SUBJECT: Approve the appointment of Keith Krallman, Tiffany Johnson, Sarah
Kruszona, Ryan Chin, and Brooke Simon, and the reappointment of
Broc Coward, Phyllis Lembke, Eric Newfield, and Tianne Nguyen to
the Children's Needs Task Force
Statement of Issue: There is a need to fill five adult general member vacancies and four
student representative vacancies on the Children's Needs Task Force (CNTF).
Financial Impact: None.
Recommended Action: Motion to:
A) Reappoint Broc Coward to the Children's Needs Task Force, with a term of 9/1/2011 to
8/31/15 as recommended by Council liaisons Carchio and Harper; and,
B) Reappoint Phyllis Lembke to the Children's Needs Task Force, with a term of 9/1/2011 to
8/31/2015 as recommended by Council liaisons Carchio and Harper; and,
C) Appoint Keith Krallman, Tiffany Johnson and Sarah Kruszona to the Children's Needs
Task Force for a first term of 9/1/2011 to 8/31/2015 as recommended by Council liaisons
Carchio and Harper; and,
D) Reappoint Eric Newfield and Tianne Nguyen to a second student representative term of
9/1/2011 to 6/30/2012 as recommended by Council liaisons Carchio and Harper; and,
E) Appoint Ryan Chin and Brooke Simon as student representatives to the Children's Needs
Task Force for a first term of 9/1/2011 to 6/30/2012 as recommended by Council liaisons
Carchio and Harper.
Alternative Action(s):
Do not make appointments to the Children's Needs Task Force at this time and advise staff
accordingly.

Analysis:
The Children's Needs Task Force (CNTF) is seeking the appointment of both new and
returning members to complete the CNTF roster. There are currently two adults applying for
reappointment due to term expirations and three adults applying for appointment to the
CNTF due to vacancies. There are two students applying for reappointment due to term
expiration and two students applying for appointment to the CNTF due to vacancies. Each of
these new and returning candidates demonstrates a committed interest in the welfare of
children and the community, and after council liaison review, each has been found suitable
for appointment to the CNTF. Successful appointment of the following candidates will
complete the CNTF membership for a total of nine adult members and four student
members.
1. Broc Coward has served on the CNTF as Chair and Vice Chair. Mr. Coward is
involved and committed to the principles of the task force. He is dedicated to public
service and the welfare of our youth and community.
2. Phyllis Lembke is a long-term resident of Huntington Beach and original task force
member. Her contributions and support of task force activities prove to be an
asset to the group, our youth and the community.
3. Keith Krallman is a long-term resident and active police officer seeking to become
involved in the community. He is teaching leadership brings a wealth of training
and experience that will benefit the youth in the community.
4. Tiffany Johnson is a long-term resident with strong ties to the community having
graduated high school in Huntington Beach before pursuing graduate studies. She
has a strong desire to be involved in serving the needs of youth in our community.
5. Sarah Kruszona has extensive experience in planning and execution of community
based programs and offers a combination of education and professional
experience that can benefit our youth.
6. Eric Newfield and Tianne Nguyen have served as effective student representatives for
their first year on the Children's Needs Task Force. They have shown enthusiasm
and support, and desire to continue to contribute to the activities of the CNTF.
7. Ryan Chin participates in a variety of school activities and committees, including
Model United Nations, Tutor at Oakview Public Library, Math Club Tutor at Middle
Schools, President and Founder of Asian Culture Society, Boy Scouts of America,
Member of the Quiz Bowl Team and Robotics Club. He is compassionate to social
issues and hopes to contribute new ideas to the CNTF.
8. Brooke Simon has been active in extra -curricular activities at middle school and high
school including CIBACS, Women Helping Women, Orientation Leader, Cheer
Activities, ASB Social Commission and Web Leader. She would like to contribute to
programs for the good of the youth and the community.
