SUBJECT: Approve the appointments and reappointments to the Citizens
Participation Advisory Board (CPAB)
Statement of Issue: The Citizens Participation Advisory Board (CPAB) is an advisory
board to the City Council, which makes recommendations for allocation of Community
Development Block Grant (CDBG) program funding. The CPAB is comprised of up to 15
members. It currently consists of nine (9) members, including four (4) who may be
reappointed. The City Council is asked to approve the appointment of three (3) new
members and the reappointment of four (4) members eligible for a second term.
Financial Impact: Not applicable.
Recommended Action: Motion to:
A) Approve the appointments of Mark Bertler, Tjoan-Houw Lim, and Zach Newkirk to the
CPAB for a four-year term that expires September 30, 2015, as recommended by City
Council liaisons Boardman, Harper and Shaw; and,
B) Approve the reappointment of John Baley, Raisa Barkley, Whitney Graham, and Carol
Kanode for an additional four-year term that expires on September 30, 2015, as
recommended by City Council liaisons Boardman, Harper and Shaw.
Alternative Action(s):
Do not appoint and reappoint members to the CPAB.

Analysis: The Citizens Participation Advisory Board (CPAB) is the advisory group
responsible for making recommendations for the city's allocation of Community Development
Block Grant (CDBG) program funding. The purpose of the CPAB is to provide citizen
participation and coordination in the City's planning processes for the CDBG program. The
Board assesses the needs of the community, particularly that of low and moderate income
households; evaluate and prioritize projects pertaining to the required plans; and provide
recommendations to the City Council on such plans and projects.
The CPAB is comprised of up to 15 members. Currently, there are nine (9) members,
including four (4) who are eligible to serve a second term of four (4) years. The posting of
vacancies was conducted in compliance with the Maddy Act, and published and posted at
City Hall, on the City's website, and in several announcements in the City Manager's Weekly
Newsletter from September 29 through October 27, 2011. As a result of the outreach
conducted to recruit new members, the City received three (3) new applications. Existing
members who had reached the end of their first term received written notice on October 4,
2011, indicating that they were eligible to request reappointment. Four of the five eligible
members requested reappointment, with the other resigning due to scheduling conflicts. On
November 3, 2011, staff provided the Liaison Committee with a memorandum in which the
new applications and reappointment requests were included for our consideration. The
Committee reviewed the information and made the following recommendations:
