposition of Brach reach of ocean Avenue Trunk Sewer
and proposed 'new sewer facilities to allow abandonment of
downstream reaches.
` Lake Street to 2nd Street and 2nd Street to Main Street
These two consolidations 'are suggested in the Specific Plan to
allow the visitor serving commercial developuent envisioned. To
' allow abandonment of these reaches of ocean Avenue Trunk Sewer,
either a new sower in Main street or a new sewer fro the pier

paralleling Ocean .avenue to Lake Street connecting to the Coast
Trunk Sewer is recommended. This would intercept the existing
Y saver in Main Street salving the. pier *actablishments on a
p*rmanent basis and. the .former would allow continued use of the
immediate upstream reach of ocean Avenue Trunk Sawar until
consolidation of that block takes place.
Main Street to Gth Street
lThis consolidation is also suggested in the Specific Plan,
j although its timing appears to be further off than the abovr,

from Ocean Avenue Trunk Sewer to Coast. Trunk Sewer, is

be signifivantly more costly due to the several other paralleling
utilities and the narrow right-of-way (15 feet).
9th Street to lath Street
The city of Huntingf:on Beach has received inquiries relative to
j consolidating the portion of the block bntwesn 9th and
loth Streets from the allay to the Pacific Coast Highway. An

alternative to rehabilitating the ocean Avenue Trunk Sewer and

maintaining it in service would be to ccnetruct a now gravity
connection in the allay between 9th and loth Streets and

abandoning the Ocean Avenue Trunh Sewer from 9th Street to the
allay between loth and 11th Streets.
12th Street to 13th Street
This block is being consolidated for multifamily residential
developmont. A connecting mower between Ocean Avenue Trunk Sewar
and Coast Trunk Sower was constructed in 13th Street durinq
construction of Coast Trunk Sower. Therefore, this reach of
Ocean Avenue Trunk Eawer has been abandoned.
14th Street to lath Strast
A project consolidating this block between the alley and the
Pacific Coast Highway has been approved. As a part of this
project, a sewer flowing to the Coast Trunk Sewer in proposed in

RMABILITATION
Existing condition
The District prepared television films of the ocean Avenue Trunk
Serer from the al: by between 19th Street and 20th Street to Lake
+ Street. These video tapes were reviewed to assent the condition
of`:.csan Avenue Trunk Sewer. Table i is a loq summarizing the
number of lateral connections to the trunk newer and the various
detects observed during rcrriew of the TV tapes. Thri defects
cons;sted of either cracked or broken pipe and joints. The pipe,
however, is no; broken to the point where sections have collapsed
or flow is being hindered. Of the portion of ocean Avenue Trunk
Sewer that is -proposed to remain in service, 12 of the lb reaches
between )anholss exhibited at least one cracked pipa.
Ti Consequently, this sever is a candidate for rehabilitation
techniques.

at each manhole. The existing manholes, with the exception :ot
two which have been added in the last couple of years, were
constructed of brick and mortar and are in'very poor condition.
All these manholes have experienced corrosion of the mortar
between the bricks to a varying extant. In addition, the fraues
` and, to a lesser extent, the covers era corroded and all have
steps which are badly corroded with partiuna missing.

Rehabilitation mathods
The extent of the cracked and broken pipe dofects observed on the
video tapes of the pipeline have not progressed to the point
where excavation and replacement would be required.
Consequently, internal rehabilitation methods are applicable to
restoring the pipeline.!or long-term uea.
Alternative methods should ba investigated during final design.
Insertion of a flexible liner pipe into the existing pipeline
(sliplining) appears to be a feasible method. This involves
inserting a :continuous smooth polyethylene' pipe': inside the
existing sewer between manholes. The polyethylene pipe segments
are fusion welded to form a continuous pipe without joints
between manholes and is covered in the Districts stande.,l
specifications. The polyethylene material provides excellent
resistance to corrosion from the predominantly residential sewage
of the Ocean Avenua Trunk Sewer service area. multiple
excavations will, however, be required to connect each service
lateral to the new liner. pipe. The District hae'used this method
on several projects.
Inversion lining employing a patented system to install a
thurmosettinq rdsin lininq is another feasible method to be
investigated. The liner is installed from the ground surface
through existing manholes. Service laterals are connected by
cutting the liner at each location remotely without excavation.

STATEMENT OF ISSUE:
County'Senitation District No. 11 of Orange County (District) has routed most of the
sewage flow from the Ocean Avenue Trunk Sower, thus designating it a local sewer main.
Upon completion of restoration of the Ocean Avenue sewer, the District requests transfer,
'of ownership of this sewer to the City of Huntington Beach.
RECOMMENDATION:
Accept ownership of the Ocean Avenue Sewer between Lake Street end'-Adenwest Street ,
and execute the transfer of ownership agreement.
ANALYSIS:
In 1983, the District constructed the Coast Trunk Sewer in Walnut Avenue between Lake
Street and Goldenwest Street. At this time most of the sewage flow tributary to the
Ocean Avenue Trunk woe intercepted by the Coast Trunk. Therefore the Ocean Avenue
Trunk became a local sewer main.
The Ocean Avenue Sewer Is In need of repairs and the District will repair the sections of
the sewer system, which will ultimately remain In service. The section of sower between
Lake Street end Gth Street will not he restored becoure It will be removed when
Downtown Redevelopment takes place. Only after the District has compiled with cll
provisions of the proposed agreement and the project report restoring the Ocean Avenue
trunk aewer, will the ownership be tronaferred to the City.
FUNDING SOURCES
The District is paying for the engi:ieermg, construction, inspection and adm;nL.': ation of
the rehabilitation of the Ocean Avenue sower.
ALTERNATIVE ACTION:
Do not execute the agreement, leaving the maintenance of a local sewer main to the
District.
