SUBJECT: Approve appointments and reappointments to the Huntington Beach Youth
Board with terms to expire June 2019
Statement of Issue:
At the conclusion of each school year, the one-year term for each of the youth board student
representatives concludes. There are nine total vacancies available on the board. Four current
members are seeking reappointment, leaving five vacancies.
Financial Impact:
Not applicable.
Recommended Action:
A) As recommended by City Council Member liaisons Jill Hardy and Barbara Delgleize, approve
the appointment of the following students to a one-year term on the Huntington Beach Youth
Board with terms to expire May 31, 2019:
Natalie Blazquez — Ocean View High School, Representative
Trinon Carter — Edison High School, At -Large Member
Samuel Dater — Edison High School, At -Large Member
Emma Fisher — Ocean View High School, At -Large Member
Nikki Nadler — Marina High School, At -Large Member
B) As recommended by City Council Member liaisons Jill Hardy and Barbara Delgleize, approve
the reappointment of the following students to a one-year term on the Huntington Beach Youth
Board with terms to expire May 31, 2019:
Devin Hughes — Edison High School, Representative
Tatum Osborne — Marina High School, Representative
Ella Thomas — Huntington Beach High School, Representative
Amy Zeng — Huntington Beach High School, At -Large Member
Alternative Action(s):
Do not approve the recommendations and request further review by liaisons.
Analysis:
The Youth Board consists of nine members (four high school representatives and five high
school at -large representatives). All board members serve a one-year term beginning June 1
through May 31 of the following year.

Each summer, the city seeks to fill the full roster of student representatives on the Huntington
Beach Youth Board. At the conclusion of this current school year, five student Youth Board
members have graduated high school, and four student Youth Board members are seeking
reappointment to the 2018/2019 Board. Recruitments at each of the high schools resulted in
several applications.
After interviewing potential candidates, Council Member liaisons Jill Hardy and Barbara Delgleize
selected five new members. These members include Natalie Blazquez, requesting to be appointed
as an Ocean View High School Representative; Trinon Carter, an Edison High School student;
Samuel Dater, an Edison High School student; Emma Fisher, an Ocean View High School student;
and Nikki Nadler, a Marina High School student.
Seeking reappointment are the following students: Devyn Hughes, requesting to be appointed as
an Edison High School Representative; Tatum Osborne, requesting to be appointed as a Marina
High School Representative; Ella Thomas, requesting to be appointed as a Huntington Beach High
School Representative; and Amy Zeng, a Huntington Beach High School student. All were
instrumental in fundraising and event coordination for the 2018 Youth in Government Day event.
