SUBJECT: Approve Appointments to the Historic Resources Board
Statement of Issue: Four current Historic Resources Board (HRB) members are subject to
reappointment. In addition, there is one vacancy on the HRB that needs to be filled.
Transmitted for City Council consideration are the reappointments of Barbara Haynes, Chris
Jepsen, Sam Heritage, and Joe Santiago and the appointment of James Melton to the HRB
as recommended by City Council liaisons Boardman and Harper.
Financial Impact: Not applicable.
Recommended Action: Motion to:
Approve reappointments to the Historic Resources Board of Barbara Haynes, Chris Jepsen,
and Sam Heritage to a second term; Joe Santiago to a third term; and James Melton to a first
term all to expire June 30, 2015.
Alternative Action(s):
The City Council may make the following alternative motion(s):
1. Deny the reappointments of Barbara Haynes, Chris Jepsen, Sam Heritage, and Joe
Santiago and the appointment of James Melton to the HRB and direct staff to re -advertise
the vacancies.
2. Continue the recommended action and direct staff accordingly.

Analysis:
Currently, there are eight members on the HRB (see Attachment 1). Four members are
subject to reappointment. In addition, there is one vacancy on the HRB that needs to be
filled due to a former member not wishing to be reappointed. The vacancies were posted by
the City Clerk. City Council members and HRB liaisons Connie Boardman and Matthew
Harper reviewed the applications. After careful consideration of the candidates, the City
Council liaisons recommend the reappointments of Barbara Haynes, Chris Jepsen, Sam
Heritage, and Joe Santiago and the appointment of James Melton to the HRB. Barbara
Haynes is the current HRB chair. Chris Jepsen is the current HRB vice chair. Sam Heritage
is the HRB representative on the Design Review Board. Joe Santiago is a former HRB chair
and has served two terms on the HRB. He is eligible to be reappointed to a third term now
that term limits have been removed. James Melton is a realtor and mortgage broker who is a
former member of the Los Angeles Conservancy.
Environmental Status: Not applicable.
