SUBJECT: Approve Appointments to the Community Services Commission
Statement of Issue: There is a need to fill vacancies for the Community Services
Commission.
Financial Impact: N/A
Recommended Action: Motion to:
A) Appoint Norm Westwell, Ocean View School District to a first term ending June 30, 2016;

B) Appoint David Hubbard, Westminster School District to a first term ending June 30, 2016.
Alternative Action(s) : Do not approve appointments to the Community Services
Commission and direct staff on how to proceed.

REQUEST FOR COUNCIL ACTION
MEETING DATE: 11/5/2012 DEPARTMENT ID NUMBER: CS 12-011
Analysis: We are in receipt of the School District recommendations from Ocean View
School District to appoint Norm Westwell, Trustee and Community Member as its
representative to replace Dr. Allan Pogrund who has resigned from the Commission. We
have also received a letter of recommendation from the Westminster School District to
appoint Dr. David Hubbard as their representative.
Two at -large positions are also in need of appointment with a term ending 6/30112, Staff has
forwarded applications to the Community Services Commission Council Liaisons for
consideration. Once a decision has been reached, the Council Liaison recommendations will
be brought to City Council for approval.

Strategic Plan Goal: Improve long-term financial sustainability

SUBJECT: Community Services Commission Representative
At the September 18, 2012, Board meeting, the Ocean View School District Board of
Trustees appointed Norm Westwell, Trustee and Community Member, as its representative to
the Community Services Commission to replace Dr. Allan Pogrund, who has resigned from
the Commission. Mr. Westwell will complete the term of office vacated by Dr. Pogrund
through June 30, 2016.
Thank you for forwarding the District's appointed representative to the City Council for
approval.

This letter is written to request that Dr. David Hubbard be allowed to
assume the role of representative of the Westminster School District on
the HB Community Services Commission. He has previously served two
terms in this capacity and is eager to assume the responsibility for another
term.
Dr. Hubbard has been employed by the Westminster School District for
eleven years and resides within the city of Huntington Beach. I believe he
is a qualified candidate and would like to see him again serve as the
representative from our school district.
