Statement of Issue:
Transmitted for City Council consideration is the City Council liaisons recommended
appointee for the Design Review Board (DRB) vacancy. There is currently one vacancy on
the DRB due to the term expiration of DRB member Ed Kerins. The DRB Council liaisons
conducted interviews and is recommending that Michael Spaulding be appointed as the new
At-Large Member.
Funding Source: Not applicable.
Recommended Action: Motion to:
"Approve the appointment of Michael Spaulding to the Design Review Board for a term to
expire on December 31, 2012, as an At-Large Member."
Alternative Action(s):
The City Council may make the following alternative motions as:
"Continue the recommended action and direct staff to readvertise the vacancy."
"Deny the appointment of Michael Spaulding to the Design Review Board and request
further review by the Council liaisons."

Analysis:
The term of Design Review Board (DRB) member Ed Kerins expired on December 31, 2008.
The pending vacancy was advertised on the City's website and posted at City Hall late last
year. The response to the notice of vacancy was minimaliand therefore, readvertised for a
period of four weeks between February 19, 2009, and March 13, 2009, with additional notice
provided in the Huntington Beach Independent. A total of nine applications were received for
the vacancy from the expanded advertisement. The Council liaisons reviewed the
applications and selected the most qualified applicants to interview. On Tuesday, May 26,
2009, the City Council liaisons conducted interviews of five applicants.
At the conclusion of the interview the Council liaisons decided to recommend the
appointment of Michael Spaulding to the position of the Design Review Board At-Large
Member for a term to expire on December 31, 2012.
Strategic Plan Goal:
The Design Review Board appointment is consistent with Strategic Plan Goal to "increase
community involvement dialogue, and outreach by educating residents about opportunities
for involvement such as how to donate to projects, volunteer, access information, and other
options through the website and other means".
The Design Review Board continues to provide opportunities for citizens to become involved
in local government regarding various design related matters.

Civic Interests
My wife and I (married 32 yrs)have resided in HB for 26 years and we are proud to tell others that we live in this
beautiful city. Along with my wife and two children,we regularly use many of the public facilities and spaces
throughout the city and along with that level of familiarity, I have observed a multitude of good and bad design. My
design and construction backgrounds always provides me with a unique design perspective. I have collaborated with a
number of the significant building Architects within our country, and this influence has helped with design details that
are well conceived.
Availability(Must be available for meetings)
As manager in the largest landscape contracting company in the U.S.(ValleyCrest Landscape), I have substantial
latitude with my schedule and the commitment of part of one day per month will not be a hinderance.
How Will You Qualifications Best Serve the Needs of the Community?
(Without reiterating much of what has been presented in the above sections, it is my high level of experience,
especially on profoundly important projects used by large public groups.
Why Do You Wish to Serve on a Volunteer Citizen's Body?
Simple-For quite sometime, I have been intrigued by the opportunity of someday,contributing to the betterment of
our city,especially in the downtown and civic center areas.
