REQUEST FOR COUNCIL ACTION
MEETING DATE: 6/21/2010 DEPARTMENT ID NUMBER: CA 10-010
Analysis: At the City Council meeting of April 20, 2009, the Council created a Charter
Review Commission to be made up of 15 members, seven appointed individually by each of
the City Council Members, and eight to be appointed by the City Council as a whole.
Members were appointed after a public opportunity to apply for consideration. Subsequent to
that, on June 22, the Council held a special meeting to interview candidates for the
Commission. On July 6, appointment of 15 members to the Charter Review Commission was
made.
In April of this year, the Charter Review Commission submitted its final report to the City
Council along with their proposed revised City Charter. With this action, the Commission's
work was officially completed. As such, the need for the Charter Review Commission has
ended. By taking the above action, the City Council dissolves the Charter Review
Commission and releases the appointed Commission members from this responsibility.

REQUEST FOR CITY COUNCIL ACTION

Analysis: In April, the City Council approved the formation of a 15 member Commission to
review the City Charter. The Commission was to have eight at-large members appointed
collectively by the City Council and one member appointed by each of the seven City Council
Members.
To solicit candidates for the eight at-large members of the Commission, a recruitment was
done utilizing notices at the city's posting locations, a posting on the front page of the city's
website and boards and commissions webpage, and a press release to the local
newspapers. From this, the City Council received 45 applications.
After reviewing the applications, the City Council identified 25 candidates to be interviewed.
Interviews were conducted at a Special Council Meeting on June 22. Following the
interviews, by straw vote ballot, the City Council selected eight at-large members to be
appointed by the motion above. They also identified in rank order four at-large alternates
who could replace an at-large appointee should any of them become unavailable to complete
the Charter Review Commission's task.
The remaining seven members of the Charter Review Commission will be appointed
individually by each of the City Council Members.

I have always tried to look beyond the issues at hand to the underlying nuts & bolts processes of local government.
Charter reform is incredibly important and will color everything the city does for the next few decades. We have much
to learn from other CA charter cities, and we also have opportunities to lead with innovations of our own. I would be
honored to serve on the charter review committee in order to help craft a progressive charter worthy of serving as a
model charter for other cities.

Local government, both city and county, are the cornerstone of our democratic system. From these entities, and the
various bodies that comprise them, rises both the structure and the ideological vision that supports and maintains our
economic, social, and material well being. The people, themselves, must be the seed that brings forth more fair and
more responsible government. Now that I have some of the wisdom and a lot of the humility that comes with age, I
offer my city whatever benefit those qualities can generate.

I could bring to this body.

I strongly believe that government works best when it obtains input from the broadest spectrum of the citizenry. I
further believe that the average working people are by far the most under-represented portion of the populace, and the
