SUBJECT: Approve Appointments to the Human Relations Task Force
Statement of Issue:
Due to the term expirations of five members and the unscheduled resignation of one other
member, there is a need to fill six vacancies on the city's Human Relations Task Force.
Financial Impact:
Not Applicable
Recommended Action: Motion to:
A) Accept the resignation of Christina Ryan Rodriguez and approve the appointment of Chris
Hoff for a term to expire 12/31/2013, as recommended by City Council liaisons Harper and
Shaw; and,
B) Approve the appointments of Ron Knowles, Minzah Malik, Linda MacDonell, Matthew
Parr, and Allan Pogrund for terms to expire 12/31/2015, as recommended by City Council
liaisons Harper and Shaw.
Alternative Action(s):
Do not approve appointments and direct staff accordingly.

Analysis:
The Human Relations Task Force was formed as a Council -appointed committee in April
1997 with a mission to "promote and celebrate diversity in our community through education
and understanding." Currently the Task Force has six vacancies. Five of the vacancies are
scheduled term expirations; the sixth vacancy was a result of the member moving out of the
city.
A press release was distributed to advertise the vacancies, as well as notices on the website,
Channel 3, the City Manager newsletter, and posted notices. Interviews were also
conducted. As a result of this process, the following individuals are being recommended for
appointment.
Chris Hoff — Mr. Hoff has a M.A. in Clinical Psychology from Pepperdine University and a
B.A. in Psychology from Argosy University. He is a Guest Lecturer for Pepperdine University
as well as Vanguard University. He is also a Marriage and Family Therapist Intern for
California Youth Services and the Narrative Project of Orange County. The mission of both
of these non-profit organizations is to bring people together to address life's challenges.
Prior to this, he also co-founded a local business that contracted technical labor services and
was Branch Manager for McDonnell Douglas Technical Services. Mr. Hoff states, "He would
like to help make a difference in his community."
Ron Knowles — Mr. Knowles received his Masters in Business Administration from the
University of Redlands and a B.S. in Psychology and History from Illinois State University.
He designed and implemented one of the first minority studies courses in the Los Angeles
School District and has led training in cultural awareness studies. He is a former high school
teacher and college professor, and has served as chair for the Fullerton Human Relations
Commission and Past President of the Lions Club. Mr. Knowles states that he wants to "give
back to the community and encourage and applaud our diversity."
Linda MacDonell — Dr. MacDonell received her Ed.D. in Curriculum and Leadership from
USC, a M.A. in Reading from Pacific University and a B.A. in English/History from California
State University Fresno. She has served as a High School English/History teacher, a
reading specialist, a high school principal, and most recently as Assistant Superintendent of
the Orange County Department of Education. She attended the HB Reads One book event
last year and has a passion for serving our community and developing cultural proficiency.
She states that she has been retired for a year and it is time to "be involved in some
meaningful work."
Minzah Malik — Ms. Malik received her M.P.H. in Public Health and MBA in Business
Administration from Loma Linda University and a B.S. in Psychobiology from UCLA. She is
currently employed by Hoag Hospital in the Community Benefit program. She is a Board
Member of Access California Services and the OC Human Relations Council. She is a
graduate of Huntington Beach High School and has worked with various faith -based and
cultural organizations. As stated on her application, "My interest lies in working with
community members, schools, and other diverse groups in promoting cross cultural
understanding and interfaith dialogue."

Matthew Parr — Mr. Parr is currently completing a M.S. Family Nurse Practitioner program
through the University of Cincinnati, which he anticipates completing in July 2012. He
received a B.S. from the University of Texas in Health Science. He is currently employed as
a Registered Nurse. In addition to his nursing career, Mr. Parr serves as a disaster relief
worker with the Orange County Medical Reserve Corps and has volunteered for the San
Antonio AIDS Foundation. He has experience in recruiting and fund raising for non-profit
organizations. Mr. Parr states that as a Registered Nurse, he has a "unique perspective into
the effects discrimination and stigma has on individuals and the community."
Allan Pogrund — Dr. Pogrund received his Ed.D. in Educational Administration from the
University of La Verne and a M.A. and B.A. in English from California State University, Los
Angeles. Mr. Pogrund is a credentialed teacher and most recently a retired principal/director
for the Ocean View School District. His career also includes teaching college, serving as a
social worker, as well as a probation supervisor. He volunteers with the Anti -Defamation
league and currently serves on the city's Community Services Commission as well as other
community organizations. Dr. Pogrund explained that his interest is in "uniting, not dividing."
