SUBJECT: Accept resignations and approve appointments to the Human Relations Task
Force
Statement of Issue:
Due to the unscheduled resignation of two members, there is a need to fill two vacancies on the
City's Human Relations Task Force.
Financial Impact: Not Applicable
Recommended Action:
Accept the resignations of Matthew Parr and Kesha Sowell and approve the appointments of Angie
Dahman and Anna Johnson for terms to expire 12/31 /2015, as recommended by Council Liaisons
Boardman and Shaw.
Alternative Action(s):
Do not approve the appointments and direct staff accordingly.
Analysis:
The Human Relations Task Force (Task Force) was formed as a City Council -appointed committee
in April 1997. The mission of the Task Force is to "promote and celebrate diversity in our
community through education and understanding." Currently the Task Force has two vacancies
due to unscheduled resignations.
A press release was published to advertise the vacancies, as well as notices on the City's website,
Channel HBTV 3, and the posting boards at City Hall and the Central Library. As a result of this
process, the following individuals are being recommended for appointment.
Angie Dahman — Ms. Dahman has a Bachelor of Arts in Public Affairs from Indiana University,
Bloomington with a minor in Spanish. She has previously served on the Citizens Participation
Advisory Board (CPAB) for eight years, including serving in various officer positions. Ms. Dahman
has been a resident for 14 years and believes that her CPAB experience has given her insight into
our community. She has a special interest in bullying prevention and states that she is looking
forward to making a difference in our community by being part of the solution.
Anna Johnson — Ms. Johnson has a Masters of Science in Industrial/Organizational Psychology
from Cal State University Long Beach and a Bachelor of Arts in Psychology from UCLA. She has
over 20 years of experience as a Human Resource and Organizational Development Manager. Ms.
Johnson is interested in building a community of inclusion, tolerance, and acceptance and views the

Task Force as an opportunity to pay back some of the many benefits she has received as a resident
of Huntington Beach for over 46 years.
