SUBJECT: APPROVE APPOINTMENTS TO THE CHILDREN'S NEEDS TAS
FORCE
Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachments)
Statement of Issue: There is a need to fill seven adult general member vacancies and four
student representative vacancies on the Children's Needs Task Force.
Funding Source: Not applicable.
Recommended Action: Motion to:
1. Reappoint Robert Dettloff and Jim Hayden to the Children's Needs Task Force, with
terms to expire August 30, 2013) as recommended by Council liaisons Coerper and
Hansen.
2. Accept the resignation of general members Robert Hart and Tim Liggett and
approve the appointment of Ian Collins and Marlene Mcllroy to the Children's Needs
Task Force, with terms to expire August 30, 2013t as recommended by Council
liaisons Coerper and Hansen.
3. Reappoint Stephanie Smallshaw to a second student representative term on the
Children's Needs Task Force, of September 1, 2009) through June 30, 2010, as
recommended by Council liaisons Coerper and Hansen.
4. Appoint Craig Bartlett, Jacob Evan and Amy Le as student representatives on the
Children's Needs Task Force, to a term each of September 1, 2009, through June
30, 2010, as recommended by Council liaisons Coerper and Hansen.
5. Accept the resignation of general members Keisha Van Mechelen, Martin
Rodriguez, and Molly Thompson with term expirations of August 30, 2011.

Alternative Action(s): Do not make appointments to the Children's Needs Task Force at
this time, and advise staff accordingly.
Analysis: There are currently two adults applying for reappointment due to term expirations
and two adults applying for appointment to the Children's Needs Task Force due to
vacancies. There is one student applying for reappointment due to term expiration and three
students applying for appointment to the Children's Needs Task Force due to vacancies.
Each candidate demonstrates a committed interest in the welfare of children and the
community. The proposed candidates were reviewed by the Council liaisons and their
qualifications were deemed suitable for the Children's Needs Task Force. Staff recommends
Council approval of the candidates and notes that three general member vacancies will
remain pending approval of the candidates below:
1. Robert "Bob" Dettloff has served on the Children's Needs Task Force as Chair and
Vice Chair. He is a long term resident of Huntington Beach and a community
volunteer. Mr. Dettloff's involvement and dedication to the Children's Needs Task
Force is invaluable.
2. Jim Hayden is a long term resident of Huntington Beach and a community
volunteer. His civic service has given him a great appreciation for the needs of
others in the community. Mr. Hayden contributes to each meeting in a positive and
effective manner and is an asset to the Task Force.
3. Ian Collins previously served on the Children's Needs Task force from 2000 to
2008. He has also served as Chair and Vice Chair. Because of past experience
and knowledge of the.CNTF, Ian will be an asset to the Task Force.
4. Marlene Mcllroy is a long term resident of Huntington Beach, whose interest is in
serving the community. She has a strong desire to be involved in the welfare of
the community.
5. Stephanie Smallshaw has served as an effective student representative her first year
on the Children's Needs Task Force. She has shown enthusiasm and contributes to
each meeting.
6. Craig Bartlett participates in a variety of school activities and committees, including
Model United Nations and California Scholarship Federation, and volunteer
organizations such as Save Darfur and Surfrider Foundation. He has a strong desire
to work with children and welcomes the opportunity to represent the youth in the
community.
7. Jacob Evan is a self proclaimed avid member of society, both in and out of school. He
participates in school leadership and a variety of school activities and committees
including ASB, Yearbook, Model United Nations, OC for Darfur, World Wise Club, and
Key Club. He is actively involved in community projects and has a strong desire to
represent the youth in the community.
8. Amy Le participates in school leadership including Model United Nations and is
President of Kiwin's community service club. She is Vice -President of the Vietnamese
Student Association and President of the California Scholastic Federation. She has a
strong desire to be involved as a youth representative of the community.
