Wilson, City Manager PREPARED BY: Bob Hall, Deputy City Manager SUBJECT: Approve the appointments of Elsa Davis and Don Maclean to the Environmental Board. Statement of Issue: Transmitted for your consideration are the appointments to the Environmental Board of Elsa Davis and Don Maclean. There are currently two vacant positions on the Environmental Board due to resignations. Financial Impact: Not applicable Recommended Action: Motion to: Approve the appointments to the Environmental Board. Elsa Davis for a first term to expire June 30, 2013, and Don Maclean for a first term to expire June 30, 2015, as recommended by City Council liaisons. Alternative Action(s): Do not approve the appointments and direct staff how to proceed. Analysis: Chris Ann Lunghino and Bo Glover resigned from the Environmental Board. Staff reviewed all of the applications received in 2012 with the City Councilmember liaisons Shaw, Boardman and Bohr and their selections are reflected in this item. County of Orange Health Care Agency-Financial&Administrative Services, Central Operations August 2005 to the present time Position:Administrative Manager 1,Agency Services Manager Duties:The Agency Services Manager has purview over six distinct areas of responsibility with a total of fifteen employees organized under four direct reports.Areas of responsibility include:the HCA Safety Program; the Custodian of Records Dept.;the Business Office at the Public Health Clinic;Tobacco Settlement Revenue Coordination; and,the Agency Administrative Policies and Procedures development and approvals;Agenda Staff Reports; and Special Projects, The HCA Safety Program ensures compliance with CaI/OSHA standards relative to the Injury and Illness Prevention Program for HCA employees.The program is comprised of one Safety Officer, two Staff Specialists,and over one hundred Departmental Safety Representatives.The Program is responsible for nearly two hundred sites as well as the well-being of over 2400 employees.The program interfaces with CEO as well as other County agencies and governmental entities including Cal/OSHA.The Custodian of Records Department is lead by an Administrative Manager and functions as a clearing house for the Agency in ensuring records requests are processed in accordance with appropriate codes, regulations, and HIPAA guidelines.The department processes over 4,000 requests per year.Tobacco Settlement Revenue Coordination is lead by an Administrative Manager overseeing an annual budget of 29 million dollars.The primary function is to ensure funds are allocated in accordance with Measure H.Also under this Manager is the Agenda Staff Report Coordinator who handles all the Agency-wide ASRs submitted to the Board of Supervisors.The Business Office is led by a Program Supervisor and provides facilities support services and cash handling operations to HCA's largest Public Health Clinic. The clinic serves over 8,000 patients each month.This office also provides Agency-wide wireless communication device monitoring for all HCA employees. The Agency Services Department also has responsibility over the development and approval of all Administrative Policies and Procedures for the Agency as well as involvement with Special Projects as identified. 2. County of Orange Health Care Agency- Environmental Health Division May 2001 to August 2005 Position: Supervising Environmental Health Specialist I Duties:This supervisory position.plans, assigns, reviews, and evaluates the work of a team of EH Specialists responsible for the Item 16. - 3 - -== - - -- --__HB -74--- __ inspection of retail food facility establishments and public swimming pools, and the investigation of public complaints relative to substandard housing conditions, nuisances and alleged food-borne illnesses.Additional responsibilities included supervising the Bio-terrorism Preparedness and Response Program Specialist for the Division.This encompassed preparation of the grant application and participation in the HCA and EH Disaster Committees. This position also participated in the San Onofre Nuclear Generating Station Emergency Preparedness and Response Plan in the role of Emergency Worker Exposure Control Coordinator at the County Emergency Operations Center located at Loma Ridge.Special significant projects included development of the Award of Excellence Program for the public notification system;development of the standard operating procedure for the food facility field inspection report; development of the field inspection system comment library; and,assisting with fee study and budget. 3. County of Orange Health Care Agency- Environmental Health Division May 2000 to May 2001 Position: Registered Senior Environmental Health Specialist li Duties:This position takes the lead role in an inspection and investigation unit comprised of seven staff.The senior assigns, prioritizes,and reviews staffs work and reports; provides technical assistance to staff with difficult field assignments; conducts training of staff; and performs supervisory duties in the absence of the unit supervisor.These duties are all additional to those listed in the duties for REHS I below.4.County of Orange Health Care Agency-Environmental Health Division. September 1994 to May 2000 Position: Registered Environmental Health Specialist I Duties:This position performs inspections and investigations within the food, housing, and pool programs.The position focused on upholding the philosophy of educating the public, persuading compliance and enforcing policies, and regulations by use of embargos, impounds, notices of violation,office hearings and filing court cases.The position required writing clear and concise detailed reports of inspections and investigations documenting facts and evidence. Additional responsibilities included: field training of new staff;conducting food sanitation/safety presentations; performing written and oral translations involving the Spanish language;and participating as a key player at the San Onofre Nuclear Generating Station for the Orange County Emergency Preparedness Plan. 5.
