PREPARED BY: STANLEY SMALEWITZ, Director of Eco om I Development SUBJECT: Appointment of William Correia and Carolyn Kanode to the Citizens Participation Advisory Board Statement of Issue, Funding Source, Recommended Action, Alternative Action(s), Analysis, Environmental Status, Attachment(s) Statement of Issue: The Citizens Participation Advisory Board (CPAB) may have up to 15 members. There are currently two vacancies on the board: The City Council liaisons recommend appointments to serve on the board: Funding Source: Not Applicable. .Recommended Action: Motion to: 1. Approve the appointment of William . Correia to. the CPAB for the partial term that ends September 30, 2010. 2. Approve the appointment of Carolyn Kanode to the CPAB for the partial term that ends September 30, 2011: Alternative Action(s): Do not appoint new members to CPAB REQUEST FOR CITY COUNCIL ACTION MEETING DATE: 6/15/2009 DEPARTMENT 1D NUMBED:. ED 09-34 Analysis: The Citizens Participation Advisory Board (CPAB) may have up to fifteen (15) members. The CPAB strives to represent the diverse views on the socioeconomic issues related to low/ moderate income. individuals. To that end, low-income residents and members of minority groups are encouraged to apply to the. City for _appointment to the CPAB when vacancies arise, so that members of minority groups can be substantially represented. There are two vacancies on the Board. The purpose of CPAB is to provide citizen participation and coordination in the City's planning processes for the CDBG Program. Along with staff, the Board shall assess the. needs of the community particularly that of low and moderate income households, evaluate and prioritize projects pertaining to the required plans and provide recommendations to City Council on such plans and projects. Chapter 2.1 of the Huntington Beach Municipal Code, Operating Policy for Boards and Commissions, provides to stagger the appointments so that the majority of terms end in odd numbered years following the election for four (4) council members and remainder of the terms in odd numbered years following the election of three council members. Currently, three members' terms end on September 30, 2009; two members' term end in September 2010 and eight members' term end in September 2011. To achieve the staggering of terms in the appointment schedule, staff recommends one appointment to be for a partial term that ends September 30, 2010, and one appointment for a partial term that ends in September 30, 2011, thereafter allowing for re -appointment of two consecutive four year terms. The posting of this unscheduled. vacancy was conducted in compliance with the Maddy Act and the recruitment to fill the vacancy was published in the Huntington Beach Independent. The Council liaisons reviewed applications and recommend the appointments. Strategic Plan Goal: E-1 Engaging the Community, increase community involvement.
