SUBJECT: APPROVE APPOINTMENTS TO THE HISTORIC REUURCES
BOARD

Statement of Issue: There is a need to fill five vacancies on the Historic Resources Board
(HRB) and to reappoint two members. The vacancies were created by term limits and
resignations of several board members.
Funding Source: Not Applicable
Recommended Action: Motions to:
1. Approve the reappointments of Kathie Schey for her first full term and Debra Watkins
for her second full term to expire June 30, 2013 as recommended by Council liaisons
Carchio and Hardy.
2. Approve the appointment of Gloria Alvarez for a term to expire June 30, 2013 to fill the
term expiration of Arlene Howard as recommended by Council liaisons Carchio and
Hardy.
3. Approve the appointment of Amanda Bloom for a term to expire June 30, 2013 to fill
the term expiration of Billie Kennedy as recommended by Council liaisons Carchio and
Hardy.
4. Approve the appointment of Kathy Bryant for a term to expire June 30, 2013 to fill the
term expiration of Nuanna Robinson as recommended by Council Liaisons Carchio and
Hardy.
5. Approve the appointment of Samuel Heritage for a partial term to expire June 30, 2011
to fill the resignation of Roz Essner as recommended by Council liaisons Carchio and
Hardy.
6. Approve the appointment of Chris Jepsen for a partial term to expire June 30, 2011 to
fill the resignation of Randy Smith as recommended by Council liaisons Carchio and
Hardy.

Alternative Action(s): Do not approve the appointments to the Historic Resources Board
and advise staff accordingly.
Analysis:
According to Huntington Beach Municipal Code (H.B.M.C. Section 2.107.010), the Historic
Resources Board shall "consist of not less than seven (7) nor more than eleven (11)
members, to be appointed to terms of four years." There are currently four vacancies on the
Historic Resources Board due to the expiration of terms of three members and the
resignation of one. There are also two reappointments of members who have completed
partial terms and a first term. Filling the vacancies would complete the Board at eleven
members.
The vacancy was posted at City Hall and on the City's web -site. The proposed candidates
were reviewed by the Council liaisons and their qualifications were deemed suitable for the
Historic Resources Board. The candidates demonstrate a committed interest in the
conservation and preservation of the city's historic resources.
1. Kathie Schey is seeking reappointment to begin her first full term, after finishing a partial
term. She has been a resident of Huntington Beach for four years, and has completed
a Master of Arts degree in History. She is a public historian knowledgeable in both local
and state history, a member of the board and a docent for the Friends of Rancho Los
Cerritos, and an archivist for the Long Beach Airport. She has received two visiting
research fellowships and presented her work at six national academic conferences.
She is interested in community outreach and education related to local history, heritage
and historic preservation.
2. Debra Watkins is seeking reappointment to her second term. She has been an active
member on the Board, participating in the production of the history of Huntington
Beach's exhibition and book, Ebb & Flow, during the centennial celebration. She has
also been involved in the demolition review process, one of the major tasks of the HRB.
3. Gloria Alvarez holds a Master's degree in Human Resources with additional training in
conflict management. She has a very long family history in Huntington Beach that
encompasses several generations. She brings an appreciation for local history and a
passion for preservation.
4. Amanda Bloom has a strong background in historical records and family history
research. She is interested in the promotion of the historical development and social
evolution of Huntington Beach.
5. Kathy Bryant has been a resident of Huntington Beach for 44 years and has served as
a volunteer and at the Huntington Central and Main Street Libraries. She works as a
free lance writer and has written many stories about Huntington Beach. She minored in
history in college.
6. Samuel Heritage is a landscape architect with special skills in landscape analysis and
design, community and master planning, construction techniques and design
implementation. He is a LEED-accredited professional with interests in historic
preservation and sustainable development.

7. Chris Jepsen has been a resident of Huntington Beach for 36 years and has a Bachelor
of Arts Degree in communications and public relations. He serves as the Orange
County Historical Archivist and has extensive knowledge of local and regional history
and historical preservation.
Strategic Plan Goal: Appointing at -large community representatives to the Historic
Resources Board would meet the Strategic Plan Goal to improve external and internal
communication.
